【新唐人2013年10月25日讯】“联合国人权理事会”本周在瑞士日内瓦启动对中国人权记录的定期审议。这是中共新一届领导人就任以来,联合国人权机构首次审查中国的人权状况,中共政府派出强大阵容的代表团。那么,中共人权的现状到底怎样?请看下面的报导。
10月22号,中共政府派出200人的“大型”代表团,参加联合国会议。中共外交部发言人声称,这显示中共对联合国第二次审议中国人权问题的重视。
北京维权人士胡佳表示,中共政府深知它的人权问题深重,是全世界最大的人权集中营,所以就在这儿搞人海战术。
北京维权人士胡佳:“中国(中共)政府参加联合国人权理事会,它的目地绝不是在于自己国家如何改善人权,他是要自己表面上看起来像是一个正常国家,是一个在人权圆桌会议上有发言权,然后也有制约别人资格的那种国家。”
联合国人权理事会成员国任期为三年,在连任两届之后,必须进行申请才能再次加入。中共政权2006年成为人权理事会成员国之后,至去年已有过一次成功连任。
这项人权审议根据三份材料进行,包括被审议国家政府的国家人权报告、联合国人权报告和民间社团递交的材料。
从今年6月起,中国许多访民到外交部请愿,要求参与草拟人权报告的工作。发起参与草拟报告的人权活动家曹顺利,自9月14号被当局抓捕至今没有消息。
而一直坚守在外交部的北京访民王永成表示,这两天,外交部附近,警察不让人待。
北京访民王永成:“昨天他们给好几个人拉走了,拉到久敬庄去了。今天他们又让我们上车,要不然就把我们轰走。中国一点人权都没有,还向美国、向外国政府说中国这么有人权,那么有人权,就掩盖事实,胡说八道。”
中共为配合这次审议,在联合国驻日内瓦办事处的“万国宫”,举办了所谓的《中国人权成就图片展》,内容包括:保障人权的法制环境的改善等。
“北京市律师协会宪法人权委员会”委员杨学林表示,中国的人权问题存在很大的问题,包括中国有很大一部分律师的权利没有得到保障。
北京市律师协会宪法人权委员会委员杨学林:“我所经历过的很多的案件,律师的合法权利都没有得到保障。律师会见权、阅卷权、还是以前的三大难吧,调查取证权,以及律师申请的证人出庭权,以及在法庭上辩护权等等一切权利,现在在很多地方都存在很多损害的现象。”
日前,北京维权律师唐吉田陪同公民杨开成到黑龙江鸡西市“610办公室”,要求释放杨开成的妻子——法轮功学员于金凤。唐吉田遭到警方以“扰乱单位秩序”为由行政拘留5天。
胡佳表示,在审议会上,像唐吉田这样典型的人权恶性事件,并没有被提出。
胡佳:“昨天有很多人提到了律师的问题,会见权的问题、律师权利保障问题,唐吉田律师就是被剥夺了律师资格的。唐吉田一个人的案例,他综合了几个律师权益,法轮功信仰者的权益呀、滥用司法、任意欺压呀,他综合了这些东西。”
另外,在联合国举行审议的当天,至少有三名来自“自由西藏学生运动”组织的示威者,爬上“万国宫”的脚手架,他们拉开了横幅,抗议北京政府对西藏的政策。
而中共则在这一天发表西藏白皮书。
胡佳:“它选择这一天发布,就是因为它知道西藏问题会成为众矢之的,西藏有122个僧侣、还有普通的藏人自焚,就在22号那天早上还有一个藏人自焚。它在这个时候出示这个东西,分流各个方面关注度,作为一层官方的辩解,官方的粉饰。”
在周二的会议上,来自奥地利、德国等西方国家代表,也批评中国镇压异议人士、审查互联网、限制藏人权利等。

UN Reviews China’s Human Rights
This week, the UN Human Rights Council (HRC) began
to review China’s human rights record in Geneva.
