【新唐人2012年8月31日讯】29号20点18分,中国国航通过官方微博发布公告声称,某航班收到威胁信息,航班已返航北京首都国际机场。不过,海外媒体指出,国航航班返航是因为机上有外逃高官。学者认为,中共官员外逃已是常态,这说明那个体制到了腐烂不堪的末日阶段了。
中国国航从北京飞往纽约航班的CA981航班,原定13点整起飞,隔天14点20分到达,但实际起飞时间为13点30分,20点25分就返航回到了北京。
国航方面表示,这次返航并无机械故障因素,而是航班在飞行途中收到安全威胁的消息后,才决定返航。
国航值班员:“我们收到了就是,官方说这个航班受到了安全威胁,但是经过检查并没有发现问题,然后,飞机又重新飞去了。”
机场公安透露,这次威胁性讯息是由美方发出,机组人员接到信息后马上返航。但是在经过两轮安检过后,公安部门并没有发现任何危险物品。
国航官方微博指称,这架航班更换同型号飞机后,已经在30号0点30分起飞。
不过,有海外媒体指称,飞往纽约的航班返航,是因为机上有外逃官员,并说,这个消息得到了民航内部工作人士的确认。
民航内部消息指出:今天(29日)夜间国航执飞机长曾与空管联系说XXX在机上,要求北京区调125.9的管制员打电话给签派,随后空管要求飞机放油返回机场。
也有媒体说,飞机上有一位相当政治局级别的高官私自离境,中国国家安全部门要求往回飞。
不久前,网上热炒“辽宁凤城市委书记王国强卷款2亿多元离境”,据了解,王国强2008年担任丹东凤城市市委书记,并在2012年,也就是今年的4月24号擅自与妻子谭某,从沈阳机场私自出境去美国,至今未归。此后,辽宁省纪委调查,王存在收受贿赂、违规持有因私护照、非法擅自出境、违规入股投资,从事营利性活动等违法问题。
原《河北人民广播电台》编辑朱欣欣:“这叫每到末日的时候,大家都会纷纷要找出路。有个学者说,现在整个大陆民众和官员的心态有一种‘弃船’心里,尤其是官员。他们对中共这个体制是最没有信心的,他们既是这个体制的既得利益者,同时他又看到这个体制是没有什么希望的。”
目前从事自由撰稿的朱欣欣还指出,中共官员层次越高,他对体制了解的越是深入,越是感到贪污的赃款放在手里不放心,所以纷纷要外逃。朱欣欣说,这说明:中共体制到了腐烂不堪的末日阶段了。
时事评论员蓝述也表示,贪官和中共体制之间的关系,就像小流氓和黑帮之间的关系——没有小流氓形不成黑帮,没有黑帮,小流氓耍不起威风。但是,目前,贪官和中共体制之间的关系,到了更为微妙的阶段。
时事评论员蓝述:“有两种情况,一种情况就是怕被处分,怕被大的黑帮头子处理他,他要跑﹔另外一个就是他看到不行了,跑出去留条后路,这就是大的贪官 现在的中共官员,不论是高级的、中级的还是下级官员,捞到钱就往国外跑,这已经是个常态了。”
蓝述认为,这也表明,所有的中共官员对共产党和共产主义彻底失去信心。
据公开资料显示,最高法院前院长肖扬在2009年出版的《反贪报告》中,曾引用有关部门的统计指称,1988年到2002年的15年间,资金外逃金额共1913.57亿美元,按当时的汇率就是1.5万亿元人民币﹔2003年大陆媒体《南风窗》引述香港金融专家郎咸平的估计,外逃资金已经达到了三万亿元人民币以上。
那么,到了今天,外逃资金到底有多少﹖却没有人知道!

Air China Flight Returned
At 20:18 on August 29, Air China announced on its official
microblog that a flight received a threat, and
returned to Beijing Capital International Airport.
However, overseas media said the Air China flight return
was due to the fleeing of senior officials.
