【新唐人2012年5月24日讯】美国国会参议院委员会5月21号发布报告说,大量来自中国的假冒电子零件被用于美军设备。而中国方面不但不配合调查,更拒绝美国调查员前往中国的签证。报告指出,在超过一百万件的可能伪造品中,有70%来自中国。下面请随本台记者一起去了解。
美国国会参议院军事委员会日前发表报告声称,大量来自中国的劣质电子零件被用于美军设备。报告指出,这些劣质的伪造电子产品,包括某些用于美国海军的SH-60B“海鹰直升机”、C-130J和C-27J运输机以及P-8A“海神反潜机”的电子零件。报告说,这将影响军队的作战能力与可靠度,对美国的国家安全构成威胁,并且对军人的安全带来危险。
参议院的报告还指出,给美国公司提供零件的一家中国公司,是位于深圳的“宏兴达科技有限公司”(Hong Dark Electronic)。大约8万4000个疑似“山寨产品”都来自这家公司。
深圳“宏兴达科技有限公司”原联系人毛小东:“反正都是高端的东西,像电脑周边的,电脑主板,还有大型的设备方面。他们跟美国有作生意,你也知道美国那边卡得紧一点,基本上都是通过渠道销售过去,美国这些一般都会从日本或者韩国采购,不会找中国人。”
美国参议院军事委员会批判中国打击山寨产品不力,并且任由山寨品出口。参议院军事委员会曾派出调查员,希望能实地调查山寨产品的情况,但中共政府拒绝核发签证。
“北京大学”经济学教授夏业良向《新唐人》表示,中共当局有可能知道此事,要不然不会采取拒绝签证的办法。他认为这个事件已经超出“经济法”的范畴。
“北京大学”经济学教授夏业良:“我觉得已经超出经济法的范畴,因为不给签证,这属于外交和其他方面的一些问题。那应该考虑到WTO这些规则,而且有关联合国有关的一些规定,按照国际的法律和规则来进行协调,如果协调不了的话,那肯定要通过国际法院判决,然后怎么追索,但还是像我刚才讲的,如果官方不配合的话,追索是相当困难的。”
台湾前国防部副部长、“淡江大学国际事务与战略研究所”教授林中斌对《美国之音》表示,美国政府在近几年已经注意到这件事,也一直在进行调查。他说:这么多零件里面有可能是在中方做的,说不定还埋下一些东西在里面,这次的报告比较具体。
林中斌认为,“宏兴达”这样的公司,背景或许可疑,而中共政府拒绝核发签证给美方调查人员,更是耐人寻味。
夏业良认为,以后包括欧盟,像这种交易或者合作的产品,如果官方不能够按照国际上惯用的方式来给予回应的话,那应当采取一定的压力在正式谈判中提出来。
北京大学经济学教授夏业良:“我觉得(中共当局)这样做其实是自毁退路,将来如果越来越多的国家都是因为这方面的原因,来造成这样一种追索,没办法来实现执行的目标的话,那慢慢大家就不愿意再跟你做生意了,那就可能会取消合同订单,造成恶劣的影响之后,那肯定对出口规模会形成影响。”
美国联邦政府已经在5月16号将“宏兴达”及相关的十家公司,排除在美国政府的采购名单之外。

Cottage goods found in U.S. military equipment, 70% are from China
U.S. Senate Committee on May 21 reported that a large number of counterfeit electronic components from China are used for U.S. military equipment. China not only did not cooperate with the investigation, but also rejected the visas for the U.S. investigators. The report pointed out that among more than one million possible counterfeit products, 70% are from China.
U.S. Senate Armed Services Committee has issued a report claimed that a large number of low-grade electronic components from China are used for U.S. military equipment. The report noted that these inferior counterfeit electronic products,
including some electronic components used for the U.S. Navy SH-60B “Seahawk helicopter “, C-130J, C-27J transport aircraft and P-8A"Poseidon anti-submarine aircraft". The report said that this will affect the military’s combat capability and reliability, and pose a threat to U.S. national security and the safety of the soldiers.
The Senate’s report also noted that a Chinese company which provided the components to the U.S. companies is called “Hongxingda Technology Co., Ltd” in Shen Zhen. About 84,000 suspected cottage products were from this company.
Former contact of Shenzhen “Hongxingda” Mao Xiaodong: “These are all high-end stuff, like computer peripherals, computer motherboards, as well as large equipment. You also know that the U.S. is a little bit strict in this business,
(these products are) basically sold through channels. The U.S. usually purchase from Japan or South Korea instead of finding Chinese.”
U.S. Senate Armed Services Committee criticized China’s ineffective crackdown on cottage products, and let the cottage goods export. Senate Armed Services Committee has sent investigators and hoped to do field survey of cottage products, but the Chinese communist government refused their visas.
“Peking University” economic professor, Xia Yeliang noted to NTDTV,
the Chinese authorities may know this, or else it will not take the way of denying the visas. He believes that this event is beyond the scope of the
“economic law".
Xia Yeliang: “I think this is beyond the areas of economic law because of the denial of the visas belongs to diplomatic and other aspects. They should consider the WTO rules and some provisions of the United Nations and coordinate in accordance with the International laws and regulations. If not, it will certainly be through the International Court of Justice, and then about how to recourse. But as I just said, if the Chinese official do not cooperate, the recourse is quite difficult.”
Taiwan’s former Deputy Secretary of Defense, “International Affairs and Strategic Studies of Tamkang University” Professor, Lin Chong-pin said to the “Voice of America" that the U.S. government has taken note of it in recent years
and has been conducting the investigation. He said: So many components may be produced in China, perhaps even were planted some stuff in, this report is more specific.
Lin Chong-pin, such a company as “Hongxingda” is with a suspicious background.
It is even interesting and meaningful that the Chinese Communist government refused to provide visas to the U.S. investigators.
Xia Yeliang believes that, including the EU, as such a transaction or product of cooperation, if the official cannot be in accordance with the international usual way to respond, one should propose this in the formal negotiations with certain pressure on the other.
Xia Yeliang: “I think the (Communist authorities) do as such is a self-destructive retreat. If in the future more and more countries recourse because of this, and cannot achieve the implementation of goals, then slowly people will not want to do business with you, and they may cancel the contract orders,
which will have the adverse impact. It will for sure influence the export scale.”
On May 16, the U.S. federal government has excluded 10 companies which are related to “Hongxingda” out of the U.S. government’s procurement list.
