【新唐人2013年05月15日讯】5月13号，中共党媒公布，重庆市公安局副局长唐建华被开除党籍和公职。据了解，唐建华当年跟随前重庆市委书记薄熙来“打黑立功”而升职，曾在重庆多个区公安局任职，去年9月，受薄熙来案件的牵连，唐建华被带走问话并协助调查。不过，去年2月，重庆法院已经对唐建华做出“死刑，缓期两年执行”的判决。中共当局最近才公布唐建华被“双开”，律师认为，这说明中央内斗激烈。
中共党媒《新华网》和《人民网》报导，据重庆市纪委、重庆市监察局在网站发布的消息说，重庆市公安局原党委委员、副局长唐建华，利用职务之便收受多人贿赂，折合人民币共计1,695万多元，收受礼金9万元，经市委批准，被开除党籍、开除公职。
不过，报导宣称，唐建华已经在去年(2012年)8月13号被批捕，去年11月21号，重庆当局决定，免去唐建华的重庆市公安局副局长职务。
另外，北京律师李庄在微博上说，唐建华早在今年2月，被当局以受贿、巨额财产来源不明两罪，判处死缓，《人民网》今天才公布“双开”，并且说唐建华案还在侦查阶段？有没有搞错！
北京律师李庄：“唐建华去年6月抓的，8月份逮捕的，今年2月就判了，早判了死缓，没有公布。”
新加坡《联合早报》3月报导，重庆市第一中级法院证实，唐建华于2月因受贿罪和巨额财产来源不明罪，被判死刑，缓期两年执行。
不过，有关唐建华死刑，缓期两年执行的消息，没有得到当局证实。
南京律师张赞甯：“这个最主要的是说明司法不透明，司法不独立，很多情况下，司法都不能按照现场的程序走，而且是人为的因素，人为干扰的因素比较明显，才会产生这种结果。”
南京律师张赞甯，本身也是“东南大学”法学院教授，他表示，中共当局现在才公布唐建华被“双开”，说明中央内斗是比较激烈的。
张赞甯：“我觉得习近平提出要实现宪政，要严格依法办事，现在我觉得这个离他讲的还相差很远，这个司法的阻力还是很大，困难重重，表示要真正实现法治社会的话，还有很多工作要做，还有很大的阻力。”
据了解，唐建华当年跟随薄熙来“打黑立功”而升职，曾在重庆多个区公安局任职，2010年3月出任重庆市公安局副局长。去年9月因受薄熙来案件牵连，被带走问话并协助调查。
自薄熙来去年3月被抓后，薄熙来在重庆培植的重庆势力在逐渐的被清理。重庆市公安局原副局长郭维国等四人都被判刑。
《大纪元》新闻网报导说，王立军事件后，薄熙来被抓，重庆市发生人事大震动，薄熙来在重庆的势力被逐步清理，单单公安系统就有多人被抓、被查。
报导分析，薄熙来在主政重庆时期，把文革式的“打黑”变成了“黑打”，众多私企老板巨额资金被没收、侵吞，还有许多人失去生命。薄熙来和王立军还涉嫌活摘法轮功学员的器官牟取暴利。
《新纪元》周刊稍早前引述的北京消息指出，由重庆事件引发的薄熙来案，调查已告一段落，由于涉及众多在位和在野高官，薄案开审可能还要拖上一段时间。一个重要原因是，随着中共总书记习近平的地位更加稳固，薄案会成为习手中的王牌，让他可以随时升级薄案，在中南海搏击中占据主动地位。

Why is news being delayed in China?
On May 13, the Chinese Communist Party (CCP) media
reported that Tang Jianhua, deputy director of the Chongqing
Municipal Public Security Bureau, was dismissed
from his position and expelled from the party.
It is understood that Tang Jianhua was a follower
of the former Chongqing Party Secretary Bo Xilai and worked in the Public Security Bureau.
In September 2012, Tang Jianhua was taken away
for questioning and to assist in the investigation of Bo Xilai.
However, in February 2012, Tang Jianhua received
the death penalty, suspended for two years, by the Court of Chongqing.
Authorities only recently announced Tang Jianhua’s
dismissal and expulsion from the party, indicating the intense infighting of the CCP.
CCP media Xinhua Net and People’s Net reported that
Tang Jianhua, deputy director of Chongqing Municipal
Public Security Bureau, was charged with using his position
to accept bribes amounting to a total of 16.9 million yuan and gifts of 90,000 yuan.
Tang Jianhua was expelled from the party and dismissed
from public office.
However, reports also claimed that Tang Jianhua
was arrested on August 13, 2012 and was dismissed on November 21, 2012.
Beijing lawyer Li Zhuang said on his blog that
Tang Jianhua was sentenced to death in February 2013
for charges of bribery and huge wealth from unidentified sources.
Did People’s Net make a mistake in reporting that
Tang is now under investigation?
Beijing lawyer Li Zhuang: “Tang Jianhua was arrested
last August and sentenced to death in February 2013, but it has not been disclosed."
Singapore’s Lianhe Zaobao reported that in March 2013,
Chongqing Municipal Court confirmed that
Tang Jianhua was sentenced to death,
suspended for two years in February 2013.
However, the news of Tang Jianhua’s death sentence
has not been confirmed by authorities.
Nanjing lawyers Zhang Zanning: “The most important thing
is judiciary lack of transparency and independence.
In many cases, the judiciary cannot follow
proper procedures, due to man-made factors.
The scenario of Tang Jianhua indicates
man-made interference.
Zhang Zanning, law professor at
Southeast University, believes that
authorities announcement of Tang’s dismissal and
expulsion now shows an intense infighting with the CCP.
Zhang Zanning: “Xi Jinping proposed to achieve
a constitutional government and act according to the law.
I believe it is a long way to go.
There is a huge judicial resistance.
To truly achieve a rule-of-law society, there will be a lot
of work to do and a lot of resistance to overcome.”
It is understood that Tang Jianhua followed Bo Xilai
and was promoted for his good work.
In March 2010, he became deputy director of the Chongqing
Public Security Bureau.
After Bo Xilai was arrested in March 2012, Bo Xilai’s forces
in Chongqing have gradually been cleared.
Four deputy directors of Chongqing Municipal Public
Security Bureau have been sentenced.
The Epoch Times News Network reported that after
the Wang Lijun incident, Bo was arrested.
Then, a major shakeup of personnel followed in Chongqing.
Many people in the public security system were arrested.
The report also said that during Bo Xilai’s tenure
in Chongqing,
he confiscated a huge amount of money from private owners,
causing many people to lose their lives.
Bo Xilai and Wang Lijun were also suspected of harvesting
organs of Falun Gong practitioners for profits.
New Era magazine quoted earlier news from Beijing
that reported the investigation of Bo had come to an end.
Due to the involvement of many high ranking officials,
the trial of Bo’s case might be delayed.
One important reason is that as General Secretary,
Xi Jinping is deemed more stable, and Bo’s case will be his trump card.
He can upgrade Bo’s case to strengthen his position
in the CCP’s infighting.
