【新唐人2012年3月15日讯】温家宝在他任内最后一次的“两会”答记者问中声称,他“在最后一年,将像一匹负轭的老马,不到最后一刻绝不松套。努力以新的成绩弥补工作上的缺憾,以得到人民的谅解和宽恕。”同时,他也对在任职期间中国经济和社会所发生的问题,表示歉疚。
温家宝还表示,“由于能力所限,再加上体制等各方面的原因,我的工作还有许多不足。虽然没有因为不负责任而造成任何一件事情上的失误,但是作为国家最高行政机关的负责人,对于我在任职期间中国经济和社会所发生的问题,我都负有责任。为此,我感到歉疚。”
《希望之声电台》评论员蓝述:“胡温刚刚上任的时候,他们搞的那个亲民政策,喊着宪法万岁。到了现在,中共比九年前更腐败。当初宪法万岁喊得这么响,到现在为止中国也没有实现宪政,中共仍然是凌驾在宪法之上的这么一个独裁政党,这么一个极权的专政。”
兰述认为,温家宝仅仅要求人们的宽恕是不够的。对温家宝的要求,不是要做一个勤勤恳恳好人的要求,是要能胜任总理的要求。
而经济学者巩胜利认为, 温家宝作为总理的八年,通货膨胀和房地产达到历史的最高点,贫富差距也达到了历史的最高点,到现在,国家连最起码的法治环境都没有建立起来,他应该是有责任的。
巩胜利: “温家宝这么一个激情的总理,有他的失误、有他的不足、还有他的一些执政理念的根源缺失。我觉得有这三点对他的评价吧。”
回顾温家宝担任总理的这些年,中国发生过SARS、汶川大地震、全球金融危机等重大事件,他的表现受到一定程度肯定。不过,近年来物价飞涨,房价急速攀高,也引来了很多民怨。甚至温家宝在2003年曾经指出的五个主要问题,到现在依然存在,有的还更严重了。
但是,在这最后一年多里,温家宝“动作频频”,尤其在政府行政部门力推政务改革,试图一改此前“空喊”政治体制改革的形象。
蓝述指出,温家宝所要求的体制改革,是以维护中共的继续执政和中共极权专政的存在为前提,这也是他提出的改革设想没有办法实现的根本原因。
蓝述: “中国社会最根本矛盾,就是这个党民矛盾,中共和中国人民之间的矛盾,相反的你还去表态继续去拉中共这匹破车。那你继续拉这匹车,造成的后果就是,中共继续凌驾在人民之上。中共依然是凌驾于法律之上,凌驾于国家之上。”
巩胜利则表示,中共体制的根本问题是权力掌握在极少数人手中,这与全世界绝大多数国家价值观相左。所以,中国不建立民主法制国家,不接受普世价值,中国就没有未来。
巩胜利:“像中国的现在,包括知识界、科学界,还有人与人的生存环境,62年至今,一直没有与全世界,包括联合国的一些宪章进行相容。共产党执政这么一个大环境、一党独裁的执政,作为一个法制国家是绝对不可能的。”
纽约“民主大学”校长唐柏桥的观点则是:希望中共能够把中国引向光明,这是纯粹浪费时间和感情,共产党像一个腐蚀中国的蛆虫,把蛆虫处理掉,中国当然就干净了。唐柏桥认为,中国需要一场民主革命。

Wen Jiabao Seeks Understanding and Forgiveness

claimed that “In my last year, I will be like an old horse, bear much, and won’t relax until the last moment.
I will try hard to compensate for the shortcomings at work
to gain people’s understanding and forgiveness."
Meanwhile, he is also sorry for the economic and
social problems that occurred during his tenure.
Wen also said “Due to capacity constraints and
institutional reasons, there are many deficiencies of my work.
Although there were no errors caused by irresponsibility,
as the person in charge of the highest parliament,
I am responsible for the economic and social problems, which
occurred during my tenure. For this, I feel apologetic."
“Sound of Hope" radio commentator Lan Su:"When Hu and
Wen took over power; they engaged in populist policies and shouted constitution forever.
Now, the CCP (Chinese Communist Party) is even more corrupted.
Until now has China has not realized constitutionalism.
The CCP still overrides the constitution. It is an authoritarian
political party and a totalitarian dictatorship."
Lan thinks, it is not enough that Wen simply ask for forgiveness.
For the requirements for Wen,
it is not the requirement to be a diligent and good person,
it is the requirement of capability of performing as a Prime Minister.
Economic scholar Gong Shengli thinks, during Wen’s 8 year-tenure,
inflation and real estate have reached the highest point in history, including the gap between rich and poor.
Now, the basic legal environment has not been established.
He should be responsible for these.
Gong: “Wen as Prime Minister with passion,
has his mistakes, shortcomings and
basically missing governing philosophy.
I think these three points evaluate him."
Recalling the years with Wen as Prime Minister,
China has been through SARS, the Wenchuan earthquake,
the global financial crisis and other major events.
His performance was affected to some extent.
But, in recent years, soaring prices of goods and
houses also attracted many grievances.
Wen pointed out five major issues in 2003
which still exist today, some have become even worse.
However, in the last year, Wen"moves frequently".
Especially in pushing for the reform of executive branches
of government and trying to change the image of
the previous “empty" political reform.
Lan pointed out that, Wen’s requirement about the
institutional reform is to maintain the CCP’s stay in power.
His requirement is based on the CCP totalitarian dictatorship.
This is also the fundamental reason that his reform presupposes cannot be achieved.
Lan: “The most fundamental contradiction in China
is the contradiction between the party and the people, between the CCP and the Chinese people.
In contrast, you gain the position to continue
pulling the CCP, this old broken car.
The outcome is the CCP continues to override the people.
The CCP is still above the law and the country."
Gong considers that the fundamental problem of the CCP
is that the power lies in the hands of a few people.
This is against the values of the majority of the countries
in the world.
So, China has no future if it does not establish
a democratic state or accept universal values.
Gong: “China still has not adjusted since 1962 to the world’s
and UN’s charters in intelligentsia, scientific community and living environment.
It is impossible for a country with law that the CCP can supervise
such a big environment and continue with one-party dictatorship."
Tang Boqiao, the president of the New York
“Democracy University"pointed out that:
It is a waste of time and feelings hoping the CCP could lead
China to a bright future. The CCP is like maggots eroding China.
If the maggots are cleaned out, China is of course cleansed.
Tang Boqiao believes that China needs a democratic revolution.
