中共反腐声浪持续高涨,各地各级官员落马的消息也频频外传,8月28号,大陆媒体再爆中共反腐新规,引起关注。
据《北京青年报》报导,北京最近收紧了对官员出国的管制,规定处级以上官员,除特殊情况外,因私出国一般不批准,官员的因私护照也要交回单位集中管理。
消息一出,各种议论立刻纷至沓来,很多人认为,中共当局的这个举动,是为了防止贪官外逃。
不过,有曾在中共边防管理机构工作过的知情人士,对《自由亚洲电台》表示,这个措施对贪官吓阻作用不大,因为中共官员一般都有多本护照,护照上用别人的身份,自己的照片,因此,靠这个措施阻止官员潜逃,作用很小。
中共“人大”这几天正在审议香港政改方案,香港2017年特首选举是否有“真普选”的问题,引起了香港民众与中共官方的空前对抗,争取“真普选”香港泛民主派阵营发起的“占领中环”运动,蓄势待发﹔而中共政治局常委、中共“港澳工作协调小组”组长张德江,也对外宣称,香港“将有事情发生”,北京已经有“充分心理准备”。
就在局势一触即发的时候,有香港市民8月28号凌晨看到,中共军队的装甲车队,进入了香港街头。
据《法新社》引述香港《苹果日报》报导,至少有四辆中共军队的装甲车,周四清晨在香港闹市区驶过,根据推特上发表的照片显示,装甲车上架有火炮。
香港泛民主派议员毛孟静(Claudia Mo)向《法新社》表示,装甲车的出现,是中共恐吓香港民众的措施,试图吓退即将举行大规模公民抗命活动的香港市民。
不过,香港“占中”运动发起人之一陈健民也向《法新社》表示,“占中”运动不会被吓退。
台张显耀泄密案 30密件被截获
纷扰了一段时间的台湾前“陆委会”副主委张显耀泄密案,终于出现了具体进展。
《法国国际广播电台》29号报导,据张案办案人员透露,张显耀的秘书张素玲,使用“陆委会”的传真机,将机密公文传真给一位台商,再由这位台商将机密公文转交给中共“国台办”官员。
报导说,台湾“调查局”通过监控已经拦截了从“陆委会”传真出去的30份机密公文。
报导引述办案人员的话说,张显耀涉嫌轮流透过女秘书和男助理,将“两岸航权分配”和“亚太经济合作会议”的文件资料交给这位台商,再由台商转交给中共“国台办”。这两件资料都属于“机密”等级。
29号,台湾“调查局”同步搜索了张显耀的住宅等七个地点,并约谈了张显耀、女秘书张素玲、男助理陈宏义和张显耀的司机。
目前,这名台商还在国外,没有到案,而中共“国台办”的官员到底是谁,也还没有曝光。

Limits Put on Department Level Officials Travel
Anti-corruption voices heard with all kinds of information
on the downfall of all level officials throughout the country.
August 28, the new anti-corruption regulation released by
mainland media caused the concern.
According to Beijing Youth Daily report, Beijing authorities
recently tightened the control on officials going abroad.
For department level or above officials, are not allowed
to go abroad personally except in special conditions.
Private passports have be submitted for
centralized management.
The information started all kinds of discussion.
A lot of people believe the Chinese authorities’ action is to
prevent the corrupt from fleeing.
However, an insider who worked in border management
agencies told Radio Free Asia that it will have no effect
on the corrupt, because Chinese officials generally have
multiple passports using someone else’s identity
with their own photos.
Therefore, there is very little effect in stopping officials
fleeing by this measure.

Vehicles On Hong Kong Streets

Just when it’s touch and go, Hong Kong people find armored
vehicles entering into their streets on August 28th.
According to Agence France-Presse quoting sources from
Apple Daily, at least four armored vehicles passed
by Hong Kong downtown on Thursday morning.
According to the pictures on twitter, the armored vehicles have
artillery.
Hong Kong Pan-democrats Councillor Mao Mengjing told Agence
France-Presse the armored vehicles are a CCP threat to Hong
Kong people.
They try to scare the people who will participate in the
upcoming large-scale civil disobedience activities.
However, one of Hong Kong Central Occupy sponsors Chen
Jianmin told the Agence France-Presse that the Central Occupy
campaign will not be scared.
30 Copies of Confidential Documents were Intercepted in Taiwan
Chang Hsien-yao Leak Case
There is actual progress for the former Taiwan Affairs Council
vice chairman Chang Hsien-yao’s leak case.
August 29, Radio France Internationale reported that
Zhang case investigators said, the secretary Zhang Suling
faxed the document to a Taiwan businessman through the Affairs
Council fax machines.
The businessman will give the documents to Affairs Office officials.
The report said Taiwan Investigation Bureau has intercepted 30
copies of confidential documents which were faxed from the
Mainland Affairs Council.
The report quoted investigators saying, Chang Hsien-yao is
suspected of giving the documents of Both Sides Traffic Rights
Allocation and Asia-Pacific Economic Cooperation Meeting
through the secretary and male assistant.
Then the Taiwan businessman gave it to
The Taiwan Affairs Office of the State Council.
These documents are all confidential.
August 29, Taiwan Investigation Bureau synchronously searched
seven locations including Chang Hsien-yao’s home
and interviewed Chang Hsien-yao, the secretary Zhang Suling,
male assistant Chen Hongyi and Chang Hsien-yao’s driver.
Currently, this Taiwan businessman is still abroad, not
appearing in court.
The Taiwan Affairs Office of the State Council official, is not
available either.
