【新唐人2012年12月05日讯】12月4号是中国“普法日”，每年的这一天，全国各地都会有大批访民涌入北京，今年由于“十八大”前后被禁锢的大批访民仍没得到解禁，到京的访民比往年有所减少，但北京警方仍如临大敌，布控了大批警力进行严防。许多访民反映，中共现在对访民的打压比过去更恶、更坏。
4号，中国迎来了第12个普法日，从早晨7点开始，北京信访局、中纪委、全国人大、信访接待站等，已有大批警察严阵以待。
上午9点，数百名在北京的访民涌向《央视》陈情申冤，要求依法维权。北京警方出动大约300名制服警察和大批便衣，在各个路口拦截访民。每个路口都停放4、5辆公交车。上午10点，约有15辆载有访民的公交车，开往“久敬庄”黑监狱。
北京宪政学者陈永苗指出，访民基本都是苦大冤深，状告无门，他们对法律产生了一种依赖感，但当局为了所谓的稳定，一直对他们残酷打压。
北京宪政学者陈永苗：“北京就像中共的脸一样，它不可能让访民的事情像脸上有什么污垢一样的出现在北京，所以它就把这些访民当作动物一样，把他弄到久敬庄控制起来，它长年，几十年一直干着这个事情。”
长期在北京无偿救助访民的维权人士李金成，4号接受《新唐人》采访时指出，今年“普法日”到北京的访民，比去年有所减少，但警力丝毫没少。
北京维权人士李金成：“今年的警力和去年一样，他们准备了很多车辆拉访民，但从现在看，上来的人不多。现在路上盘查的严的很，只要你上过中南海和大使馆，或者天安门，身份证上面都有记录的，一旦上面发现信息，火车票不但不卖给你，还通过自动报警系统，警察就把你抓起来。”
李金成指出，中共“十八大”期间抓捕的大批访民，仍有一部分没被放出来。
李金成：“刚才我遇到兰州的王艳梅，这次十八大，甘肃驻京办把她找到，直接交给兰州驻京办，完了，就把她送到精神病院呆了20多天，绑上她，打针吃药。很多访民反映现在比过去更恶、更坏。”
已60多岁高龄的兰州访民王艳梅，因家中巨款被盗，报案后当地不管，到北京上访多次遭到当地截访人员的残酷打压。
兰州访民王艳梅：“在十八大当中，我们省就把我截回，送进精神病院，送我3次，第一次8个月，第二次4个月，第三次22天，现在我还要找地方申诉这个问题，我这记忆力都不好了，脑袋像刮大风、发大水似的，唔唔响。”
“中国民生观察工作室”近期公布了11月号的“中国维稳与监控动态”。讯息指称，11月，中共召开十八大，十八大期间全国上下“风声鹤唳，草木皆兵”。据志愿者不完全统计，截至11月30号，全中国大约有201人“被稳控”。
其中包括，“上海冯正虎”被非法拘禁于家中等55个案例﹔“北京许志永”被阻止聚餐等24个案例﹔“安徽异见人士沈良庆”被电话骚扰等18个案例﹔“北京民主党人士查建国”被旅游等18个案例﹔而“反监控”的动态中有﹕全国各地网友“签名声援秦永敏”等6个案例。
而，官媒报导的一则“河南10名截访人员被起诉”新闻，把这批围堵上访民众的“编外打手”推到了风口浪尖。
李金成指出，现在民众都非常关注“截访事件”，网路上呼吁追查截访幕后元凶的呼声高涨，各地截访人员目前已不敢明目张胆的抓捕访民，他们都是秘密的跟踪，然后再下手抓捕。

Police Been Arranged for Aiming Petitioners in Beijing
4th December is Law Awareness Day in China. Every year,
petitioners from all over the country go to Beijing.
This year, many petitioners were detained during
the 18th National People’s Congress (NPC) and have not been released.
Petitioners to Beijing decreased in numbers.
However, a large number of police were still arranged
in Beijing to prevent any events from occurring.
