【新唐人2011年9月6日讯】利比亚全国过渡委员会主席贾利勒日前在一次新闻发布会上,公开指责中共阻挠国际社会解冻利比亚海外资产。评论认为,中共这一做法是出于政治交易的目地,因为中共目前在利比亚问题上“可打的牌”已不多。中共对利比亚这一不断变换的立场,也被媒体称作“骑墙式外交”。
9月3号,利比亚全国过渡委员会主席贾利勒在委员会根据地,班加西的一场新闻发布会上,提出这项指控,但没有说明具体情况。
全国过渡委员会发言人阿卜杜勒则说,中共在“利比亚之友”会议上虽然支持解冻利比亚在海外的150亿美元资产,作为过渡的必须资金,但却反对向全国过渡委员会赋予支配利比亚在海外全部1700亿美元资产的权利。
时事评论员文昭:“它(中共)现在可打的牌不是很多,那麽它会在一些国际问题上,持一些反对意见,然后它就出来跟利比亚临时政府讨价还价,就说‘我可以支持你’,但是以后要在比利亚的重建过程中,你要把一些(便宜)分给我,就是说它会有一些条件。”
贾利勒说,利比亚国家过渡委员会执行局主席吉卜里勒早前在巴黎出席“利比亚之友”活动时,会见了中共副外长翟隽,并想了解北京这一“意想不到的立场”。
时事评论员文昭:“这个我想主要是一个政治交易的问题。因为现在中国在利比亚还有一些投资,那麽它对利比亚未来的政府,会不会跟卡扎菲一样给与中共同样的待遇,或者说它还想争取一些更好的待遇。”
《美国之音》报导引述阿卜杜勒的话说,北京肯定是在运用他的否决权,来巩固他在利比亚的利益不会受到损害。《美国之音》将中共对利比亚不断变换的政策称作是“骑墙式外交”。
中国独立作家蔡博士:“它(中共)在拿这个东西在压嘛,那最后压不了怎么办?它先拖,拖一段时间再看。”
中共外交部9月1号表示,“中方重视利比亚全国过渡委员会在解决利比亚问题上的重要地位和作用”。但中共到目前却还没有承认全国过渡委员会的地位。
时事评论员文昭:“它现在不承认是因为它碍于面子,过去刚刚支持卡扎菲,卡扎菲一倒台,它第二天就宣布支持卡扎菲的对手了。这个在国际政治舞台上实在是太不光彩的事情。”
但文昭认为,中共承认利比亚临时政府只是一个时间问题。
时事评论员文昭:“联合国现在正式承认利比亚过渡委员会的会员国,一共有78个,所以这基本上大势已定了。包括中共、俄罗斯和卡扎菲的盟友,都不认为卡扎菲能东山再起。在最后决定利比亚政治的未来的国际博弈当中,它(中共)不愿意被边缘化,所以它最后一定会承认。”
此外,加拿大《环球邮报》9月3号披露中共公然违反联合国禁令,暗中帮助卡扎菲政权。文件显示,中共官方控制的武器制造商在今年七月下旬,准备卖给卡扎菲政权2亿美元的武器和军火。
大陆著名博客作家颜昌海表示,众多资料显示,中国的权贵资本暗中支持本•拉登及基地组织,甚至暗中支持朝鲜挑衅西方。但表面上却假惺惺的与西方合作充当和事佬。

Libya Denounces the CCP
President of Libya National Transition Committee,
Mustafa Jalil, at a recent news conference,
denounced the Chinese Communist Party (CCP) for blocking
the unfreezing of Libya’s overseas assets
by the international community.
Some commentators believe that the CCP’s approach is for
the purpose of political transactions,
because the CCP currently doesn’t have many cards to play with.
The CCP’s constantly changing position on the Libyan issue is
called “fence-riding diplomacy" by the media.
On September 3, Libya’s National Transition Committee
President Mustafa Jalil made the allegation
on a press conference held at Benghazi,
but he did not specify the situation.
National Transition Committee’s spokesman Abdul said that
although on the “Friends of Libya" conference,
the CCP supported unfreezing Libya’s USD 15 billion
in overseas assets, as the capital for Libya’s transition,
the CCP is against granting control of all USD 170 billion of
Libya’s overseas assets to National Transition Committee.
Current issues Commentator Wen Zhao:
“It (the CCP) now does not have a lot of cards to play.
So, on some international issues, it will express objections,
and then it will bargain with Libya’s interim government.
It will say, “I can support you."
But later in the process of rebuilding Libya,
it will ask for some benefits and it will have some conditions."
Jalil said that Libya’s National Transition Committee’s chair
Mahmoud Jibril, while attending the “Friends of Libya"
Conference, met with the CCP’s Vice Foreign Minister
Zhai Jun and wanted to know Beijing’s “unexpected position."
Commentator Wen Zhao: “I think the main problem is
the issue of political exchanges,
because now there are a number of Chinese investments
in Libya, so the CCP government is concerned with
whether the future Libyan government will treat the CCP
in the same way as the previous Gaddafi regime.
The CCP may even want a better treatment than before."
Voice of America quoted Abdul saying that
Beijing is definitely using its power to veto
to prevent its interests in Libya from being compromised.
Voice of America calls the CCP’s ever-changing policy
on Libya “fence-riding-style diplomacy."
Chinese independent writer Dr. Cai:
“It (the CCP) is using (this issue) to pressure (Libya).
How about if it cannot pressure in the end?
It then will delay, and wait and see.
CCP’s Foreign Affairs Department said on September 1 that
“China attaches importance to the significant status and role
of Libya’s National Transition Committee
in addressing the Libyan issue.”
However, the CCP still hasn’t recognized
the status of the National Transition Committee.
Wen Zhao: “The CCP does not recognize Libya’s interim
government is because of its losing face.
The CCP supported Gaddafi not long ago.
When Gaddafi fell, it announced support for the opponents
of Gaddafi on the next day.
This is a disgrace on the international political arena.
However, Wen Zhao believes that it is only a matter of time
before the CCP recognizes the interim government of Libya.
Wen Zhao: “There are 78 UN member states that have
officially recognized Libya’s National Transition Committee.
Many Gaddafi’s former allies, including China and Russia
do not think that Gaddafi can make a comeback.
In the international political game that can decide
Libya’s future, the CCP does not want to be marginalized,
so it will eventually recognize Libya’s interim government.
Canadian “Globe and Mail" revealed on September 3 that
CCP violated the UN embargo and secretly helped Gaddafi.
Documents show that CCP state-controlled arms
manufacturers were planning to sell to Gaddafi’s regime
$200 million worth of arms and ammunition.
Famous Chinese blogger Yan Changhai said that
many data show that China’s elite capitalists
secretly supported Bin Laden and Al Qaeda,
and even tacitly supported the North Korean provocations.
But on the surface, they acted as hypocritical peacemakers.
