【新唐人2011年11月19日讯】美国国会“美中经济和安全审查委员会”近日发布的致国会年度报告,内容包括了美中贸易与经济关系,直接影响美国安全利益的中方活动,以及中共的军力发展不透明等。与此同时,美国总统奥巴马公开表示,美国并不惧怕中共,并与澳大利亚签署了新的安全条约。外界分析,美国的目地在遏制中共的扩张。
最近,美中两国关于人民币汇率之争再起,互相角力此起彼伏。
《路透社》报导,美国由12名两党人士组成的委员会,周三,提出了406页的报告。报告中指出,中国经济正沿价值链向上移动,中国经济的设计者希望能带领中国跻身高科技产品、高端研发以及新一代产品领域。
美国南卡罗莱纳大学艾肯商学院教授谢田对这个说法表示怀疑,他认为中国在5到10年都不会迈出实质性的一步。
美国南卡罗莱纳大学艾肯商学院教授谢田:“因为所谓在这个经济价值链向上移动的话,我们看不出这个趋向来。比如说有一个外国新的产品,苹果的新的产品或摩托罗拉新的产品一来的时候,马上中国的仿冒产品就出来了,山寨版、水货、山寨产品的价格非常低廉,价值,盈利非常少。如果真有哪家公司想去研发那种高科技产品,它会发现,它投入很大的资金去研究以后呢,它竞争不过那些山寨产品,没有那个利润额空间。它也就没办法,或没有这种意愿去投入那种高科技的研发。”
谢田指出,近30年中国没有多少产品是自己开发出来的。这种经济环境本身,就不利于中国高科技和创新科技的发展。
今年8月,中国昆明被发现22家山寨苹果店,一家山寨宜家店,让西方人哗然。
委员会主席威廉.莱因甚在开幕式上表示,北京在国际舞台上越来越咄咄逼人。他举例,在南中国海问题上,北京不顾其他国家的不满,坚持把一个多国的领海权纠纷看作一系列的双边领海纠纷来处理。同样,在对待朝鲜和伊朗的问题上,北京也不把它放在全球和平稳定的地位之上。
时事评论员李天笑表示,威廉•莱因甚的说话有含蓄的潜台词,但实际上,美国非常清楚中共的意图。
李天笑:“美国方面非常清楚中共方面进行军事扩张的背后的意图,非常清楚。它背后的潜台词是,中共通过军事力量扩张自己的专制制度,对于东亚地区造成威胁的一种说法。”
《美国之音》报导,总统奥巴马周四向澳大利亚国会发表演讲时说,有网友表示,美国害怕中国,奥巴马认为,这种说法错误。此外,他说还有一种观点认为,我们不想同中国合作,想把中国排除在外,这也是不对的。
在这次记者会上,美国和澳大利亚签署了新的安全条约。《美联社》报导说,人们普遍认为,这一安全协定目地在于遏制中国的扩张。
李天笑认为,中共当局现在没有能力去应付这种情况。
李天笑:“首先它在内政上,遇到了非常大的困难,现在中国内陆民众的反抗此起彼伏。每年达到近20万。党内的退党运动风起云涌,蓬勃发展,三退已经超过一亿人了。另外,从很表面的现象也看出来了,国内的维稳费用超过了军事费用。”
此外,奥巴马还警告说,北京必须遵守全球航行规则,必须“重新考虑”它对全球贸易的态度。

Obama: US Does Not Fear China
The U.S.-China Economic and Security Review Commission
(USCC), recently released its annual report to Congress, including the U.S.-China trade and economic relations.
China’s troubling behavior is a direct threat to U.S. national
security, including China’s lack of details on its military development, and so on.
Meanwhile President Obama says the U.S. does not fear China,
and he announced a new security agreement with Australia,
which experts say is designed to contain China’s growing
aggressiveness.
Recently, China’s RMB rate rise dispute came up again.
Reuters reported that the bipartisan, 12-member body said
in a 406-page report on Wednesday that China’s economy is
moving up the value chain and that China’s planners are intent
on joining the realm of advanced technology products,
high-end research and development,
and next-generation products.
Professor Xie Tian, of the Economics Department
of the University of South Carolina,
believes that China will not take substantial steps within the
next 5 to 10 years.
Xie Tian: “If there is indeed a so-called economy-value chain
on the rise, we aren’t able to see the trend.
For example, if new foreign products, like a new Apple product
or a new Motorola product is released, in China,
very cheap counterfeit products will spring up everywhere.
These counterfeiters make a very small profit margin.
If there were any company what to develop the kind of high-tech
Products, it will find it needs much investment to study,
It still can’t compete with the counterfeit products,
because of the limited profits, it has no way to invest in it.”
Xie Tian points out that over the course of the last 30 years,
China doesn’t have many products that they developed themselves.
This economic environment is not conducive to China’s
high-tech and innovative technology.
On August 22, counterfeit shops were found in Kunming.
One of them shocked Western society.
William Reinsch, chairman of the USCC
said at the opening ceremony that Beijing increasingly acts
with greater assertiveness on the international stage.
He cited the South China Sea issue.
Beijing ignores the dissatisfaction of other countries,
and fails to adhere to the rights of multinational territorial disputes.
Similarly, regarding the issue of North Korea and Iran,
Beijing doesn’t consider them as issues that effect global peace and stability.
Commentator, Li Tianxiao,, said that William Reinsch’s points
out that the United States is very clear about the CCP’s intentions.
Li Tianxiao: “The United States is very clear about the CCP’s
intentions behind its military expansion.
The CCP wants to increase is rule through military expansion,
posing a threat to East Asia.”
Voice of America reported that President Obama delivered
a speech to the Australia Parliament on Thursday,
saying that the notion that the United States fears China
is a misnomer.
In addition, he said that the idea that the United States
was looking to exclude China, is not true.
The United States and Australia signed a
new security agreement.
Associated Press reported that people generally believe that
the security agreement is meant to contain China’s expansion.
Li Tianxiao believes that the CCP doesn’t not have the ability
to expand.
Li Tianxiao: “First, domestically speaking,
the CCP is encountering a massive problem in the mainland, with protests springing up everywhere.
There are about 200,000 protests each year.
More and more people, over 100 million people
have renounced their membership in the CCP’s affiliated organizations.
In addition, from a superficial level,
we can tell that domestic expenditures,
in order to maintain so-called social stability,
exceeds military expenditures.”
Obama also warned that Beijing must comply with global
rules of conduct and must adopt a global mind-set when it comes to international trade.
