【禁闻】徐明被控 红顶商人显危机

【新唐人2012年4月5日讯】多家媒体报导,作为“博鳌论坛”会员的“大连实德公司”董事长徐明,仍然没有现身“博鳌”,证实他已经在3月14号牵涉经济案件而被控。专家指出,“官商勾结”在中共官场极其普遍,但商人往往成为权斗中脆弱的棋子。

《南方都市报》4月2号报导说,“博鳌亚洲论坛理事会”会议和会员大会已经在3月31号下午召开。徐明至今仍然没有履行参会报到手续,领取会员证件,而主办方也没有收到他取消行程的通知。

《新华社》旗下《财经国家周刊》4月1号援引大连知情人士的消息说,徐明可能涉及违规土地抵押套取银行贷款。报导还说,带走徐明的,应该是目前在大连办案的中纪委专案组。北京分析人士指出,中纪委一般不会介入普通的商业案件,除非案件牵连高层官员,因此目标是调查薄熙来相关经济问题。

“大连实德集团”证实,徐明3月14号开始就失去联系。和薄熙来3月15号被免职,可说是前后脚。

徐明在大连发家期间,正是中共政治局委员薄熙来主政大连期间。在薄熙来倒台后,媒体揭露出徐明是资助薄熙来儿子薄瓜瓜留学的财神爷,负担了薄瓜瓜在英国和美国留学的高额学费。

美国“南卡罗莱纳大学”教授谢田表示,薄下台后徐明被控的事件并不令人吃惊。

谢田:“徐明这样的红顶商人,他从权力中赚了钱,他反过来支持当初扶持他的政客像薄熙来这样的人,官司勾结、权钱勾结的事情,可以说,中国官员里边大慨几乎95%以上人都是这样的情况,所以他要是通过贪腐、通过腐败来互相攻陷、来互相政治权力的斗争的话,那么就可以把所有的人都拉下马来。”

《德国之声》引用中国宪政学者陈永苗的话说,这种“官商联盟”在中国的政治生态中非常普遍,省部级以上的官员都有“编制外的财政大臣”,随时带着钱袋子。例如贾庆林和福建商人黄如润。

谢田也指出,“官商勾结”在其他社会受到政治监督和媒体监督,一旦曝光,不法的商人和官员都会锒铛下狱。但在中共体制不允许建立这样的监督和制衡,因此没有任何阻止和解决的办法。

谢田:“这是为什么共产党它要反腐败的话,它也喊了很多年,但是实际上它做不到,因为它做到了(的话),它本身必须把全部共产党利益集团特权阶层全部铲除掉,才可能真正铲除在中国的腐败。不法的商人和当事的官员他们实际上是一个互利共生的这样一个局面,这个局面我觉得在中共垮台之前的话,实际上是没有什么解脱的办法。”

仅管成为红顶商人一时风光无限,但商人们也往往成为官场政治中最为脆弱的棋子。最为人熟知的例子就是“厦门远华走私案”主嫌赖昌星。

时事评论家文昭指出,赖昌星自去年引渡回国后,虽然表面上没做什么动作,但在这次薄熙来下台事件中,以前跟赖昌星关系密切的贾庆林等一行中共高官,至今表面跟胡、温保持一致,可见胡,温一直将赖昌星捏在手中当一张牌。

谢田:“中共实际上是一个非常残暴的暴力集团,它在镇压、在压制全中国人民。跟中共合作投资、在用资金支持它的时候,实际上是助纣为虐、侵害了中国人民的利益。中国共产党的统治现在看来都是摇摇欲坠的,都是靠不住的,所以你把你的资金押在它们共产党人身上的话,我想你注定是要后悔的。”

《德国之声》的报导说,目前整个“薄王事件”,中共官方秘而不宣,依然是“宫廷政治”的发展脉络。陈永苗表示,虽然很多右派公共知识份子认为,籍由这起事件可以启动中国政改,但他认为这只是一种幻想,民主并没有向中国靠近。

Xu Ming, Businessman of Prestige, Detained and in Danger

Xu Ming, CEO of Dalian Shide Group, is believed to have been detained on March 14 due to bribery charges. As a member of the Boao Forum for Asia, his absence from the conference confirmed his arrest. Analysts point out that “collusion" is extremely common in the Chinese Communist officialdom, and businessmen are often a vulnerable pawn in the power struggle.

