【新唐人2013年03月06日讯】在中共十二届全国人大一次会议上,国务院总理温家宝进行卸任前的最后一次工作报告。在此之前,香港媒体指出,温家宝还有政制改革、收入改革、官员财产公开等三个未履行的承诺。而分析认为,温家宝未兑现的支票,成为“习、李”的难题。
十二届全国人大一次会议于3月5号,在北京人民大会堂开幕,国务院总理温家宝在开幕会上作《政府工作报告》,按照惯例,温家宝不但要替下任总理李克强,宣示政府以后的工作重点,同时,还要总结自己在过往十年的主政工作。
香港《苹果日报》专栏评论指出,十年来,温家宝无论是抛书包、引经据典,还是真情表白、政治表演,都有不少受媒体和网民欢迎的金句。不过,令人遗憾的是,温家宝的这些“呼声”激起的涟漪很快就消失了。到了告别政坛的时刻,温家宝还有三个未履行的承诺。那就是:政制改革、收入改革和官员财产公开三大承诺。
在美的中国社会问题研究人士张健表示,如果这三个承诺能实现,中国的国际形象和国内的民生,可能发生翻天覆地的变化。
旅美中国社会问题研究人士张健:“但是在他任上,三个承诺一个都没有完成,连最基本的‘人民的收入’这个承诺,都没有达到。如此简单的问题都不能做到?因为在共产党的体制下,任何事情都维护共产党的,以共产党利益为先的,共产党的利益是什么,就是盘剥人民!共产党的利益是什么,是欺诈人民!”
另外,评论还指出,温家宝主政十年,持续时间最长、后遗症最严重的三大政策,当数“四万亿刺激经济”、“房地产调控”和“行政管理改革”。
美国“纽约城市大学”政治学教授夏明认为,温家宝在中共领导人中,可能也试图想做一些事,但是,在这个体制内,他很难有太多的作为。
美国“纽约城市大学”政治学教授夏明:“我觉得对于温家宝来说,他恐怕只有……就是在明白他没办法改变宪政状况的情况下,只有就是说些话,基本上也就是说,不说白不说,说了也白说,但是,对温家宝来说,显然在历史上可以留下一个地位,这是我想一个他的根本的一个目前的一个处境吧。”
《苹果》专栏作者还分析说,温家宝推出的政策,有很多是替前一届的领导买单,包括致力搬走“看病难、上学难、买房难”的三座大山。而其中成效最微小的是:自2009年12月开始的第二轮房地产调控,国务院连年推出“国四条”、“国11条”、新“国八条”,都未能遏制楼价“过快上涨”。
有分析说,温家宝三大未履行承诺,同样留给了习、李。在众目睽睽之下,习、李不可能视而不见。那么,习、李是否能完成接下来的任务呢?
张健:“只有共产党在一天,任何的总理去讲这番话,我们认为这都是不可能实现的。对于温家宝来说,这都是不可能实现的任务。而且即便温家宝下的,习、李这个的一个组合上台的时候,同样这三个问题又摆在了习、李的面前。同样这对他们来说,也是个不可能完成的任务。”
张健指出,60年来形成的中共体制,各个利益集团已经在体制内盘根错节,如何进行政治体制改革?任何人都知道,中共想政治体制改革,就要拿自己开刀,切掉身上的毒瘤,政治体制改革等于让共产党消亡。张健说,现在的中共政权,改革是找死,不改革是等死,它已经病入膏肓,无药可医。

Wen Jiabao Leaves Three Overdue Commitments
Premier Wen Jiabao did his last report before leaving
office at the first session of the 12th Chinese
Communist Party (CCP) National People’s Congress.
Before he did the report, Hong Kong media pointed
out that Wen Jiabao has three overdue commitments.
He committed to constitutional reform, income reform and
making government officials’ assets open to the public.
It was analyzed that these overdue
commitments will become Xi and Li"s trouble.
The first session of the 12th CCP National People’s
Congress opened on March 5 in Beijing’s Great Hall.
Premier Wen Jiabao presented his
“report on the work of the government”.
In accordance with established practice, Wen Jiabao should
proclaim priority work for the next Premier, Li Keqiang.
Wen should also make conclusions of his 10 years of work.
A columns comment of Apply Daily pointed out
that Wen Jiabao has left many classic sayings.
These were welcomed by the media and
internet users over the past ten years.
He threw schoolbags, quoted the classics, revealed
his true convictions and played political shows.
However, the ripples created by
Wen’s voice soon disappeared.
At the moment he leaves the political arena,
Wen Jiabao still has three overdue commitments.
These are constitutional reform, income reform
and making government officials’ assets public.
Zhang Jian, a researcher of Chinese society said
that if these three commitments could be achieved,
both China’s international image and domestic
livelihood may create earth-shaking changes.
Zhang Jian: “The three commitments were not completed
during his tenure, including the most basic one.
This is people’s income. Why couldn’t
he finish such a simple work?
In China, everything has to maintain
the CCP within the Communist regime.
The interests of the CCP take the priority, and the
interests of the CCP are to exploit and cheat people!”
In addition, the commentary also pointed out
that there are three policies that had serious
repercussions during Wen Jiabao’s ten years.
These are stimulating the economy by four trillion,
regulation of real estate and administrative reform.
Xia Ming, a political science professor at New York City
University comments that Wen Jiabao may want to do
something, by trying to compare with other CCP leaders.
However, it is difficult for him to make
any changes within the communist system.
Xia Ming: “Wen Jiabao may understand that
it is impossible to conduct the political reform.
Therefore, what he can do
is just to say something.
And the effect is the same as saying nothing.
However, Wen Jiabao can leave a status in history
apparently. I think this is his unfavorable situation.”
The Apple Daily columnist also mentioned that many
policies launched by Wen Jiabao could be seen
as paying bills for the leaders of the previous session.
He tried his best to solve problems by seeking
medical advice, going to schools and buying houses.
Among them, the regulation of real estate since
December in 2009 has had little effectiveness.
The State Council made Four Notices, Eleven
Notices, the new “Eight Notices” year after year.
However, these policies have failed to curb property prices.
It was analyzed that Wen Jiabao left the three
overdue commitments to Xi Jinping and Li Keqiang.
Under watchful eyes, Xi – Li is
impossible to ignore these issues.
The question is whether Xi-Li can complete these tasks?
Zhang Jian: “It is impossible for any Premier to
achieve these promises as long as the CCP exists.
All these are impossible tasks for Wen Jiabao, and the tasks
are placed in front of Xi and Li when they came to power.
For Xi-Li, these are also impossible tasks.”
Zhang Jian points out that the various
interest groups have been intertwined
within the CCP system for the past 60 years.
How do you conduct political reform?
Everybody knows that political
reform will spell the end of the CCP.
Zhang Jian said that if the CCP conducts
political reform, it will seek it’s own death.
If the CCP does not conduct political reform,
it will simply be awaiting it’s own death.
The CCP has been terminally ill
and unable to be medically rescued.
