【新唐人2013年03月13日讯】《朝鲜日报》日前报导,美、韩当局已经确认﹕朝鲜首领金正恩在中国上海等地拥有假名、借名账户数十个,存款规模达到数十亿美元,而这些账户,不包含在最近联合国安理会对朝鲜制裁的项目内。因此,外界质疑安理会的制裁效果。请看报导。
韩国政府一位消息人士10号表示:韩美两国经过数十年追查,于去年年底,在中国上海等地找出了怀疑为金正恩统治资金的数十个银行账户,规模达数十亿美元,其中一部分是金正日时期所设立的。
据了解,韩美当局向中共当局表明,这些账户应该包括在制裁朝鲜的项目当中,但中共却采取消极反应。
这位消息人士还说:朝鲜实施第三次核子试验后,中方对制裁朝鲜稍微采取积极态度,但在触碰致命点方面仍为消极。
联合国安理会3月7号全票通过对朝鲜的最严厉制裁决议,要求成员国一旦被怀疑与核及导弹开发有关,则禁止现金等金融资产转移,或提供金融服务,并禁止朝鲜银行在联合国成员国内开展新业务等。
时事评论家李天笑:“中国虽然参与了联合国对朝鲜的制裁,但是它参与进去主要目地不是说加强对朝鲜的制裁,而是为了软化和弱化对朝鲜的制裁。很明显的,他在联合国最新的决议当中,中共方面抵制了对朝鲜的金融制裁。”
时事评论家李天笑指出,中共赞成联合国制裁朝鲜,主要目地是交换美国在钓鱼岛和南海问题上,对日本以及南海国家进行施压﹔以及对台湾从经济、军事方面统战的时候,让美国保持中立。所以中共还是会想办法让朝鲜维持下去。
中共在联合国投下了赞成制裁朝鲜的一票,但官方媒体9号用头版头条,报导了金正恩视察部队,并用望远镜远望的照片,对金正恩最近频频视察多支前线部队也采取及时报导。
时事评论员蓝述:“我觉得这一次国际制裁,平壤和北京根本就是周瑜打黄盖——一个愿打一个愿挨,演了这么一出戏。因为金正恩上台了以后,他很年轻,政权并不是非常的稳固。他的核试验就像中共政权以前发导弹、发卫星、发飞船一样,它能够煽动这种民族情绪。对国际的制裁,平壤和北京之间有一个默契。”
在中共9号的全国人大全体会议期间,外交部长杨洁篪在一个新闻发布会上表示,“中方始终认为,制裁不是安理会行动的目地,也不是解决有关问题的根本办法。”
《纽约时报》对此指出,这是中共不放弃朝鲜的信号。
不过,香港《凤凰卫视》2月12号在《正点新闻》指出,“朝鲜已经不能成为增加我们外交筹码的一个工具。我们单方面的对于援助朝鲜六十几亿美金一年的援助,我们要考虑减半或者完全取消,让朝鲜的金正恩感受到一巴掌的重量跟刺痛。”
《凤凰卫视》的报导,揭穿了中共每年对朝鲜援助的实际金额。
《新唐人》特约经济评论专家马杰森:“朝鲜就是靠中国活着,它的食品、它的能源、这一切都是靠中国。如果没有中国,朝鲜一个月都活不下去,生存不下去。”
李天笑表示,在朝鲜最致命的三大弱点上,粮食、石油、金融,中共政权都给予最强大的支持和补充。
可是靠中共输血的朝鲜,金正恩个人账号却有几十亿美元存款。
其实,这并不奇怪。其他独裁者如﹕利比亚前总统卡札菲家族至少拥有70亿美元财产﹔埃及前总统穆巴拉克家族财产,外界的估值也在10亿至700亿美元之间。
这可能也是独裁者死保权力的原因。

Kim Jong-un’s Accounts In Shanghai beyond U.N. Sanctions
Chosun Ilbo recently reported that U.S. and South Korean
authorities confirmed North Korean leader Kim Jong-un
has dozens of bank accounts in Shanghai and other places in
China, under pseudonyms, with deposits of billions of dollars.
These accounts are not included in the recent sanctions against
North Korea by the United Nations Security Council.
It made people question the actual effect of the sanctions.
A South Korean government source spoke on March 10th:
“After dozens of years of tracing, Korea and the U.S.
identified dozens of bank accounts in Shanghai, China,
and other places suspected to be Kim Jong-un’s funds.
The amount runs to billions of dollars. Some accounts were
established during the Kim Jong Il period.”
It is said Korea and the U.S. authorities spoke to the Chinese
Communist Party (CCP) to include these accounts in the
sanctions against North Korea, but the CCP has taken
a negative reaction.
The source added: “after North Korea’s third nuclear test,
the CCP has a slightly more positive attitude toward sanctions
against North Korea, but remains negative on key issues.
On March 7th UN Security Council unanimously passed
the most severe sanction resolution against North Korea.
It requires member states to prohibit cash transfers of
financial assets or the provision of financial services.
These were once suspected of being related to nuclear and
missile development.
Also to prohibit North Korean banks setting up in
U.N. members’ countries.
Commentator Li Tianxiao: “China has participated
in UN’s sanctions against North Korea.
However its main purpose is not to strengthen the sanctions
but to soften and weaken the sanctions on North Korea.
Obviously, in the latest UN resolution, the CCP boycotted
the financial sanctions against North Korea."
Li Tianxiao said that the CCP’s agreement to the sanctions is
in exchange for U.S. pressure on Japan and South China Seas.
They want support on the issues of Diaoyu Islands and
South China Sea.
They have also requested the U.S. to remain neutral when the
CCP tries to unite Taiwan in the economic and military areas.
So the CCP still wants to keep North Korea.
The CCP cast one vote in favor of sanctions
against North Korea.
Then CCP’s official media headlines covered Kim Jong-un’s
inspection of troops and his photos with telescopes.
They also carry timely reports of Kim Jong-un’s
frequent visits to front-line troops.
Commentator Lan Shu: “I think Pyongyang and Beijing
are playing a drama in this international sanction.
Kim Jong-un came to power at a very young age.
So his regime is not very solid.
His nuclear tests are like CCP’s missiles, satellite,
spacecraft, etc. to incite national sentiments.
Pyongyang and Beijing have a mutual understanding
on the sanction."
At CCP National People’s Congress on March 9th, Chinese
Foreign Minister Yang Jiechi spoke at a news conference:
“China always believes that sanctions are not the
purpose of the Security Council’s action.
Neither is this the fundamental way to solve the problem."
The New York Times pointed out this is the signal that
the CCP does not give up North Korea.
On February 12th HK’s Phoenix TV said during its news time:
“North Korea is no longer a tool to increase our diplomatic
bargaining any longer.
Our unilateral assistance to North Korea of over 6 billion
dollars a year should be reduced half or completely removed.
Let Kim Jong-un feel the stress and pain of a slap."
This report revealed the CCP’s annual aid to North Korea.
New Tang Dynasty economic commentator Jason Ma:
“North Korea is supported by China;
It’s food, it’s energy, all comes from China. If not for China,
North Korea cannot sustain itself for a month.”
Li Tianxiao expressed that the CCP provides
strong support and supplements to North Korea.
They focus on three deadly weaknesses:
food, oil and finance.
However, Kim Jong-un’s private accounts hold billions of
dollars, while the country depends on China for aid.
In fact, this is not surprising. Dictators such as
former Libyian president Gaddafi had at least $7 billion.
Former Egyptian President Mubarak’s family is estimated
to have between $1 billion and $70 billion.
This could the reason why dictators cling to their power.
