【新唐人2014年07月01日讯】29号结束的香港“占领中环”公投显示,有超过78万人参与投票。其中提出的“2017年特首候选人同时由公民、政党及提名委员会提名”的方案,获得了最多的票数。为什么北京认为非法的公投,却被舆论指向中共的非法呢?一起来看看究竟。
香港首次由民间发起,针对特首普选进行的全民公投,于29号晚10点宣告结束。参加投票的人数大大超过了组织者、参与者和舆论的预料。
承办香港公投的香港大学民意研究计划组织公布,这次有超过78万人参与投票,得票最多的方案则是“2017年特首候选人同时由公民、政党及提名委员会提名”。另外,87.8%的电子投票选民,支持立法会可以否决港府提出的任何不符国际标准的普选方案。
旅美时事评论员蓝述:“最重要的意义就是:它直接用自发的投票的方式,向全世界宣布了中共这个政权存在的不合法性。因为在中国的领土内,它完完全全的被中国的民众排除在民主程序之外。民众就认为中共这个政权是非法的。”
香港公投结束之时正好“七一”来临,“七一”是中共所谓的建党日。“占中”发起人之一的陈健民6月29号呼吁香港市民“七一”上街游行,“让香港政府、让北京政府、让全世界看见香港人对于民主的决心”。
据报导,今年港人“七一游行”的主题是“争取公民直接提名”和“捍卫港人自由、无惧中央威赫”,主办方“民间人权阵线”期待游行人数超过2003年的50万人。
大陆很多民众高度关注香港公投,他们中已经有人公开表示“香港公投点燃了大陆公民渴望已久的民主愿望”,而且“同是中国大地,香港要公投,湖南也要”。他们还喊出“爱国、爱民主、进步”,“为子孙后代的理想国代言”等口号。
大陆原安徽检察官沈良庆:“中共其实很害怕,怕对内地有示范效应。这个不是一般意义上的民意调查,已经非常直接反应了香港民众政治上这种诉求。香港反二十三条那个游行,本来港府正在进行二十三条立法,结果就被阻止了,已经成功了。”
香港公投期间北京多管齐下,包括﹕官方媒体一再批评公投有西方支持却没有拿出证据﹔网路投票连续被中共国家级骇客攻击﹔港府老调重弹,说公投没有法律根据﹔公投组织者在大陆订制的投票箱被中共海关扣押﹔台湾“太阳花学运”领袖入港后立刻遭到遣返等。
蓝述认为:北京因为把香港做为向全世界演出中共特色的民主窗口,所以不敢公开干涉。然而公投本身已经说明,中国老百姓抛弃中共,认清它政权的非法性。
蓝述:“这个政权完完全全被排除在这个民主程序之外,那么就说明中国的老百姓认为:中共没有资格进入一个民主程序。大家已经在心理上宣布了中共这个政权的非法,那么你为什么期待它?等待它?”
香港大学教授钟庭耀,是香港大学民意研究计划的负责人,他赞叹近80万市民以和平理性的方式表达意见“是香港人共同创造了历史”。
香港专上学生联会(学联)秘书长也表示,“今天是香港民主的里程碑,告诉中共政府和特区政府,香港人才是香港的主人。我们的前途由我们抉择。”
蓝述:“这个不仅仅是里程碑,而且是向国际社会直接宣布了中共政权的非法性。香港这次投票是在时间上距离中共的解体又靠近了一大步。实际上是《九评共产党》出台近十年,在中国社会持续发酵所带来的直接的后果。”
2004年底,美国《大纪元时报》发布《九评共产党》社论,深入揭示了中共起家、杀人、迫害民众等历史,尤其是谎言与暴力的基本特征,引发了至今超过1亿6千万中国人退出中共党、团、队的民间“三退”运动。

Hong Kong Occupy Central referendum ending on June
29th showed that over 780 thousand people took part in the
vote.
The proposal that the 2017 Chief Executive candidate should
be nominated by the citizens, political parties and nominating
committee won the most votes.