This marks the first time the UN has examined
the Chinese Communist Party’s (CCP) human
rights record under it’s new leadership.
The CCP sent a large delegation to attend the UN meeting.
What is the current human rights
status in China? Let’s take a look.
On October 22, a 200 person Chinese
delegation attended the UN HRC session.
The Chinese Foreign Ministry spokesperson claimed
that it shows they pay good attention to human rights.
Beijing human rights activist Hu Jia says that the
regime is aware of its serious human rights violations.
The Chinese regime is the largest
human rights concentration camp.
Thus, the CCP used a huge-crowd strategy.
Hu Jia: “The CCP attended the UN HRC meeting.
Its purpose is absolutely not
for improving its human rights.
It wants to show it is a normal country,
in having the right to speak in the UN.
It also wants to show it can restrain other countries."
Members of the UNHRC serve for a period of three years.
After two consecutive terms, they must apply to re-join.
China became a member of UNHRC in 2006,
and it has been through two consecutive terms.
The UNHRC assessment is carried
out in the accordance with three reports.
These are a national human rights report, the UN human
rights report and documents submitted by NGO groups.
Since June 2013, many Chinese petitioners
protested outside the Foreign Ministry in Beijing.
They requested to be able to participate in
drafting the national human rights report.
Activist Cao Shunli, founder of the campaign for
drafting the report, was arrested on September 14.
Here whereabouts is currently unknown.
Wang Yongcheng, who continued the protest, says that
the police didn’t allow anyone near the Foreign Ministry.
Wang Yongcheng: “The police removed several
protesters away yesterday to Jiujingzhuang black jail.
The police forced us to get on a coach,
otherwise, they would disperse us.
The Chinese people don’t have human rights.
However, the CCP told the US and foreign
countries its human rights record is good.
The CCP covered up the truth, which is shameful."
The CCP held China’s human rights achievement
exhibition in the Palais des Nations in Geneva
It displayed “improvement on protecting
the human rights legal environment".
Yang Xuelin, member of the Beijing Lawyers
Association Constitutional Commission commented.
China has big human rights problems. It includes
large numbers of lawyers’ rights being deprived.
Yang Xuelin:"I have dealt with many
cases about deprivation of lawyers’ rights.
This includes the right to visit clients, the
right to read case files, of investigation to
collect evidence, for a witness to testify
in court, and the right of defense in court."
Beijing human rights lawyer Tang Jitian went with
Yang Kaicheng to Jixi 610 Office in Heilongjiang Province.
They requested the release of Yang’s wife,
a Falun Gong Practitioner called Yu Jinfeng.
Tang was detained for five days on
the charge of “disturbing office order".
Hu Jia comments that in the UNHRC meeting, Tang’s case
was not mentioned, but it is a typical human rights violation.
Hu Jia: “Yesterday, many people mentioned lawyers’ issues.
This included visiting rights and protection of lawyers rights.
Tang Jitian’s law license was revoked.
Tang’s case combines several lawyers’ rights, such
as right of belief, judicial abuse and arbitrary bullying."
In addition, during the UNHRC meeting, at least
three protesters from “Students for a Free Tibet"
scaled the UN building and showed a banner.
They protested the Beijing regime’s Tibet policy.
The CCP issued a Tibet White Paper on the same day.
Hu Jia: “The CCP chose this day to publish it,
as they know Tibet will be a focus in the meeting.
There were 122 Tibetan monks who self-immolated.
Some Tibetan civilians have also
set themselves on fire in the past.
On the morning of October 22, there was
another incident where a Tibetan self-immolated.
The CCP issued this paper to divert public
attention, which is a kind of defense to cover up."
In the meeting on Tuesday, several representatives
from Western countries criticized the Chinese regime.
This includes Austria and Germany.
They condemned the regime for suppressing dissidents,
monitoring the internet and restricting the rights of Tibetans.
