【新唐人2013年03月08日讯】预料即将接任全国政协主席的中共中央政治局常委俞正声,3月6号接见港澳政协委员时表示,如果2017年香港普选特首,是由对抗中共的力量在港执政,对香港、对中国都不好,所以要确保所谓“爱国、爱港”的力量在香港长期执政。俞正声是否暗示中共企图操控香港的普选﹖请看本台记者的分析报导。
俞正声在会上表示,“香港不能成为颠覆大陆社会主义的阵地和桥头堡”。他还表明:有人在颠覆香港,包括“跑到大陆来说三道四”,“搞动作”等。俞正声批评这些做法违宪和违法,所以要确保有个爱国、爱港的力量执政。
《苹果日报》以“俞正声硬姿态恐吓港人”为题报导说,俞正声在谈及中港矛盾时,主动提及:示威者高举殖民地时代的港英旗是歪风邪气。报导还引述俞正声的话说,大陆不会容忍有人举港英旗并高呼香港独立。但香港民主党议员涂谨申说,俞正声将示威者举港英旗打为颠覆,今后23条立法时,条文恐怕会比2003年更为严厉。
香港立法会议员何俊仁律师向《新唐人》表示,现在看来,中共官员讲这些话,就是准备操控香港的民主制度和普选。
香港立法会议员何俊仁:“普选可能是假的,就是要经过他们的筛选,经过他们一些排斥性的预选,才可以给我们参与。那么这些普选如果是这样的话,都是假的。而且用什么爱国、爱港的文字,来定下一个标准,也完全是没有意思的。其实他们所谓的爱国、爱港,就是爱国、爱党。香港人从来就是不会爱党的。”
何俊仁认为,香港人向来向往民主与自由。
何俊仁:“香港从来是一个开放自由的地方。我们已经享有多年的自由。从80年代到现在30多年,我们香港从来就是可以自由表达自己的意见。香港人也很清楚,我们对自由、对民主是向往的。对专制,尤其是对一党专政,我们是有强烈的意见。怎么可以说我们持有不同的意见,是颠覆呢?”
香港“浸会大学”新闻系助理教授杜耀明表示,俞正声是在暗示﹕要按照共产党的意思来决定谁可以参加选举,谁不能参加选举。杜耀明认为﹕俞正声的讲话不尊重《基本法》,缺乏法治精神,没有理智。
香港浸会大学新闻系助理教授 杜耀明:“在香港主要是按照《基本法》来办事。假如有什么是抵触法律的,就按照《基本法》来做。那么人家还没有上台,不管是哪个,他还没有上台之前,他还没有抵触任何法律之前,你怎么能够说不给人家上台呢?不给人家按照选举一人一票的方法上台呢?”
自从梁振英上台,香港出现了一个“青年关爱协会”。演讲者声称,中共政法委直接创办了“青年关爱协会”。而这个协会的人员将反对法轮功的横幅,直接挂在法轮功的横幅旁、或者上方,甚至覆盖在法轮功的横幅上。其中还有几名老人专门围攻批评中共的人,语言激烈,甚至挥着拳头要打人。
何俊仁:“我们对这些行为都是非常愤怒,这些很明显就是要利用一些暴力来打击不同的意见,包括法轮功人士,这样的做法是违反香港的法律,也是破坏我们香港一向以来尊崇的自由和多元的文化。所以我们已经很清楚的对香港政府表示,对这些行为我们是不能够容忍的。”
香港媒体报导指称,这些围攻法轮功的老人,是被香港亲共派的“民主建港协进联盟”花钱雇佣而来。他们每次根据参加活动的情况,领取不同数量的现金,比如:吵架、挥拳头等一律论功行赏。

Yu Zhengsheng: A Person Who Confronts the Central Government Can’t Govern Hong Kong
Yu Zhengsheng is a member of the standing committee
of the Chinese Communist Party’s (CCP) Politburo.
He is the incoming Chairman of the Chinese People’s Political
Consultative Conference (CPPCC) National Committee.