Why does public opinion see the CCP’s stance as illegal
but the Beijing government regards the referendum as illegal?
Let’s take a look at what happened.
The first non-governmental referendum on
the Chief Executive ended at 10pm of June 29th.
The number of voters greatly exceeded
the organizers, participants and public expectations.
Referendum organizer Public Opinion Programme of the
University of Hong Kong announced over 780 thousand
took part in the poll.
The most popular proposal was that 2017 Chief Executive
candidates be nominated by citizens, political parties and
the nominating committee.
In addition, 87.8% of e-voters backed the Legislative
Council to veto any plan contrary to
the international standards proposed by the Government.
US political commentator Lan Shu: " Most importantly it
used the spontaneous vote to announce the CCP’s illegality
to the world.
Because it completely excluded
Chinese people in Chinese territory
from the democratic process,
people believe the CCP regime is illegal. “
The end of the Hong Kong referendum coincides with July 1st,
the so-called CCP Party Day.
June 29, one of the Occupy Central initiators, Kin Man Chan
called on Hong Kong people to march on July 1st to show
the Hong Kong government, Beijing, and the world
they are set on democracy."
It’s said this year’s July March theme is the struggle for
citizen’s direct nomination and defense of Hong Kong people’s
freedom from fear of CCP threats.
The organizer Civil Human Rights Front expects the March
participators to number more than the 500 thousand in 2003.
Many mainland people paid great attention to the Hong Kong
referendum.
Some of them said publicly that it has ignited the
long-standing democratic aspirations of mainland people.
If Hong Kong needs a referendum, so does Hunan
because we are all part of China.
They also shouted “love country, love democracy and progress",
“to represent Utopia for future generations" and other slogans.
Shen Lianqing, mainland former Anhui prosecutor :
“The CCP is very afraid of the referendum’s knock on effect
in the Mainland.
It is not a general survey, but a direct reaction of Hong Kong
people’s political aspirations.
The anti Hong Kong Basic Law Article 23 parade
successfully stopped the Hong Kong Government’s legislation."
During the referendum, Beijing used a combination
of measures, including official media to repeatedly emphasize
that the referendum has Western support but no evidence.
The CCP’s hacker unit attacked the online voting system
The Hong Kong Government harped on the same thing
that the referendum has no legal basis.
Referendum ballet boxes made on the mainland
were seized by CCP customs,
Taiwan Sunflower student movement leader was repatriated
on entering Hong Kong, etc.
Lan Shu believes: Beijing daren’t openly interfere because
it uses Hong Kong as its democratic window
to the world.
However, the referendum itself has showed Chinese people
recognize the illegal nature of the CCP regime and reject it.
Lan SHu said: “This regime is completely excluded from
the democratic process.
It means the Chinese people believe the CCP is not qualified
to enter the democratic process.
We have psychologically announced the CCP regime’s illegal.
Then why are you looking forward to it? Wait for it? “
Professor Robert Chung, director of Hong Kong University
Public Opinion Programme, praised the 800 thousand
Hong Kong people for making history by expressing
their view in a peaceful and rational way."
The general secretary of Hong Kong Federation of Students
(HKFS) also said, “Today is a democratic milestone for Hong
Kong.
We told the Chinese government and the
Special Administrative Region (SAR) Government that
Hong Kong people are the masters of Hong Kong.
We decide our future by ourselves."
Lan Shu: “It is not just a milestone, but a direct declaration of
the CCP’s illegality, to the international community.
Hong Kong’s referendum is a step closer to the CCP’s collapse
It’s actually a direct consequence of the ten years’ continuous fermentation by the publication in China of
the"Nine Commentaries on the Communist Party".
At the end of 2004, the US Epoch Times published “Nine
Commentaries on the Communist Party" an in depth
revelation of the CCP’s rise, use of murder, and persecution and other history,
especially its basic characteristics of lies and violence.
It has led more than 160 million Chinese people to quit the CCP’s
party, league and team known as Three Withdrawal
movement.
