【新唐人2012年6月19日讯】中共“18大”将近，大陆高层各派争相推出自己派系的“黑马”人选。因为王立军、薄熙来事件冲击而日渐失势的江泽民派系，为了稳定军心、避免被清算，也在“黑马战”中“浑水摸鱼”，在放风打击其他派系“黑马”人选的同时，也放料声称现任公安部长孟建柱是18大成为政法委书记的“最大黑马”。
在此之前媒体曾经报导，中共前党魁江泽民在任期间不遗余力发动对法轮功的残酷迫害，并以此来考核官员的升迁。这使负责迫害法轮功的政法委系统越发做大，成为江泽民退位后仍然听命于江的所谓“第二权力中央”，也因此聚成了所谓的“江系”，也就是“血债派”。
报导说，当初，“江派”策划在18大上用前重庆市委书记薄熙来，接替政治局常委、中央政法委书记周永康，而当实权在握之后，适当时机发动政变，废黜习近平，以此来维持对法轮功的迫害政策、避免罪行被清算。
现在，随着薄熙来下台出局，江派因为丧失了权力接班人而备受打击。同时政法委的权力也被逐渐削弱，18大后政法委书记不入政治局常委基本已成定局。江派关键人物、现任政法委书记周永康日渐失势。
但因为在中共现有体制中，中央政法委书记和公安部长仍然是实权职务，于是，江派开始频频放风政法委书记和公安部长的人选，以免遭到清算。
近期江派放风号称，现任公安部长、带有江派色彩的孟建柱，将接任周永康的中央政法委书记职位。而据媒体披露，孟建柱出身上海帮，与江泽民、曾庆红等关系密切，同时也因为追随江泽民、周永康残酷迫害法轮功，而被“追查迫害法轮功国际组织”多次通告。孟建柱还曾经高调吹捧薄熙来在重庆的“打黑”运动。
时事评论员邢天行：“政法委系统这些人马，它在放风，就起到一个稳定政法委系统、或者是江派原来那些血债帮系统他们这样一个利益集团军心的作用。其实它恰恰从另一方面说明，就是周永康那边的实权是一定要下去的。”
在此之前媒体也曾把广东省委书记汪洋列为18大黑马，认为作为“改革派代表”的汪洋有可能进入政治局常委，接掌政法委。
对此，邢天行指出，实际上按照正常的职位来讲，汪洋也应该能够进入常委班子。
邢天行：“所谓说黑马，我想是跟他前期的发言有关系，因为他一直属于大家看到的，在改革派当中，他属于在前边，这个是和整个左派的声音不太一样的。”
现任中央办公厅主任令计划一直被视为胡锦涛的心腹，掌控着中央警卫局，在拿下薄熙来等事件中发挥很大作用。令计划因此被外界看作“18大入常黑马”。而不久前，江系造谣说“令计划与薄熙来、周永康结盟”，恰恰说明了令计划本身的份量。
邢天行：“他（令计划）是跟胡温这一派密切联系的，那他进入常委之后，有可能对原来的江派人马构成一个很大的威胁。那现在放风出来这些声音，我感觉就是在搅局。”
同时江派还放风说，现任青海省委书记强卫，可能在18大后接任公安部长。而强卫本人也属于江派血债帮，被认为是贾庆林的人马。强卫早在担任北京市政法委书记期间，就因为迫害法轮功而被国际人权组织列为重点追查对像。

Jiang Faction Continues Attempt to Control Security
The 18th National Congress is approaching.
High-level factions are trying hard to nominate
their own “dark horse” candidates.
The Wang Lijun and Bo Xilai incidents
have made Jiang Zemin’s faction lose ground.
Jiang’s faction tried to stabilize the military
and avoid punishment.
They have spread rumors against
candidates from other factions.
In addition, they have spread rumors about Meng Jianzhu,
the current minister of Public Security.
They said Meng would become secretary of Political
and Legislative Affairs Committee (PLAC).
Recently, media reported that former Chinese Communist
Party Chairman Jiang Zemin had launched the
severe persecution of Falun Gong when he ruled China.
Jiang used it as a measure to promote officials.
This has made the PLAC, which was in charge of the
persecution, extend the reach of it’s power.
It became the 2nd central regime, which was controlled
by Jiang Zemin even after his retirement.
Thus, it formed Jiang’s faction: the ‘blood-debt’ faction.
Reports said that Jiang’s faction conspired to use Bo Xilai
to take over Zhou Yongkang’s Standing Committee position in the 18th National Congress.
After Bo took over the position, he would find a chance
to use a military coup and remove Xi Jinping, who is currently in line to take over from Hu Jintao.
This way, Jiang sought to continue the persecution
of Falun Gong, and avoid being brought to justice.
Now Bo Xilai has been dismissed, Jiang’s faction
has lost it’s successor and their power is badly effected.
The PLAC’s power is gradually reducing.
It seems a decision that PLAC’s secretary won’t take a role
in Standing Committee after the 18th Congress has been made.
Jiang faction’s key person Zhou Yongkang, the current
secretary of PLAC, has now lost his influence.
Currently in the CCP system, the central PLAC secretary
and minister of Public Security still hold real power.
Thus, Jiang’s faction often spreads rumors about
these two secretaries’ candidates. Jiang’s motive is to avoid punishment.
Jiang’s faction has spread that current minister of Public
Security, Meng Jianzhu who belongs to Jiang’s faction,
will take over Zhong Yongkang’s role as secretary.
Media revealed that Meng was from the Shanghai faction,
having a close relationship with Jiang Zemin and Zeng Qinghong.
Meng followed the lead of Jiang Zemin and Zhou Yongkang
in their brutal suppression of Falun Gong.
This has been warned many times by the World Organisation
to Investigate the Persecution of Falun Gong (WOIPFG).
Meng has also highly praised Bo Xilai’s “anti-corruption”
campaign in Chongqing.
Xing Tianxing, current affairs commentator:
“The PLAC’s people are spreading rumors.
They are attempting to stabilize the PLAC system
or Jiang’s blood-debt faction and interests groups.
From another point of view, this indicates
that Zhou’s power must be cut.”
Media had listed Wang Yang, Guangdong provincial party
secretary, as a “black horse” of the 18th National Congress.
He was considered as a representative of the “reform faction”,
and could enter the Standing Committee and lead the PLAC.
Xing Tianxing points out that due to Wang’s position,
It’s natural Wang Yang can enter the Standing Committee.
Xing Tianxing, “To call him a ‘black horse’,
I think it relates to his previous speeches.
As we can see, he plays a pioneer role among the
reform faction. This is different with the leftists.”
Ling Jihua, the chief of the CCP’s General office,
is thought of as Hu’s right-hand man.
Ling controls the Central Guard Bureau, and played
an important role in Bo’s removal.
Outsiders also said Ling is one of the “black horses” to enter
the Standing Committee in the 18th National Congress.
Jiang’s faction spread rumors saying that
“Ling, Bo and Zhou are allies.” This reflects Ling’s important position.
Xing Tianxing: “Ling has closely worked with
Hu Jintao and Wen Jiabao’s faction.
Once he enters into the Standing Committee,
he will be a great threat to Jiang’s faction.
What rumors had been spread is, I think,
to mess up the situation.”
Jiang’s faction has also spread rumors saying
that the current Qinghai provincial secretary Qiang Wei could take over as minister of Public Security.
Qiang Wei also belongs to Jiang’s blood-debt faction,
and worked for Jia Qinglin.
When Qiang Wei was a secretary of Beijing PLAC, he had
was listed by WOIPFG as a main perpetrator in the persecution of Falun Gong.
