【新唐人2013年05月20日讯】中共总理李克强自19号开始,正式对印度、巴基斯坦、瑞士和德国四国进行访问。这是李克强上任后的首次出访。有消息表示,从李克强访问四国的布局上可以看出,中共在外交战略上,倾向印度示好。中共当局对这四国的外交战略,有哪些考量﹖请看本台记者的报导。
印度报业《托拉斯》几天前报导说,印度是李克强就职总理以来首访的国家。印度一家网站曾报导说,前不久印度外长萨尔曼•库尔希德访华时被告知,中共当局在仔细考虑后,决定把印度作为李克强出访的第一站。
为什么李克强上任后首次出访,就将印度选为首站﹖
据了解,作为人口数量占据世界前两位的发展中国家,中、印两国关系一直备受关注。由于不久前,中、印在边境争议地区发生对峙事件,李克强访问印度,是否是政治考量﹖
北京时政观察人士华颇:“主要是想加强和印度经贸,打消印度对中国的戒心,使印度更加对中国进口的一些科技设备,通讯设备,打消疑虑。因为首先印度的媒体都说,中国的一些出口到印度的高精尖设备,有获取印度情报的嫌疑。所以李克强的这次去呢,主要是对中印两国之间的边界问题采取一个忽略,还是要加强两国之间的发展。”
“香港城市大学”政治学教授郑宇硕也表示,目前中共非常重视跟印度的关系。
香港城市大学政治学教授郑宇硕:“从中印关系来说,有一个非常独(特)的现象,就是中、印两国在国际社会里头,有很多历程都是相同的,有很多历程都是相互支持的。但是两国之间在相关问题上呢,在贸易上有相当的磨擦,最近边界也发生一点问题。所以新任总理李克强第一个外访的国家挑印度,就是表示对印度的重视。”
去年,中共与菲律宾、越南、日本和印度之间的领土与领海争端,日益显现,正当中、印军队在边界进行“帐篷对峙”的同时,印度外长库尔希德如期访问中国,双方迅速达成妥协。库尔希德在访华之前,曾接受德国《世界报》采访,他当时表示,印度不愿成为包围中国的工具。
北京时政观察人士华颇认为,这说明在边界关系上,印度不可能特别激怒中共。
华颇:“所以印度来讲,天下大势,分久必合,合久必分,虽然他们彼此之间都有矛盾,但是这些国家都是不想被他人利用,都想利用他人,所以他们都是互相利用。”
另外,根据行程安排,李克强出访欧洲,将首先访问瑞士。为何选择瑞士作为李克强首访欧洲的第一站,也引起了媒体的广泛关注。
郑宇硕:“瑞士是一个小国,跟中国的经贸往来重要性不是很高,但是因为呢瑞士是很多国际组织的所在地,到瑞士去呢也可以利用这个机会,到很多的有关的国际组织拜会一下他的院长等等。”
华颇:“主要是瑞士呢是世界的金融中心,而且瑞士的机械制造业也有悠久的历史,所以中国主要是想加强和瑞士在金融方面的一些合作,尤其打听一些金融领域的犯罪,因为有些中国的外逃贪官,转移财产也是转移到瑞士去。”
香港《明报》栏目评论说,李克强首次外访之旅,如何在外交关系之上做出新文章,是李克强外交思路和风采的首场重头骚。作者认为,李克强企图突破传统外交关系上的局限。例如,李克强的德国行程中,特意安排了参观先进的城镇和农庄,蕴含的“取经”与合作意愿显而易见。

Diplomatic Strategies of Li Keqiang’s First Foreign Visit
PRC Premier Li Keqiang started official visits to India,
Pakistan, Switzerland and Germany from May 19th,
which is his first foreign visits after taking his office.
Political critics takes these visits as a message of
CCP diplomatic strategy, which tends to befriend India.
What are Chinese authorities concerned about
these four countries? Below are our reports.
Indian medium “Trust” reported a few days ago that India will
be the first stop of Chinese Prime Minister Li Keqiang’s visits.
According to an Indian website, Indian External Affairs
Minister Salman Khurshid was informed of this decision at his earlier visit to China.
Why does Li Keqiang choose India as his first destination
of visit after his taking office?
China and India has first and second largest
populations in the world.
As two developing countries, their relations
have long attracted international attention.
Not long ago, the two countries confronted each other
in the disputed regions at the border.
Is Li Keqiang’s visit to India out of such
political considerations?
Hua Po, Beijing political observer:
“[Li’s purpose] is mainly to strengthen economic connections
with India so as to dispel India’s worries about China.
China might sell more technological equipment to India
so that India will be reassured of their relationship.
Some Indian media suspect that China exports high-tech
equipment to India to serve China military intelligence.
Li Keqiang’s visit means to dilute the border dispute by
strengthening economic ties between them.”
Joseph Cheng, political science professor at City University
of Hong Kong, also said that CCP attaches great importance to its relations with India.

“China and India share interests in many aspects in the international
But there is considerable amount of friction
between them in areas of commerce and territory.
The new Premier Li Keqiang chooses India as the first country
to visit, in order to show his emphasis on their relations.”
Last year, China had increasing territorial disputes
with Philippines, Vietnam, Japan and India.
Indian Foreign Minister Khurshid visited China when Indian
army were in “tent” confrontation again China at the border.
The two sides quickly reached agreement regarding the issue.
Before his visit to China, Khurshid told German medium “World
News” that India does not want to be a tool of circling China.
Beijing political critic Hua Po says this indicates that
India cannot be particularly aggressive to China regarding territorial issues.
Hua Po:“There are always co-operations and disputes
between different countries.
Despite the conflicts, all these countries want to
take advantage of others, instead of being taken advantage of.
So they are basically taking advantage of each other.”
According to the itinerary, Li Keqiang will first stop
at Switzerland during his visit to Europe.
The choice of Switzerland also attracted widespread
media attention.
Joseph Cheng:“Switzerland is a small country,
with limited economic ties to China.
But Switzerland is the location of many
international organizations.
Li Keqiang can use this opportunity to visit the directors
of many international organizations.”
Hua Po:“Switzerland is one of the world’s financial centers.
Its machinery manufacturing industry has a long history.
So China wants to strengthen cooperation with Switzerland
in finance, in particular that against financial crimes,
since many corrupt Chinese officials transfer
their fortune to the Bank of Switzerland.”
Hong Kong’s “Ming Pao” commented that Li Keqiang’s first
outbound trip is the first show of his political and diplomatic style.
The comment said Li Keqiang attempts to break limitations
of traditional diplomatic relations.
For example, his trip to Germany includes visits to advanced
towns and farms, showing China’s willingness to cooperate with Germany.
