【新唐人2012年5月12日讯】中共在北京举办新任统战部部长培训班，培训的内容声称将吸收党外人士担任政府部委正职。外界认为，中共在这个时候搞统战，是为了缓解它目前的政治危机，但也不排除胡温有开放党禁，进行民主改革的意向。
2月，中共中央印发《关于加强新形势下党外代表人士队伍建设的意见》，建议选拔非中共人士担任政府部委正职，并要求各级党委培养选拔党外代表人士。
4月16号，大陆新任的地方统战部长培训班在北京开班，在开班式上明确强调，要学习贯彻上述有关“党外代表人士队伍建设”的精神。中共在十八大前夕进行新晋统战系统官员大规模的这种培训，引起外界的关注。
“中国社会民主党”中央委员会主持人刘因全表示，共产党已经失去了民心，因此，中共的统治基础现在已经大大的动摇。
刘因全：“当一党专制的统治，它们也看到了它已经走到绝路的时候啊，它想着要改，那怎么办呢？那就是要扩大一下统治基础，就是让一些共产党外的人士加入到这个体制里来，加入到共产党里来。给他们官，给他们比较高的位置，吸收这一些优秀人才，来补充一下，改变一下共产党一党专制的不足。”
王立军事件2月爆发后，先是王立军被抓，后是薄熙来被控，再到中共政法委书记周永康策划政变等等黑幕，把中共体制的腐败直接暴露在国际舞台，同时也让中国百姓无法容忍，民间要求“清算血债派、解体中共”的呼声日益升高。
大陆民主人士恩广：“我认为有可能它是一种解压的措施吧，还是想舒缓和凝聚一下它们的这种军心吧。”
自4月以来，中共政府网站时常出现“打倒中国共产党”、“推翻共产党”等标语。日前，广西柳州地区的融水苗族自治县28个政府部门网站全部被攻陷，内容号召全民大起义，推翻共产党，重建新中国！规模之大实属罕见。
刘因全：“相当于在共产党的一党专政的体制里掺沙子，就是共产党在危机面前，设想的一种救它们这种体制的一个方案。”
不过，刘因全说，目前在中共体制内有“开明派”和“血债派”两派存在，中共两会后，薄熙来倒台，民间消息传出，温家宝在中共高层多次提出要政改，但都遭到“血债派”的反对。这次也不排除是否是“开明派”的一个决策？
刘因全：“在中国当政者事实上分成了两大派。这两大派，我们在分的时候，一是开明派，这个开明派我们看，第一，他们不像血债派的那么狠毒的来镇压人民。第二，他们也看到了中国不改变不行了，所以他们也提出了进行改革。”
刘因全同时提醒，中共的“血债派”是由江泽民、曾庆红、周永康和薄熙来这些人为代表，这一派他们害怕改革，因为改革势必要否定共产党，而共产党完了他们也会遭到清算。所以，他们坚决反对改革，无论“改革派”提出任何有利中国进步的措施，“血债派”都会进行破坏。
不过，目前民众声讨周永康及政法委的呼声高涨，民间呼吁胡温，拿下血债派正是天赐良机，胡温万勿错过。

Acceptance of Non-CCP People in Government?
The Chinese Communist Party (CCP) held Beijing training
for a new director of the United Front Department,
claiming it will accept a non-party person as Chief of
Government Ministries.
The CCP’s engagement in a united front now, is to alleviate
its current political crisis, but it is also possible
Hu and Wen will lift a ban on political parties and conduct
democratic reform.
In February, the CCP Central Committee issued opinions on
the strengthening of the non-party representatives under a
new situation, recommending the selection of a
non-CCP person as a government ministries principal,

moderator Liu Yin-chuen said the CCP has lost people’s
support, its rule base has been greatly shaken.
Liu: “When the one-party authoritarian rule comes to
a dead end, it also thinks of being changed, but how?
That is to expand the basis of the rule is, to let some
Non-CCP people join its system and the CCP.
Let them be officials, give them a high position, absorb some
excellent talents, so as to change the weakness of one-party dictatorship of the CCP."
After the outbreak of the Wang Lijun event in February,
Wang was arrested, Bo Xilai was charged, and then the inside
story of Chinese Communist Politics and the
Law Committee Secretary broke of Zhou Yongkang plotting a coup.
The corruption of the CCP system was directly exposed
in the international arena.
The Chinese people will not tolerate it, and ask for
“liquidation of blood debt group, and disintegration of the CCP”.
Democrat En Guang from China said, “I think it is possibly a
decompression measure in order to soothe or unite the morale of the people."
Since April, on the CCP government websites banners often
appear saying things like “ overthrow the CCP".
Recently, in Rongshui Miao Autonomous County, Liuzhou, Guangxi,
28 government websites were all hacked and calling for
a universal uprising and the overthrowing of the CCP and
the rebuilding of a new China! The scale is large and rare.
Moderator Liu Yin-Quan of Chinese Social Democratic Party
Central Committee: “It is like mixing sand into the CCP one-party dictatorship.
It is a program to save their system in crisis. “
Liu said, within the Chinese Communist regime, there are the
liberals and the blood debt group.
After the Two Conferences, Bo Xilai fell down.
Civil news said, Wen Jiabao repeatedly proposed political
reform among CCP leadership, but has been opposed by the blood debt group.
It is hard to say this time what will happen,
it will not be a decision of the liberals.
Liu Yin-Quan said, “In China, power has two factions.
One is the liberals.
They are not like the blood debt group,
with vicious suppression of the people.
Secondly, they also see it will not do without reform in China,
so they also have proposed reform."
Liu reminded us that the blood debt group of the CCP
is represented by Jiang Zemin, Zeng Qinghong, Zhou Yongkang, and Bo Xilai.
This group is afraid of reform, because reform is bound to
deny the CCP and they will be liquidated if the CCP ends.
So they are strongly opposed to reform.
No matter what the reformists
propose in any measure favorable to China, the blood debt
group will carry out sabotage.
People denounce Zhou Yongkang and the Political and Law
Commission, and appeal to Hu and Wen,
there is now a good opportunity to overthrow
the blood debt group, Hu and Wen should not miss it.
