【新唐人2013年10月05日讯】在中共中央军委主席习近平要求军队演练要实战化的情况下,日前,军方喉舌《解放军报》罕见揭露中共王牌部队演习成绩灌水的消息,并踢爆军队搞形式主义,甚至造假等情况,引起外界高度关注。
“成绩真有那么好吗?”《解放军报》10月3号的这篇报导,披露了中共解放军第47集团军属下坦克旅的装甲步兵营在演习时,由于坦克在戈壁滩上快速行进时常扬起沙尘,该营为了便于观察瞄准,悄悄地在射击跑道上洒水。
报导说,类似情况还不少。比如首长机关战术作业中,部分军官照搬照抄编脚本,照本宣科念台词,研究问题走程序﹔有的单位在射击前提前标记阵地位置、测算距离,让老射手打、不让新兵上﹔构筑野战工事时随意降低标准和难度,把功夫下在平整沟壕上……。
中共王牌部队在军事演习中造假的消息被踢爆后,立马引起舆论界一片哗然。
有不少网友表示:太可怕了,军队本应是保护伞,军队演习成绩都敢造假,还能指望这些人保家卫国吗?
美国中文杂志《中国事务》总编辑伍凡说,中国已经30多年来没在外头打过仗了,军队要掌握打仗的本领,就是通过演习。演习如果造假的话,真正打仗的时候一定死。
美国中文杂志《中国事务》总编辑伍凡:“军队自己玩把戏,演习在玩把戏,你最后是一定会输的。王牌军准备对付谁呢?对付日本人、美国人、台湾,如果你玩假的,你最后要打输的。所以这件事揭露出来,说明共产党军队本身的素质、军队的任务、目标很有问题的。”
坦克旅负责军官还透露,有的军事单位训练仅运用了无线电台作简单的沟通联络,却说成在“复杂”的电磁环境下﹔有的课目明明与信息化关系不大,却偏要说是在“信息化条件下”进行等。
伍凡指出,中共的军队和外国的不同,它不是为了保家卫国,而是专门欺负老百姓的,所以不会认真的进行军事演习。
伍凡:“因为它的性质、任务不同,所以它不会去认认真真对付打仗的。因为老百姓没有武器,你怎么打老百姓,老百姓都是死的。所以它不需要造假。”
实际上,这并非中共军队首次在演习中被踢爆“造假”。《解放军报》2012年底曾报导,南京军区一集团军合成营对抗前,一名营长透过关系找到以电磁干扰能力强著称的对手旅长,游说他说:“这次您就高抬贵手,电磁干扰‘意思意思’吧。”
此外,香港《明报》说,二炮部队下属一王牌导弹旅,也曾经被指出,多次在训练演习中弄虚作假,未把演练当实战。
大陆民众张先生:“这个新闻看了以后,没觉得有什么奇怪的,因为军队上造假是一贯的。并且军队和社会地方不同的是,它是相对独立、保密的一个单位。政府部分造假很快有人揭穿,在军队上就不容易揭穿。以前战争中,他们也很多造假的。像黄继光、邱少云这些所谓的英雄,最后都被揭穿是造假。”
大陆民众张先生观察认为,目前国内经济形势逐渐衰落,中共想挑起战争,转移视线,所以才说要来狠抓军队素质。
伍凡:“现在中国军队还有个更大的问题,一子化,我就这一个独根子,我为什么去卖命啊?做个3、5年我赶快跑,不要在军队里。所以这个又成了中国军队的大问题,单子,其他国家还没这么严重,中国特别严重。”
喉舌媒体报导说,中共施行的计划生育政策,经过十余年的转换,数百万军队快速地演变为“独生子女化”。国防大学教授刘明福估计,整个军队的独生子女率已经不低于70%,作战部队则超过80%。很多外国媒体表示,独子化削弱中共军队的战斗力。

CCP Military Brigades Fraud In Exercise
CCP leader and military chairman Xi Jinping had
requested the army to be practice combat drills,
but recently, military mouthpiece newspaper PLA Daily
exposed that the major army made up fake scores after the drills.