On March 6, when meeting with CPPCC members
from Hong Kong and Macao, he said that
if the person who wins Hong Kong’s universal suffrage
in 2017 confronts the central government,
the outcome won’t be good for Hong Kong and China.
So, the ruling force of Hong Kong must be the one that,
“loves China and loves Hong Kong.”
Does Yu Zhengsheng mean that the CCP will control
Hong Kong’s universal suffrage? Let’s see the report.
In the meeting, Yu Zhengsheng said,
”Hong Kong can’t subvert Mainland socialism.”
He said there are some people who want to subvert
Hong Kong, who made irresponsible remarks in Mainland.
Yu Zhengsheng criticized these actions as unconstitutional
and illegal, and said a force with love for the country and love for Hong Kong is needed to govern.
Apple Daily published an article entitled, “Yu Zhengsheng
Took a Hard Stance to Threaten Hong Kong People.”
It reported that when Yu Zhengsheng discussed
the conflict between Hong Kong and Mainland China,
he said demonstrators holding the flag of the colonial era
is an unhealthy trend influenced by evil,
and Mainland will not allow people to hold a flag of
the colonial era or ask for independence.
James To Kun-sun, Democratic Party member
of the Legislative Council of Hong Kong, said that
Yu Zhengsheng called holding a colonial era’s flag subversion,
so the items in the next 23 legislations may be tougher than the one in 2003.
Albert Ho Chun-yan, a lawyer member of the Legislative
Council of Hong Kong, told NTD that
based on the current situation, CCP’s officials’ words
show that they are ready to control the democratic system and universal suffrage of Hong Kong.
Albert Ho, member of the Legislative Council of
Hong Kong: ”The universal suffrage may be false.
It (the CCP) will pre-select the candidates that
we can vote for.
This kind of universal suffrage is false.
It uses patriotic words and love of Hong Kong
to define the standard. But it’s empty.
In fact, the so-called patriotism and love
for Hong Kong is actually love of the party.
Hong Kong people have never loved the party.”
Albert Ho thinks Hong Kong people are always
looking for democracy and freedom.
Albert Ho: ”Hong Kong has been an open and free place.
We enjoyed freedom for many years.
From the 1980s until now, in these 30 plus years,
people in Hong Kong are always welcome to express their opinions freely.
It’s also very clear how eager Hong Kong people
are to have freedom and democracy.
As for dictatorship, especially the one-party’s dictatorship
in Mainland China, we have our strong opinion.
How can it say that having different ideas
means subversion?”
To Yiu-Ming, an Assistant Professor from the News
Department of Hong Kong Baptist University,
said that Yu Zhengsheng implied that
CCP will choose the candidates by its favor.
Tu Yiu-Ming thinks Yu Zhengsheng’s words don’t
respect the basic Law, lack the spirit of the rule of law, and are unreasonable.
To Yiu-Ming: “Hong Kong is mainly executing the basic law.
If something goes against the law, punishment
will be according to the basic law.
Then before a person takes position, no matter who he is,
he hasn’t gone against the law since he hasn’t taken position,
how can you say he’s not allowed to take
position or attend the election?”
Since Leung Chun-ying took power, there has been
a Youth Care Association in Hong Kong.
The speaker said that it was founded by the CCP directly.
The members of the Association hung up banners
that oppose Falun Gong just beside the Falun Gong banners or even higher, or covered the banners of Falun Gong.
Some of the members are dedicated to using ugly words
to attack the people who criticize the CCP, and even wave their fists to threaten them.
Albert Ho: “We are very angry about these actions.
It’s obviously violently attacking different views.
It didn’t accommodate Falun Gong.
Their actions are against Hong Kong’s law, which is also
destructive to the free and diverse Hong Kong culture.
So, we told Hong Kong government clearly that
we can’t tolerate these actions.”
Hong Kong media reported that these people who attacked
Falun Gong practitioners are hired by the Hong Kong pro-CCP Democratic Progressive Alliance.
They received payment based on their actions,
for example, quarrelling, waving fists, etc.