The Southern Metropolis Daily reported on April 2 that the Boao Forum for Asia 2012 convened on the afternoon of March 31. To date, participant Xu Ming has not reported to the meeting, retrieved his badge, and the organizer has not received his cancellation.

Economy & Nation Weekly, a subsidiary of the Xinhua News Agency, reported on April 1 that according to insiders from Dalian, Xu Ming is involved in
illegal bank loans via land collateral. The report also believed Xu was taken away by the Central Commission for Discipline Inspection, which is handling the case in Dalian. Beijing analysts indicated that the Central Discipline
Inspection Commission generally will only intervene in business cases which implicate senior officials. Therefore, the investigation is targeting Bo Xilai
and his financial issues.

Dalian Shide Group confirmed Xu has been missing since March 14. Bo Xilai was removed from office on March 15.

Xu Ming made his fortune in Dalian during the time when Politburo Bo Xilai was governing Dalian. After Bo Xilai’s fall, media revealed that Xu Ming
was the financial backer who funded Bo Xilai’s son, Bo Guagua’s high tuition while study abroad in both the United Kingdom and the United States.

Xie Tian, assistant professor at the University of South Carolina Aiken, said it is not surprising that Xu was detained during Bo’s fall.

Xie Tian: “A prestigious businessman like Xu Ming makes money via the authorities.
In return, he supports the politicians, who assist him, such as Bo Xilai. This is collusion. Over 95 percent of CCP officials are involved in such a situation.
Therefore, if the political power struggle involves attacking corruption, pretty much every official could be unseated."

Constitutional scholar, Chen Yongmiao, indicated to Deutsche Welle that this kind of alliance
between officials and businesses is very common in China’s political ecology.
All officials at the provincial and ministerial level and above are equipped with their own finance officials outside of the system who carry money at all times, such as Jia Qinglin and the Fujian merchant, Huang Rurun.

Xie Tian also pointed out that collusion is subject to political oversight and social and media supervision. Once exposed, both unscrupulous businessmen and
officials will be imprisoned. However, such checks and balances are not allowed
in the regime, therefore, there is no way to stop or resolve it.

Xie Tian: “This is why the Communist Party talks about anti-corruption for years, but in fact can not do it. To fundamentally cut the corruption in China, all interest groups and the privileged class in the Communist Party must be eradicated completely. The unscrupulous businessmen and party officials are
in a symbiotic relationship, an irresolvable situation before the collapse of the Chinese Communists."

Despite the momentary fame, privileged businessmen are often the most vulnerable pawn in bureaucratic politics. The best known example is Lai Changxing, the prime suspect of Yuanhua smuggling case.

Wen Zhao, a commentator, pointed out that on the surface, nothing happened to Lai Changxing after extradition last year. However, after Bo Xilai went down, senior officials with close ties to Lai Changxing, such as Jia Qinglin, have been in line with Hu and Wen. Obviously, Hu and Wen have played Lai Changxing
like a card.

Xie Tian: “The CCP is actually an extremely brutal, violent group that suppress and control the entire Chinese people. Any investment and funds to support it is actually helping the evil and goes against the interests of the Chinese.
The ruling of the CCP is crumbling and unreliable. I believe you’re destined to regret if using your money to bet on the communists."

Deutsche Welle’s report stated that due to the CCP regime’s silence about the Bo and Wang incidents, it is still developing within the “palace politics.”
Chen Yongmiao indicated that even though many right-wing public intellectuals think this incident could cause political reform, he believes it is just an illusion and democracy is no nearer to the Chinese.
