【新唐人2012年6月4日讯】香港媒体5月爆出中共国安部近年来的最大间谍案,350多名官员牵涉其中。事件继续发酵,有媒体透露,这个间谍案和薄熙来事件的后续发展有关,主管中共安全工作的周永康正受到巨大压力。评论人士认为,案件对周永康打击沉重,胡温是要利用这个机会对国安部进行大清洗,为下一步公开处理周永康做铺垫。
5月25号出版的香港杂志《新维月刊》,爆出中共在年初逮捕了一名国安部副部长助理,多年来他向美国提供中共在海外间谍活动的情报。案件所牵涉的副部长已经停职,并有350多名官员卷入其中。这是86年俞强声叛逃美国以来最大的间谍案。中共最高层对此感到震怒,并下令全面彻查。
最近,包括《路透社》、《纽约时报》和BBC等海外各大媒体纷纷进行跟进报导这则消息。英国BBC评论说,在此之前,重庆公安局长王立军和维权律师陈光诚分别进入美领馆,已经暴露了中共安全机构的低效能,而中共花在国内的安全经费却已经超过了军费支出。
美国《纽约时报》发表长篇报导说,安全部副部长助理涉案令人觉得不可思议,因为处在这一位置上的官员经手中共最敏感的情报。
网络作家吴建国:“这说明中共的官员和情报人员有不少对中共这个政权已经丧失信心,预知这个政权随时都会垮台,因此希望投靠美国,不仅是为自己谋取利益,而且也是为自己寻找出路。就像王立军那样,他带着机密情报投靠美国领事馆,不是为了利益,而是为自己寻找一条生路。”
“纽约城市大学”政治学教授夏明则从另一方面分析,他认为,从年初发生的“薄王事件”到最近爆出的间谍案,西方媒体表现出了极大关注,这也透露出,西方社会对中国政治动荡造成投资环境的不稳定,表示忧虑。
夏明:“《纽约时报》的长篇报导一方面是忧虑的表现,另一方面从某种程度上来说,西方的投资界对中国的态度出现了一个拐点。这种事件在西方投资者身上出现一个警号了,也就是对中国的投资环境必须进行重新评估了。”
《纽约时报》还披露,这个间谍案和薄熙来事件的后续发展有关。
报导引述一名匿名的美国高官的话说,前中共重庆市委书记薄熙来出事后,北京当局在相同时间,逮捕一名中共国家安全官员进行调查,全案由高层领导授权,调查已由薄熙来扩大到国家安全部。这次国安间谍案,可能使主管安全工作的政治局常委周永康受到巨大压力。
时事评论员张粟田表示,作为政法委书记的周永康一直把持着国安这套特务系统,而特务系统在中共派系斗争中扮演着重要角色。
张粟田:“这个间谍丑闻案是今年年初的事情,现在抛出来对周永康是一个沉重打击。从350人涉案的人数上看,胡温是要利用这个机会对国安部进行大清洗,彻底清除周永康的人马,为下步公开处理周永康做铺垫。”
英国《金融时报》在此之前曾经报导说,周永康在中央已经失势,权力也被全面剥夺。近来,周永康曾经力保的部级官员刘志军,和心腹骆琳也纷纷落马。吴建国表示,这次的间谍案捅了这么大的一个漏子,胡温将有更充分的理由处罚周永康,整肃政法委。

U.S. media: the biggest espionage case of Communist China in 20 years relating with Zhou and Bo
Hong Kong media has revealed one of the biggest spy cases
in recent years, involving over 350 government officials in the CCP Ministry of State Security.
According to media reports, this spy case
is related to the Bo Xilai case.
Zhou Yongkang who takes charge of CCP
security is facing lots of pressure.
Commentators say that this case severely weakens Zhou.
Hu and Wen want to take advantage of this case to reform
the Ministry of State Security.
They want to make a foundation
to sentence Zhou Yongkang openly.
Hong Kong Magazine Xinwei Monthly reported on May 25,
that a deputy assistant secretary of the Ministry of State
Security, who collects information of CCP overseas
activities for the US was arrested earlier this year.
This deputy assistant secretary was suspended,
and 350 government officials were involved.
This is the biggest spy case since
the Yu Qiangsheng case in 1986.
The CCP’s highest level officials are very upset
about this. They have asked for a thorough investigation.
Recently, Reuters, The New York Times, and the BBC, as well
as other large overseas media have reported on this news.
According to BBC commentary, before this case,
Chongqing Public Security Bureau Chief Wang Lijun,
and rights lawyer Chen Guangcheng went
to the U.S. Embassy one after another.
This reflects the inefficiency of the CCP security system.
However, the CCP spends more money on inner security
than it does on military expense.
The New York Times reported that it’s unbelievable that
the deputy assistant secretary is involved.
This position takes charge of the most sensitive
information about the CCP.
Internet writer Wu Jianguo: “This implies that many CCP
officials and staff have lost confidence in the CCP regime.
They know this regime is going to breakdown anytime.
Thus they want to seek refuge in the U.S.,
not only to make interests, but also to survive.
For example Wang Lijun; he sought refuge
with the U.S. embassy with confidential information.
This was not for profit, but for survival.”
Politic professor Xia Ming from City College
of New York analyzes it from another angle.
He comments that from the Bo and Wang case to the recent
spy case, western media have focused a lot of attention.
This shows that western society is worried
about an unstable political environment in China
that influences their investigation environment.
Xia Ming: “On one hand, The New York Time’s
story expresses anxiety.
On the other hand, western investigators start
to change their attitudes to China.
This case gives western investigators an alarm that they
have to re-evaluate the Chinese investigation environment.”
The New York Times also says that this spy case
is related to the Bo Xilai case.
The story quoted an anonymous U.S. senior official’s words.
After the former party secretary Bo Xilai’s case broke out,
the Beijing authorities arrested a CCP national security official to investigate.
The case was authorized by high-level government officials.
The investigation is extended to the Ministry of State Security.
This spy case may put a lot of pressure on the Politburo
Standing Committee’s Zhou Yongkang, who manages national security issues.
Commentator Zhang Sutian says that the Politics and Law
Committee Secretary Zhou Yongkang has controlled this national security spy system.
He has played an important
role in the CCP faction fighting.
Zhang Sutian: “This spy case happened earlier this year.
Bringing it up again has a big impact on Zhou Yongkang.
350 government officials are involved.
Hu and Wen seem to have taken this opportunity
to clean out their opponents in the Ministry of State Security.
This is to get rid of Zhou Yongkang’s people, and to make
foundations for dealing with Zhou Yongkang publicly.”
The Financial Times reported that Zhou Yongkang
lost his power already.
His rights are also thoroughly taken away.
Recently, Zhou’s supporter Liu Zhijun and Luo Lin were dismissed.
Wu Jianguo says that this spy case is a big issue.
Hu and Wen have sufficient reason to punish Zhou
and reform the Politics and Law Committee.