Scholars believe that the Chinese Communist Party (CCP)
officials escaping overseas is the norm,
and it shows that system has rotted to an extreme extent.
Air China flight CA981from Beijing to New York was originally
scheduled for taking off at 13:00, with an arrival of 14:20 the next day.
Its actual take-off time was 13:30,
and on 20:25 it returned back to Beijing.
Air China claimed the return was not related to mechanical
failure, but that there were in-flight security threats.
An on-duty Air China staff member said, “We have received
official word of a flight threat.
However, after a complete check, no problems were detected.
Thus the aircraft took off again."
Airport Public Security police revealed that the threatening
message was issued by the United States.
The crew immediately returned to China after receiving
the information.
However, after two rounds of security checks,
police did not find any hazardous items.
Air China’s official microblog stated that with the replacement
of another Boeing 747-400 aircraft, the flight took off at 0:30 on August 30.
However, some overseas media claimed that the flight
to New York returned because there was a high-ranking official attempting to flee,
and said this news has been
confirmed by the Civil Aviation staff.
A Civil Aviation internal message showed that on August 29,
the captain of Air China’s night flight,
who made contact with the air traffic controller,
revealed someone special was aboard,
and asked a controller for 125.9 in Beijing to dispatch.
The air traffic controller then asked the pilot to dump fuel
and return.
Some media said there was a very high-ranking Politburo level
official attempting to depart China on aircraft.
Hence, the domestic security department asked them to return.
Recently, it was widely discussed online that Wang Guoqiang,
Municipal Party Committee Secretary in Fengcheng, Liaoning,
had escaped abroad with more than 200 million yuan.
It is said that Wang Guoqiang served as party secretary
of Fengcheng, Dandong in 2008.
On April 24, 2012, Wang, together with his wife Tan,
departed to the United States from Shenyang Airport without permission, and has not returned.
Later on, the Liaoning Provincial Commission for Discipline
Inspection investigation showed that Wang took illegal bribes,
illegally held private passports, departed from China without permission,
made illegal investments, and engaged in illegal business activities.
Zhu Xinxin, former editor of Hebei People’s Radio: “Whenever
it reaches the end, all are looking for a way out.
Scholars say the people and officials in China have a tendency
to jump ship, especially officials.
They have the least confidence in the CCP system.
They benefited from it, but they also see no hope in the system.”
Zhu Xinxin, now a freelancer, also pointed out that
the higher the rank of a CCP official, the better understanding they have of the system,
so the more worried they are about their illicit funds.
Therefore, they want to escape China.
Zhu Xinxin said it shows the CCP system has rotted
to a doomsday-like state.
Political commentator Lan Shu also said that the relationship
between corrupt officials and the communist system
is like the relationship between a small rogue and the gang.
Without small rogues, there won’t be a gang.
Without the gang, the small rogues cannot afford prestige.
However, at present, the relationship between the corrupted
officials and the communist system is in a more fragile stage.
Political commentator Lan Shu said, “There are two cases.
One is they fear being disciplined, or punished, by the gang chieftain, so they want to escape.
The other is that they see (the CCP) is dying, so he escapes
for a way out. This is for corrupt high-ranking officials.
Now, as CCP officials, no matter whether they are senior
mid-level, or lower-level officials,
they will escape overseas once they embezzle enough money.
It is very common.”
Lan Shu stated that this also shows that all CCP officials have
completely lost confidence in the CCP and communism.
According to public information, in the Anti-Corruption Report
published in 2009 by Xiao Yang, the Supreme Court President,
the relevant statistics allegations show that in the 15 years
between 1988 to 2002, fleeing capital was USD $ 191.357 billion.
According to the prevailing exchange rate then,
that equals RMB 1.5 trillion.
In 2003, mainland media outlet Nanfengchuang, quoted
the words of Lang Xianping, a Hong Kong financial expert,
who estimated that the fleeing capital has reached more
than RMB 3 trillion.
What’s the total fleeing capital today?
