【新唐人2011年11月16日讯】根据美国移民服务局的报告,2011年中,中国人占了全部投资移民申请和获批者的四分之三以上。资料显示,超过60%的富人已经移民或正在考虑移民。而中国自78年以来的留学生,超过2/3近80万人留在了海外。一些学者警告,中国经商环境不断恶化,如果这些富豪带走的现金无法回流到中国,中国的经济将面临崩溃的危险。
据美国移民局说, 2011年共有2969名中国公民申请了投资移民签证,其中有934人获批准。
早在今年4月,“招商银行”与“贝恩管理顾问公司”联合发布《2011中国私人财富报告》,报告显示,个人资产超过一亿元人民币的企业主中,27%已经移民,47%正在考虑移民,也就是说,有74%富人想离开中国移民他国。
这项调研还指出,以1000万“个人可投资资产”为界限,2011年将增加到96万人,其中,60%的富人已经完成或正在考虑投资移民。
最近“中国银行”和财富研究公司“胡润百富”(Hurun Report)进行的一项调查显示,数字也大致如此。“胡润百富”调查还指出,大陆有钱人想移民的国家第一是美国,占了40%;其次是加拿大,占37%。
上海一位胡老板认为,中国经济出了大问题,富人纷纷出逃。
上海胡老板:“第一银根收紧,第二吴邦国讲不搞私有化,这个话把老板们都吓跑了,都吓死了。不搞私有化,是不是第二次又要共产啊?人家是这么以为的。已经过近民退了,把人家吓死啊,全部要逃到外面跑啊。所以,现在美国加拿大移民不得了,领事馆排队的人,多的不得了啊。”
移民专家张跃辉对《华夏时报》表示,对于企业家来说,这些年社会仇富情绪越来越大,社会治安事件频频发生,这是促使富人移民的重要原因。
而年近八旬的孔令平先生也多次公开表示,希望移民海外,能有个舒心的晚年。他分析中国人为什么总想出国?他认为原因很多,但有一点就是中国大陆令人失望。
孔令平:“我看见中国内部真是,每天我都要生气,我看不来这种表面上好像歌舞升平,表面上很繁荣,实际上穷的穷,富的富,一塌糊涂,我看不来啊。比方说很简单一个例子吧,街道的修建,贪官们修建街道都是为了向包包里塞钱啊,到处乱来,修了一道又一道。但是边缘的那些农村里面,是什么一个状态。却没有人管。”
当然移民的队伍中也包括大批贪腐分子——有调查显示,保守估计,1999年-2009年间,以党政干部为主体的贪腐分子共卷走人民币8000亿以上。
不过,张跃辉也认为,中国5%的人控制了95%的财富,这些人走了,剩下来95%的人和5%的财富。很多资源都倒腾完了,剩下一个烂摊子。
北京工业大学经济学教授胡星斗接受香港《明报》采访时说:“我们看到太多担心自己会面临牢狱之灾的企业家。”
胡星斗认为,缺少法律保护使得中国很多地方的经商环境不断恶化,这增加了中国富豪的移民动机。他警告说,这些大富豪的外流带走了大量现金,如果现金由于经济萧条而无法回流回大陆,这将对处于逆境的中国经济造成严重冲击,中国经济将面临崩溃。
另一项报告的数字也令人回味。
据“美国国际教育研究所”(Institute of International Education)和“美国国务院文化教育署”联合发布的年度报告,中国留美学生总数达到15万7千5百58人,比上一学年激增23%,这一资料约占美国海外留学生总数的22%。
但自1978年以来,中国有107万海外留学生,只有27.5万人回国,有近80万的人才流失海外。
看来,中国在专制体制下,如何“留住”财富和人才,是极具挑战性的议题,我们将继续关注。

Most Of China’s Wealthy Want Out
U.S. Citizenship and Immigration Services (USCIS)’s report
indicates that Chinese account for over 75% of investment immigration applicants and approved cases in 2011.
Statistics show that more than 70% of the wealthy in China
have emigrated or are considering emigration.
Nearly 800,000 overseas Chinese students, or more than
two-thirds of them since 1978, remain overseas.
Some scholars have warned that the business environment
in China is deteriorating.
If the money taken by the wealthy cannot come back,
China’s economy will face the danger of collapsing.

In April, 2011, China Merchants Bank and Bain & Company
published a joint report, “Private Banking White Paper 2011.”
The report shows 27% of those with over RMB 100 million
have emigrated, and further 47% are considering emigration, or 74% of the wealthy not wanting to live in China.
The study also pointed out that 2011’s required limit
of RMB 10 million in “personal investable assets” will increase to RMB 96 million.
However, 60% of the rich meet this requirement too
and are considering emigration.
Recently Bank of China and Hurun Report
carried out a survey, which has a similar conclusion.
Hurun Report also indicates US is the first choice of China’s
wealthy emigrants, accounting for 40% of them; Canada is next with 37%.
Business owner Mr. Hu from Shanghai, thinks China’s
economy has a big problem. Rich people want to run away.
Mr. Hu: “First, banks tighten up; second, Wu Bangguo
talks about no privatization, which scares away the wealthy.
No privatization, does it mean another robbery of private
assets? People think so. They’re scared and want to run away.
Many people emigrate to US and Canada.
There are long lines at the embassies.”
Immigration expert, Zhang Yaohua, told China Times that
the hatred sentiment toward the rich is getting stronger.
Social conflicts happen frequently.
This is an important reason for the wealthy to leave.
Mr. Kong Lingping, who is nearly 80 years old, expressed that
he wants to go overseas to live the rest of his life in comfort.
He analyzed why Chinese want to leave China. He thinks
there are many reasons, one being, “China is disappointing.”
Kong Lingping: “I get angry everyday just by looking
at the reality. I cannot accept the superficial prosperity.
The poor are so poor. It is a mess and I do not like it.
Take street construction for example,
the streets are under repair again and again.
Corrupt officials use these opportunities to take money.
So many roads are under repair.
But the roads in the rural areas are in a bad state.
No one takes care of those.”
Among those emigrated are corrupt officials.
According to conservative statistics, between 1999 and 2009,
RMB 800 billion was taken away by corrupt officials.
Zhang Yaohui thinks that with 5% of the population
controlling 95% of China’s wealth,
what’s left after they emigrate is 95% of the population,
and 5% of the wealth.
Resources have all been consumed, what is left is a mess.
Professor of Economy at the Beijing University of Technology,
Hu Xingdou, said during his interview with Ming Pao: “We see too many business owners who fear to be in prison.”
Hu Xingdou believes the business environment in China
continues to deteriorate due to lack of legal protection, which motivates China’s wealthy immigrants.
He warned that the outflow of these rich take away
a lot of cash, and China’s economy might collapse
If the cash cannot return back to China due to recession, it will
have a seriously adverse impact on the Chinese economy.
The data of another report also is worth noting.
According to the annual report of US Institute of International
Education and State Department’s Bureau of Educational and Cultural Affairs,
the total number of overseas Chinese students reached 157,558
in 2010, a 23% increase, and accounting for 22% of all overseas students in the US.
Since 1978, there have been over 1.07 million overseas
students. Only 275,000 returned to China, nearly 800,000 talented stayed overseas.
Under China’s totalitarian system, how to keep home
the wealthy and the talented seems to be a growing challenge.