It says the army is engaged in formalism,
even fabricating scores.
The news has drawn public attention.
On Oct. 3, PLA Daily published an article titled,
“Is the score really that good?"
The report said that the People’s Liberation Army’s
47th brigade is dishonest.
During moving target practice in the desert,
in order to reduce the dust, they make the runway wet
for tanks, so they can easy to find targets and shoot.
The report said many similar situations existed.
For example, in tactical operations of top military authorities,
some officers copied scripts, or read scripted lines;
some units marked the battlefield target in advance
and let senior soldiers shoot, instead of new soldiers.
They also casually lowered standards and reduced difficulties
in building fortifications, as well as spending great efforts
to enhance the surface smoothness of trenches, and so on.
The news that the 47th Brigade fabricated information
has spread widely, arousing heated public reactions.
Many netizens said:
“Terrible! Army has to protect the country.
They dare to make fake scores,
can we still rely on them to defend the country?"
Wu Fan, US-based chief editor of China Affairs magazine,
says China’s army hasn’t joined a real fight for 30 years,
to maintain fighting ability, they must practice daily training.
If the exercises are fake, they will certainly die in a real war.
Wu Fan: “The army played tricks during the exercises,
in a real war they’d definitely be done for.
Whom would they be up against?
Japan, the US and Taiwan.
If the army fabricates scores during training,
they will be defeated.
This exposure indicates the army’s quality, tasks and
goals have severe problems."
A tank brigade officer also revealed that some military units
simply used wireless radio to communicate during training.
But they said they used “complex" information technology.
Some training that wasn’t related to information technology,
yet it was labeled as “under information technology conditions".
Wu Fan says that the Chinese Communist Party’s
army is different from foreign armies.
He says abusing civilians is the CCP army’s speciality,
not national defense.
Thus they won’t earnestly carry out military exercises.
Wu Fan: “As their nature and tasks are different,
they won’t seriously face wars.
Civilians don’t have any guns to defend with,
so armed soldiers can easily kill them, and the army
doesn’t need to fabricate anything for that."
This actually isn’t the first time that military was exposed
for fraud in their exercises.
In 2012, PLA Daily reported on an exercise
in the Nanjing Military Region.
A battalion commander had a friend contact a rival’s
brigadier who is good at electromagnetic interference.
This friend begged the brigadier:
“Go easy on them this time."
In addition, Hong Kong’s Ming Pao said that the 2nd Artillery
missile brigade had conducted fraud exercises many times.
They didn’t carry out exercise as actual combat.
Mr. Zhang, citizen in Mainland China:
“After I read the news, I wasn’t surprised.
As this military fraud is common practice.
Military is different from the local regime.
Military is a relatively independent and secretive unit.
If the regime made fraud,
immediately someone will expose it.
It is not that easy to expose military fraud.
In the past, they had lied to our people, promoting so-called
heroes like Huang Jiguang, and Qiu Shaoyu.
Yet they were fakes in the end."
Mr. Zhang observed that China’s economy is declining.
The CCP may want to provoke a war to divert attention.
Thus they are tightening on military quality now.
Wu Fan: “China’s military has several major problems.
‘As the only child in the family, why should I give my life
to the army? After three to five years’ service,
I’ll quickly leave the army.’
With many thinking this way, the one-child issue
becomes a big problem for China’s army.
No other country has this problem as bad as China does."
The CCP mouthpiece media says that after more
than a decade of the CCP’s one-child policy,
its millions of troops have quickly
become a single-child army.
Liu Mingfu, Professor at the PLA National Defense
University, estimated that 70% of soldiers
in the entire army are an only child in their family,
there are 80% in combat troops.
Many foreign media say the one child policy
has weakened the CCP army’s combat capability.
