【新唐人2013年09月18日讯】三峡工程号称是世界上最大的水利工程，但遗留的问题众多，目前面临重重危机。9月16号，中共国务院总理李克强签署国务院令，公布了《长江三峡水利枢纽安全保卫条例》。与此同时，香港媒体也披露，中共军委已经批准“三峡”安全特种团的兵力。分析指出，目前，三峡成为中共挥之不去的梦魇。
长江三峡水利枢纽的安全，直接关系到下游防洪区域1500多万人的生命、财产安全。大陆近期民怨急升，只要数十公斤炸药，足以破坏大坝最脆弱的地方。
中共国务院日前公布的三峡保卫条例规定，今年10月1号起开始施行。分为陆域、水域和空域安全保卫区。
香港《动向》杂志8月号的报导说，中共中央军委已经批准，由中国人民解放军总参谋部，调一个团的兵力保卫“三峡”安全，其中包括四组地对空导弹、一大队陆军直升机、八艘巡逻快艇、24支机动快速反应中队等，全部兵力可达4600人。
英国的水库大坝专家哥尔特斯密斯曾表示，打击对方的水库设施，是国际军事较量和政治较量的一种手段。在这军事较量和政治较量中，大坝是被对方打击或被对方威胁的对像，大坝持有者因此变得被动。
据了解，50年代，中共前总理周恩来，曾命令国防部长张爱萍等，研究三峡工程的防空问题，最后得出的结论是：“对核导弹轰炸无有效办法”。
然而，真相竟然被歪曲成﹕“张爱萍研究结论是空防无问题”。张爱萍立即澄清事实，他说：“一旦被炸，库水一泻千里，二湖平川直到南京将遭灭顶之灾”。但是，中共前党魁江泽民强制上马三峡工程，江泽民等人全然漠视这一危险。
早在1991年，中国物理学教授钱伟长也在报刊上撰文谈到，海湾战争和三峡大坝建设的安全关系。他说，三峡水库溃坝的危害，将使长江下游六省市成为泽国，几亿人将陷入绝境。
钱伟长认为，三峡大坝将成为外部敌人威胁的目标，面对目前的导弹技术，防御三峡大坝是不可能的。
事实上，三峡大坝也隐藏着各种潜在的自然灾害，它也没有兑现建坝的初衷，甚至给人们带来了不便。
长期关注三峡工程之中国环保活动人士戴晴：“宣布要建三峡的时候，他说的是四大优势：发电、防洪、航运和移民的幸福，那么现在20多年过去了，我们看到防洪几乎是没有任何效果，基本上起的是碍航的作用，可能有移民官员从国家的拨款里得到了幸福，甚至于富起来了，将近200万移民没有幸福可言。”
原中国水利水电科学研究院高级工程师陈实曾撰文指出，三峡工程一再违反常规。
陈实认为，三峡工程违反了先上游后下游的河流开发常规﹔违反了在峡谷处建坝的常规﹔也违反了应在河道陡坡上端建坝的常规﹔以及，违反了应在淹没和移民少处建水库的常规。
戴晴：“对四川、对重庆，对整个西南部气候的变异影响，你怎么防治？蓄水改变了长江流域的自然状况，使得鄱阳湖干涸、使得下游整个的生态发生了变化，这个你陆、海、空军能管用吗？”
时事评论员林子旭表示，中共建的三峡工程，是在三峡下游成千上万的民众头上悬了一把随时可能落下来的闸刀。
时事评论员林子旭：“中共的党官因三峡巨额投资疯狂贪腐的时候，或许没有想到有一天，三峡也会把他们自己逼进死角里面。到了中共危机重重、行将就木的今天，三峡又变成了中共挥之不去的梦魇。”
陈实也表示，三峡工程得不偿失，因为防洪作用有限，发电完全不合算﹔航运上弊多利少﹔环境与文物方面有失无获﹔巨额投资令人民不堪负担﹔水库寿命不过百年。

The three Gorges Dam – the CCP’s nightmare
The Three Gorges Project is known as the world’s
largest water conservancy project.
However, there are many remaining issues.
Currently, the project faces crises.
On September 16, the CCP Premier Li Keqiang signed
the State Council Decree and announced the “Three Gorges Dam safety and security regulations".
