were arrested by local state security officers in a reservoir area

Rights group Chinese Human Rights Defenders says
the power plant in Tuokou was constructed by Wuling Group,
an affiliate of China Power Investment Corporation.
Wuling Group had forcibly grabbed land from local peasants
and demolished their homes to construct the power plant,
without completing all legal procedures

Local Government Threatens 6,000 Teachers after Joint Petition
In Shuangcheng City of Heilongjiang Province, local authorities
have reduced the salaries and forcibly collected the pensions of
6,000 teachers, leaving them struggling to make a living.
The teachers have since petitioned many times
but have received no reply.
On Sept. 21, more than 200 teachers went to
the Harbin Central Inspection Unit
with 6,000 signatures on a petition letter.
The inspection unit told the teachers that they would
get a response within seven business days.
However, the teachers only received an “urgent notice”
from the Shuangcheng government, telling them that
they would be arrested if they petitioned again.
Now teachers are in tearless grief,
but have no channel to voice their complaints.
