【新唐人2013年02月05日讯】2月4号,《郑州晚报》公布了在河南义昌大桥事故中,10名遇难者中的6人名单,和11名伤者姓名。同时有河南媒体报导,遇难者遗体将统一火化,农村户口的死者赔偿可能比城市户口要少一半。
河南义昌大桥事故的救援工作已经在2号晚上结束,现场指挥部说,10名遇难者的身份都得到了确认,不过目前国内媒体还只公布了其中6人的名字,伤者们正在医院接受治疗,3名重伤者已经基本脱离危险。
目前官方还没有公布具体的赔偿方案。2号上午,国家安监总局副局长王德学在视察事故现场时,曾表示“要统一标准,根据具体情况执行,千万不要分工人、农民,生命都是一样的。”
但是,《河南商报》4号引述一位遇难者家属的话说,目前正进行赔偿谈判,政府工作人员声称,事故发生在河南境内要按河南的标准,“城市户口能赔40多万元,农村户口的最多赔18万元。”另有一名死难者家属对媒体证实,工作人员曾向他确认,死去的亲人是城镇居民户口﹖还是农村居民户口?
同样是事故的死难者,为什么赔偿金额有可能出现一半以上的差别呢?
北京律师李和平:“这是中国现在存在的一个问题,还是比较严重的,‘同命不同价’,在好多方面都可以表现出来。哪怕是在一个车里面,哪怕是一家人,有的人是城市户口,有的人是农村户口,两个人的赔偿金额都不一样,应该是很不公正的。”
在中国的法律上,是否有农村、城市“一刀切”的赔偿规定呢?
李和平:“不光是有一个农村城市的户籍差别,还有一个人的年龄,有无需要赡养的人,和抚养的人。各个方面都是有区别的,不应该是,好比说18和40这两个决然划开来。中国的法律上规定也不一样。并且它这里面还有一个事情,和这个形成强烈对比的,就2008年杨佳那个案子。那些警察被报每个人赔了300多万。”
另外有一名姓孙的家属赶到渑池县认领父亲的遗体,他表示,2号和事故善后处理组谈赔偿后,因为数额很少没有接受。但3号有关部门催促他们办理赔偿,表示12点前签字,奖励5万,依次类推。让他们觉得很不公平。
大陆河南人士张先生:“这些公共事件,政府总是想尽早的抹平这些事件,防止扩大影响。它就是害怕受难者联合起来讲条件。他们采取这种手段,来瓦解这些受难者团结起来。”
2月1号9点多,连霍高速公路义昌大桥发生爆炸坍塌事故,一辆装载爆炸品的货车行经义昌大桥时,突然发生爆炸,导致大桥南半幅被炸毁,北半幅桥板松动。
2月2号晚,公安部网站发布事故调查结果说,事故是因运输烟花爆竹的车辆发生爆炸,引起桥面垮塌,造成车辆坠落。而有关义昌大桥的质量调查没有进一步消息。
全长208.04米、高37.71米的义昌大桥,南半幅桥面有80多米发生坍塌,现场一片狼藉。现场发现的遇难者多数是因为坠桥身亡。
据报导,现场清理人员介绍说,共有包括6辆货车、2辆私家轿车以及多辆崭新的比亚迪汽车被堆放在此,像是一处废旧汽车回收站。
在中国农历新年前,留下这些苦涩的余韵,成为微博上受关注的话题。网友总结河南媒体对事故的报导后发现,事件报导共1300字,其中有1134字是表扬河南省委省政府如何辛苦工作,其中提了16位领导,却没有出现一次伤亡人员或家属的名字。

On February 4th, the Zhengzhou Evening News published
the Yichang Bridge accident in Henan and the list of the 16 victims, six dead and 11 injured.
Henan media reported that the six deceased victims
would be cremated.
Compensation for the deceased from a rural household
may be only half of that than from a city household.
The rescue work for Henan Yichang Bridge accident
ended on the evening of February 2nd.
The onsite-commanding Ministry said the identities
of the 10 deaths have been confirmed, however, so far only 6 names have been published.
The 11 injured persons are in the hospital for treatment,
but three of them are in stable condition.
Officials have not disclosed the specific compensation
scheme.
On the morning of February 2nd, Wang Dexue,
deputy director of the State Administration of Work Safety, inspected the scene of the accident.
He said life is equal and uniform standards will apply,
according to specific circumstances, with no division of farmers or laborers.
However, on February 4th, the Henan Business Daily quoted
a victim’s family negotiating for compensation.
The government staff claimed since the accident occurred
in Henan Province, compensation should follow Henan’s standards.
That means victims from a city household can receive
over 400,000 yuan, but from a rural household can receive at most 180,000 yuan.
Another victim’s family told the media that he
was questioned by a staff member whether the deceased relative was an urban resident or rural resident.
For victims of the same accident, why should
the amount of compensation be so different?
Beijing lawyer Li Heping: “This is a problem
and it is quite serious.
The values of lives can be manifested in many ways,
even if it is in the same car and from a same household.
One belongs to a rural household, and another belongs
to a city household.
The amount of compensation for these two people
will be different. It’s indeed very unfair.”
Is there a provision in China’s law governing
compensation for rural and urban residents?
Li Heping, “Not only is there a rural and city difference,
but also a person’s age, and with dependent(s) as well as other conditions.
It’s not fair to compensate one 180,000 and the other 400,000.
There was a stark contrast in the Yang Jia incident in 2008.
Every police who lost his life was compensated
for more than 3 million yuan.

the remains of his father, he did not want to accept the official offer for compensation.
A day later, officials urged him to settle and offered 50,000
more if he signed an agreement before noon.
Relatives of the victim’s family feel
they have been treated unfairly.
Mr. Zhang from Henan: “The government is always trying
to smooth these public events as soon as possible to prevent further expansion of the impact.
Officials are afraid of the victims’ group power
in negotiating compensation.
Therefore, they take this means to break the victims’ unity.
On a.m February 1st, Yichang Bridge
on Lianhuo Highway collapsed after a sudden explosion.
When a truck containing explosives passed Yichang Bridge,
the southern half of the Yichang Bridge exploded and the northern half was loosened.
On the evening of February 2nd, the Ministry of Public
Security website released the results of the investigation,
which said the accident was due to fireworks exploding
in a transporting truck which caused the bridge to collapse.
No further news has been released about the quality
of the Yichang Bridge.
The Yichang Bridge was 208.04 meters long and
37.71 meters high. The accident site was a total mess.
Most of the fatalities was due to falling off
the collapsed bridge.
According to reports, on-site clean-up personnel
said a total of six trucks, two private cars and
many brand new cars, such as Audi,
were stacked up like a scrap metal junkyard.
This tragedy, which occurred before the Chinese Lunar
New Year, has become a hot topic for the microbloggers.
Some netizens said from the media’s 1300 word coverage
of the accident, 1134 words praised the hard work and effort of officials, including 16 leaders.
However, not even one name of the victims or families
was mentioned.