Many petitioners said the Chinese Communist
Party (CCP) now suppresses the petitioners more evilly.
This December 4th is the 12th Law Awareness Day in China.
From 7:00 am in the morning, the Beijing Bureau for Letters,
the Central Commission for Discipline Inspection,
the National People’s Congress, and Petition reception center,
had large numbers of police arranged for to stop petitioners.
At 9am, hundreds of petitioners went to CCTV to redress
their grievances and to protect their human rights.
Beijing dispatched 300 uniformed police officers and many
plainclothes police to block petitioners at various intersections.
At each intersection there were several buses. At 10am, about
15 buses full of petitioners drove to Jiujingzhuang Prison.
Chen Yongmiao, a Beijing constitutional scholar pointed out
petitioners basically had a bitter life and great injustice.
Having no way to sue they generated a sense of
dependence on the laws;
For so-called stability, the CCP has been
suppressing them brutally.
Chen Yongmiao: “Beijing is just like the CCP’s face.
If the petitioners appear in Beijing it’s like dirt on their face.
So the CCP treated the petitioners like animals.
They brought them to Jiujingzhuang and detained them.
This had been happening for over 10 years.”
Li Jincheng, a human rights activist who had been assisting
petitioners in Beijing for free in a long time, told NTD in an
interview on December 4, “Petitioners decreased in recent
years on Law Awareness Day, but police numbers did not.”
Beijing human rights activist Li Jincheng: “The police
mobilized this year were the same as before.
They prepared many buses to take petitioners.
For now, not many came.
Inspection on the road was very strict. As long as
you had been to Zhongnanhai, or the embassy, or Tiananmen, it would show on your ID records.
Once they found any records,
they wouldn’t sell you a train ticket,
the automatic alarm system will go off and
you will be arrested.”
Li Jincheng pointed out that during the 18th NPC,
the CCP arrested a large number of petitioners, and some were still in detention.
LI Jincheng: “I have just encountered Wang Yanmei in
Lanzhou.
At the 18th NPC, people in Beijing Office (BJO) of
Gansu Province found her and handed her over to Lanzhou BJO.
Then she was taken to a mental hospital and
detained for 20 days.
She was tied up and got unknown injections and medicines.
Many petitioners said the CCP is wicker than before."
Wang Yanmei, a petitioner in Lanzhou in her sixties,
had a great amount of money stolen at home.
After she reported it, nobody took care of it locally.
She went to petition in Beijing many times but was blocked
and suppressed brutally by local personnel.
Wang Yanmei: “In the 18th NPC, I was stopped and taken
back by personnel from my province.
I was sent to a mental hospital three times. I was detained for
eight months the first time, four months the second time, and 22 days on the third time.
I had to sue for the detention locally.
My memories are not good now.
My head feels like having a big wind or flood,
in it which sounded every day.”
Recently, the people observer studio announced the
November issue of the maintenance of stability and monitoring status.
The status alleged, during the November, 18th Party Congress,
the CCP was alerted to petitioners all over China.
According to incomplete statistics from volunteers, as of
November 30, there were about 201 people ‘being controlled’.
They include Feng Zhenghu in Shanghai illegally detained
at home, a total of 55 similar cases,
Xu Zhiyong in Beijing was prevented having dinners,
in total 24 similar cases.
Shen Liangqing in Anhui was harassed by phone calls,
a total of 18 other cases.
Zha Jianguo, a Democratic Party member in Beijing
was forced away from his home, in total 18 cases.
In the anti- monitoring movement, it includes netizens all
over China signed to support Qin Yongmin, totaling 6 cases.
But the official media reported that 10 staff blocking the
petitioners were sued, leaving unassigned personnel punished.
Li Jincheng pointed out people are now all very concerned
about the petitioners’ events,
and there were calls online to check the person behind
the personnel blocking petitioners.
Officials who blocked petitioners do not dare to arrest them
publicly now, but follow them secretly, and then arrest them.
