【新唐人2013年04月23日讯】4月20号早晨，四川雅安发生七级大地震。亲赴灾区指挥救援的中共总理李克强，基本上循2008年时任总理温家宝赶赴汶川的模式。不过，李克强在赶赴灾区前后，接连碰了几个软钉子。到底今天李克强碰到的情况，和当年温家宝遇到的救灾阻力有何不同？一起来听听评论员的分析。
雅安强震第一天，北京当局从习近平、李克强到相关单位的反应动作，大致不脱以往的模式，如在飞机上研究、指挥救灾，在灾区探望伤者、救援人员等。
而香港《苹果日报》披露，李克强在赶赴灾区前后，接连碰了几个软钉子。一是专机延误了一小时才起飞，李克强到达芦山时已经是下午4点，就是地震发生后八小时。
第二个软钉子是﹕军警没有及时汇报救灾进展。消息说，李克强在灾区的连串指示中，罕见的说了一句重话，他说：“今晚解放军和武警部队官兵就算不睡觉，也要全力以赴挺进宝兴。”
而当年第一时间赶到灾区的温家宝，曾因解放军不听指挥而怒摔电话、教训军官要记住“是人民在养活你们，你们看着办！”可是，军队还是按兵不动，因为当时军方的一切行动都要经过“军委首长”江泽民的批准。
李克强碰到的第三个软钉子是﹕地方官员不买账。李克强在部署救援时强调信息要及时公开，但四川官员却粗暴的干涉民间收集、发布灾区情况，还拘禁了由成都前往灾区的六四天网创办人黄琦等。
对此，时事评论员林子旭指出，中共的救灾绝不是单纯意义上的政府救助灾民，这里面涉及了太多的权斗和利益纷争。灾民的切身利益，根本不是当局首先要考虑的问题。
林子旭：“这次李克强去救灾，专机整整延误了一个小时，这里面就很有学问。一个普通的客机延误一个小时起飞，那都是重大事故，更何况是一国总理在十万火急的要赶往灾区的节骨眼儿上出事儿呢？李克强一个政令下去，为什么会出现这么大的波折，这里面的原因值得我们思考。”
时事评论员任百鸣指出，如今李克强和温家宝当年所处的环境有两大不同点。一是当时温家宝面临的主要问题是“江胡斗”，江泽民完全控制军队，而解放军军队实际上是在延误时间，所以温家宝才拍桌子、摔电话。但是，李克强上台以后，江泽民已彻底退出，军队应该说是配合的。
任百鸣：“而且凑巧的是，就在地震的前一两天，当地还进行了防地震的演习，很多消防啊、那些部队都参与了，外界也有些怀疑，认为他们有可能知道要有一定的地震的这种情况发生。”
与08年汶川地震不同的另一点，任百鸣分析，芦山地震比汶川地震的震级小，而且当地百姓已经积累了一些经验，知道如何在地震中迅速自救。所以各方面的损失，相对都比较小。
四川独立撰稿人唐才龙：“这个社会道德的败坏，社会风气太差了，首先当官的最败坏，老百姓跟着败坏，所以天怒人怨，你看除了地震还有什么其它自然灾害，什么洪灾呀、旱灾呀，都是。这些年都是接二连三的，让老百姓真没办法过。”
而温家宝当年赶赴汶川指挥救灾后，作出的不少承诺以“烂尾”收场，其中包括号称可以抗八级大地震的新屋。
林子旭：“不知道中共政府每天到底都在做些什么，08年汶川大地震发生后，没有反思、没有问责，五年前的悲剧再次发生，灾民的处境依然是这样艰难。”
林子旭表示，中共体制不变，即使体制内个别人再怎么表现，也无法改变中国民众面对天灾时的无助。

Li Keqiang Meets with Resistance during Inspection of the Earthquake Zone
In the morning of April 20, Ya’an,
Sichuan was hit with a 7.0-magnitude earthquake.
Like former premier Wen Jiabao who rushed to
Wenchuan after the 2008 earthquake,
Li Keqiang also went to the disaster zone
to guide the relief activities.
However, his trip to the hit zone was not so smooth.
Our commentators compared the resistance Li Keqiang
met to what Wen Jiabao met five years ago.
On the first day of the Ya’an earthquake, Beijing authorities
including Xi Jinping and Li Keqiang reacted to the disaster
similarly to their predecessors.
They conducted research on the airplane,
commanded the disaster relief, and visited victims and
rescue workers in the hit zone.
Hong Kong based newspaper Apple Daily, reported that
prior to his arrival at the disaster zone, Li Keqiang had met with some resistance.
First, the plane was delayed for an hour which
resulted in Li’s arrival on the scene 8 hours after the earthquake.
Secondly, neither the police nor the military reported to
Li regarding the relief effort.
It was said, in a series of instructions from Li Keqiang:
that “Both Liberation Army and armed police must enter
Baoxing County tonight at all costs,” which was quite a stern statement by Li.
Five years ago, Wen Jiabao rushed to the disaster zone
in a few hours but met an uncooperative Liberation Army.
In anger, Wen told the officers to remember
“it is the people who pay for your meals.”
Wen still received no response because the army only
took orders from the Central Military Commission chairman, Jiang Zemin.
The third resistance Li Keqiang met was the
reluctant local officials.
Li Keqiang stressed in his rescue deployment to
make information available to the public in a timely manner.
However, Sichuan officials interfered with the collection and
distribution of information by volunteers.
And arrested activist Huang Qi who went to the disaster zone
to help with the relief effort.
Political commentator Lin Zixu indicated CCP’s relief is
by no means as simple as relief.
Much power struggle and conflict of interests are involved.
Victims’ vital interests are never the priority
to the Communist regime.
Political commentator Lin Zixu: “There’s much hidden agenda
behind Li Keqiang’s airplane delay.
Any ordinary plane delay for an hour would be considered
serious, let alone a matter as urgent as the premier’s trip to the disaster zone.
Why would Li Keqiang’s decree meet with such frustration
is certainly questionable."
Political commentator Ren Baiming indicated that Li Keqiang
is facing a completely different environment from Wen Jiabao.
Wen Jiabao was challenged by “Hu vs. Jiang” as Jiang Zemin
had full control of the military.
The PLA were deliberately delaying, which angered Wen.
However, Li Keqiang came to power when Jiang is
completely out of ranking.
The military should be in compliance
with Li’s instruction.
Political commentator Ren Baiming: “Coincidentally,
local anti-earthquake drills took place a couple of days before the actual quake.
Many fire stations and armed forces had participated.
It is therefore suspected that the officials were
aware of the upcoming quake."
Ren Baiming analyzed that Ya’an earthquake was less severe
than the 2008 Wenchuan earthquake.
Local residents have had the experience and know how to
help themselves in such a quake.
The damage was relatively less than the 2008 quake.
Sichuan independent writer Tang Cailong:
“The social demoralization has gone to the extreme, from the officials to the people.
It is the gods’ anger and the people’s sadness.
Natural disasters such as floods and
droughts have become a norm."
Much of Wen Jiabao’s relief effort back then was concluded
with another kind of disaster,
such as the new homes claimed to be able to
resist earthquakes of magnitude 8.0.
Lin Zixu: “The Communist regime’s effort is questionable.
After the Wenchuan earthquake in 2008,
there was no reflection or accountability.
The same tragedy is happening now like 5 years ago.
Victims are meeting with the same suffering."
Lin Zixu indicated that under Communism, however
some individuals might behave will not change the faith
the victims face during the natural disaster.