At the same, Hong Kong media also revealed that
the CCP Central Military Commission (CMC) has approved
the “Three Gorges" safety special regiments.
It is analyzed that the three Gorges Dam
has become the CCP’s nightmare.
The three Gorges Dam safety is directly related
with more than 1500 million lives and their properties in the downstream flood area.
The grievances in mainland are rising currently.
Only tens of kilograms of explosives are enough to
destroy the most vulnerable parts of the dam.
The CCP State Council released the Three Gorges safety
regulations recently.
The regulation will go into effect on October 1 this year,
including the land, waters and airspace security zones.
Hong Kong “Trends" magazine reported in the August issue
that the CMC approved to tune a regiment of troops
to defend “Three Gorges" Security from the People’s
Liberation Army General Staff,
It included four groups of SAMs, an army helicopter brigade,
eight patrol boats, 24 motorized rapid reaction squadrons, etc.
The full strength is up to 4,600 people.
Galt Smith, the British dam expert has said that to fight
against the reservoir facilities is a mean of international military and political contest.
In the military and political contest, the dam is an object
threatened by the other party.
Therefore, the dam holder becomes passive.
Sources said, in the 1950s, the former Premier Zhou Enlai
ordered the Defense Minister Zhang Aiping and related
people to research the Three Gorges Project defense problems.
The conclusion was “there is no effective way for
the nuclear bombing".
However, the truth is now being distorted into “Zhang Aiping
concluded there is no air defense issue."
Zhang Aiping immediately clarified and said:
“Once bombed, the reservoir water will blow out.
Nanjing will have been drowned”.
However, the former CCP leader Jiang Zemin force to launch
the Three Gorges Project. Jiang Zemin and related people completely disregard the danger.
Back in 1991, Professor Qian Weichang in China wrote an
article in a newspaper and mentioned the security relations
of Gulf War and the construction of the Three Gorges Dam.
He said that the disaster of Three Gorges dam could lead the
six provinces locating in the downstream of Yangtze River
will become flooding.
Hundreds of millions of people will be in dire straits.
Qian Weichang thought that the Three Gorges Dam will
become the threaten goal of external enemies.
Facing with the current missile technology,
it is impossible to defense the Three Gorges Dam.
In fact, the Three Gorges Dam also hides a variety of
potential natural disasters.
The dam does not fulfill the original purpose.
It even brings the inconvenience to people.
Dai Qing, an environmental activist who focuses on the
Three Gorges Project in a long time: “When it was announced
the plans to build the Three Gorges,
we were told there will be four advantages:
power generation, flood control, navigation and migration of happiness.
So now 20 years later, we find there is almost no effect
on flood control.
It basically played the role of navigation- interrupter.
The immigration officials may take away the funding
from the state and become happy.
They even get rich.
There is no happiness for nearly two million immigrants."
Chen Bao, the former senior engineer at China Water
Conservancy and Hydropower Research Center
wrote an article and pointed out that the Three Gorges Project
has repeatedly violated the conventional rules.
Chen Bao said that the Three Gorges Project destroyed
several conventional rules,
it includes the first upstream rivers then the downstream
development rule, the dam in gorges rule,
the dam in steep upper rule and the limitations
of submerged and immigration areas.
Dai Qing: “How do you combat the climate variability in
Sichuan, Chongqing and the entire of southwest?
The saving water changed the natural condition
of the Yangtze River.
It makes Poyang Lake be dry.
It makes the downstream ecology change.
Could the Army, Navy and Air Force be helpful? “
Commentator Lin Zixu expressed that the Three Gorges
Project is a knife on the heads of the thousands of people living in the downstream of Three Gorges.
The knife could fall anytime.
Lin Zixu: “The officials make corruption from the huge
investments Three Gorges and they are crazy.
They may not notice that one day, the Three Gorges
will put themselves in the dead corner.
Today, the CCP meets many crises and it is dying.
The three Gorges Dam become the CCP’s nightmare."
Chen Bao also said that the Three Gorges is outweigh.
The function of flood control is limited.
he power is completely uneconomical.
The environment and heritage is gone.
The huge investments make people overburdened.
The Life of the reservoir should less than one hundred years.
