【新唐人2012年3月24日讯】3月21号,《新华社》报导重庆十八大代表名额时,声称中央共分配给重庆42人,尽管总数没变,但人们发现,重庆代表团原有的一个中央提名名额不见了,外界认为这个取消的名额应该是针对重庆市前市委书记薄熙来的。而薄熙来被免去职务后,十八大结构有何变化,中国是否能好起来,最后结果会怎样,外界议论纷纷,都在期盼了解真相。
与薄熙来被免职相关的种种传言,网络上出现了各种不同版本的猜测:有传言说薄熙来已被双规,还有传说他“在家平静坦荡”,也有传他被羁押在河北。全中国社会也都在等待中共中央对他的最后处理。
3月22号《人民日报》旗下的《环球时报》刊发社评说,“相信党中央”,成了中国社会在声音纷杂时的所谓“整体理性”。
不过“公民力量”组织发起人杨建利指出,期待真相并不意味着相信中共。
“公民力量”组织发起人杨建利:“大家现在有一个心态,就是看共产党内斗的公开化,还有他们的分裂是大家愿意看到的,薄熙来的倒台实际上是很多人所期待的,现在大家都想了解更多的事情,所以希望中共中央有更多的真相,最后知道对薄熙来的处理的结果是什么。”
山东大学退休教授孙文广认为,如果现在的领导人能调过头来,中国真的能走向复兴。不过中共政府还像原来一样,只能把中国拖入深渊,
孙文广:“它如果要改变的话,比如给6.4平反,或者宗教问题上解决一下,法轮功的问题解决一下,平反,那么这样的话,讲它有些历史上的作用啊,还是可以的,但现在看不出来,它没有做出这个决策来,虽然有这个苗头,但是落实到什么程度,还不知道。”
《环球时报》这篇社评还说,中国社会的人心是稳定的。
孙文广指出,这种说法不符合事实,中国现在从上到下,怨气沸腾。重大历史问题没有解决,贫富差别,官员贪腐,暴力拆迁,抢占土地,宗教问题,有毒食品,空气污染,环境破坏,打击独立参选人等,问题多多。
孙文广:“选举完全搞假选举,完全在一党操控之下,各种非法的行为都出现了,独立参选人,给你关在家里不让出去,这是我自己经历的,张贴的海报,全部…马上给你撕掉,是公安在撕,不让你到各个选区去见面,大学校门封锁起来,不让进门,把你长途旅游…旅游半个月回来,选完了。”
据孙文广反映,“山东大学”规定,参加选举必须是男性党员。
大陆维权律师唐荆陵说,中共基层官僚不懂中共的政治权术,把他们的秘密泄露了。
唐荆陵:“但是它并没有在法律上说只有中共党员才能参选,它只会用政治手段确保它的人当选,包括用黑箱,用各种各样的混选,强迫你在别人的监视下投票,现在中共的选举,说它是假选举,本质上它是一个指定制,你是一个非党员,你要去参选,它就会阻挠你,即使你是一个党员,没有你上级提名你,你要去参选,一样会阻挠你的。”
有报导说,十八大代表的产生程序,第一阶段是由基层党员“推荐提名”,然后逐级由党委筛选,再经组织考察、确定代表候选人初步人选,然后再预备候选人选,候选人数应多于当选名额15%。

Bo Is Out, What’s Next For The People?
On March 21, Xinhua reported on the Chinese Communist
Party (CCP) representatives’ quota for the 18TH congress.
It claimed that the central government has allocated
42 seats for Chongqing’s representatives.
The total number hasn’t changed, but what had changed
is the original nominees’ names of Chongqing’s delegation.
It’s speculated that the canceled names for Chongqing City
are those given by Bo Xilai, the former City party secretary.
Since Bo has been dismissed from his position,
how will this impact the incoming 18th CCP congress?
Will China be better off? What will be the final outcome?
The outside world is looking forward to these answers.
There are various speculation about Bo’s removal
from position, circulating on China’s internet.
Some say Bo is detained and interrogated.
Others claim Bo is calm and magnanimous at home.
Rumors are, Bo is detained in Hebei too. But all Chinese
are waiting for CCP’s Central Committee’s final word on Bo.
On March 22, People’s Daily’ Global Times published
an editorial on the issue.
It wrote, “to believe CCP Central Committee”
has became the so-called “issue of rationality".
Yang Jianli, sponsor of Civil Power organization,
commented on the topic.
Yang pointed out that looking forward to the truth
does not mean that people should believe CCP.
Yang Jianli: “We now are mentally ready to witness CCP’s
internal struggle. And people are willing to see their split.
Bo’s downfall is actually what many people were waiting for.
Now everyone wants to know more.
Thus people are hoping the CCP’s Central Committee
will release more facts and its final position on Bo.”
Sun Wenguang, retired professor from Shandong University,
thinks if current leaders went so far, China is ready for change.
But if CCP’s government acts the same as before,
they can only drag China into an abyss.
Sun Wenguang: “Does it want to change on matters
like the June 4th event, or the policy on religious issues?
Or to change on the issue of Falun Gong, to rehabilitate them.
If so, it will have some historical significance.
However, now people cannot see such trend.
It has not made this kind of decisions yet.
Although there are some signs for those,
people don’t know to what extent will they be implemented."
The editorial of Global Times also said,
that the hearts and minds of the Chinese are stable.
Sun Wenguang points out that what CCP says is inconsistent
with the facts. China is boiling with resentment.
Major historical problems haven’t been solved, like rich-poor
gap, officials’ corruption, violent demolitions, religious issues, tainted food, environment issues, independent candidates, etc.
Sun Wenguang: “Elections are completely sham, entirely
controlled by the one-party, with all kinds of illegal actions.
Independent candidates were locked at home,
not letting them go out, in my personal experience.
Their posters were all torn down immediately,
by the public security.
They don’t let you go to various places
to meet with constituencies.
They close the university gates, not letting you enter,
and take you to a long-distance journey.
When you return home after half a month of travel,
the elections are all over."
According to Sun Wenguang, Shandong University requires
people participating in elections to be male CCP members.
Tang Jingling, human rights lawyer in mainland China,
spoke on this issue.
Tang said that the CCP bureaucrats do not understand
CCP’s political trickery and reveal their secrets.
Tang Jingling: “It is not written in the law,
that only CCP members can participate in the elections.
They use political means
to ensure their persons are elected.
Including the use of black box, mixed elections,
forcing you to vote in someone else’s presence, etc.
As to CCP’s current election, it is said to be a sham election,
in essence, it is a specific system.
If you are not CCP member and want to be a candidate,
they will obstruct you.
Even if you are CCP member but are a candidate without
your superiors’ nomination, they will thwart you as well."
It is reported that in the representatives’ generation process
for CCP 18th congress, the first stage is to be nominated by the grass-roots party members.
Then one is progressively screened by the party committee,
followed by the investigation by the organization.
After it determines the initial candidates,
the candidates can prepare for elections.
The number of candidates should be
15% more than the proposed elections’ seats.
