Hu Jintao vs. Dying Jiang Zemin

Overseas and Hong Kong media recently revealed
that Lai Changxing, who was just repatriated from Canada,
was sent to a top-secret location in Beijing for interrogation.

Chinese Communist Party (CCP) highest level officials
are directly managing Lai’s investigation,
and uses this case to warn Jiang Zemin’s faction.

Analysts believe Jiang Zemin to be “living dead,”
having lost his influence.
Moreover, with the Lai Changxing case, Hu Jintao has
mastered the power layout of CCP’s 18th National Congress.

On August 31, Hong Kong’s Apple Daily
quoted news from the Boxun website
saying that Beijing once considered using military police,
army personnel, the Public Security Bureau
and even the Central Security Bureau to guard Lai Changxing.
But due to Lai’s connections within these organizations,
one special group needed to be established
within the Ministry of Public Security.
There are four video cameras installed in Lai’s ward.
He is completely monitored, even in the restroom.
The investigation team lives adjacent to him 24/7.
Lai has been in China for over a month now.
Since his return, there have been three investigation teams.

Accordingly, the investigation order is from the highest level.
The investigation team can only document the interrogations.
Since Lai’s case is extremely sensitive
and it is directly related to the 18th Congress layout,
the investigation team members are not permitted
to read any of the documents provided by Lai.
Those involved in Lai’s case include Jia Qinglin,
He Guoqiang, Qi Jinping and Jia Tingan.
Lai once told Asiaweek magazine that he knows many secrets
and is willing to reveal to Beijing the evidences and clues
of his relationships with high-ranking CCP officials.

Wu Fan (Editor-in-Chief, China Affairs):
“What is the purpose of having Lai Changxing back?
How will Hu Jintao use this card? To disintegrate Jiang’s
faction, and force them to listen to him, minimizing conflicts.”
The Boxun website quoted an undisclosed Beijing insider:
“Lai Changxing is the leader of the largest corruption case
during Jiang’s regime, directly related to high-ranking
officials of the CCP and the military.
His repatriation now carries political significance
more than legal significance.”
The Beijing insider believes that Jiang is a “living dead.”

He went on, saying, if the Shanghai group does not promote
Jiang, and no longer tries to control the 18th Congress,
Beijing will also keep Lai quiet,
and imprison him until his death.
Wu Fan (Editor-in-chief, China Affairs): “Jiang is about to die.
That is why the articles in Boxun state that
as long as Jiang does not come out,
Lai’s case is not of much use.
The purpose is to resolve conflicts, as Jiang is dying.”

The power layout of the 18th National Congress just started.
Party secretaries, deputy secretaries
and governors of many provinces including Hebei, Tibet,
Yunan, Hannan, Zhejiang, Jiangsu and Ningxia all changed.
Hu’s faction has a large advantage.

Jin Zhong (Editor-in-Chief, Hong Kong’s Open Magazine):
“I think Hu can basically control the 18th Congress.
Lai’s case is not good to Jiang’s faction.”

However, the information released by Hu and Jiang’s factions
to overseas media indicates Jiang’s faction has not given up
on the power struggle yet. Hong Kong’s Mirror Books
established by the founder of DWNews.com
is the platform for Jiang’s information releases.

Recently, Mirror Books published a series of articles
by Zhang Zhijun, introducing Jiang’s sworn followers
Guo Boxiong and Xu Caihou, who are
vice chairmen of the Central Military Commission.
While stating their relationship with Jiang, the articles also
mentioned that both of them were involved in corruption,
and indicated both will be forced to retire
during the 18th CCP Congress, due to their old age.
In fact, Xu Caihou is not Jiang’s sworn follower.
In September 2004, Xu Caihou, Li Jinai, Liang Guanglie
and Liao Xilong, who were promoted by Jiang, unexpectedly
supported the request for Jiang’s resignation
from his position of Chairman
of the Central Military Commission.
Former Vice Chairmen of the Central Military Commission
Liu Huaqing, Zhang Zhen and Chi Haotian,
who were involved in Lai’s case,
also urged Jiang to leave the position.
Analysts believe that Jiang Zemin does not have any true
followers in the military, since he himself never served.
His influence in the military was built on interests,
which were gone after he left the military.
When the rumor about his death spread,
his followers in the military tried to leave him.
It is very possible that Hu Jintao will continue as Chairman
of the Central Military Commission for two more years.
Lin Baohuan (political commentator):

“I think he will stay. In the past, both Deng Xiaoping
and Jiang Zemin stayed for two more years.
Jiang is about to die. If that is the case,
it is more likely that Hu will stay for two more years.”
Hong Kong’s Oriental Daily pointed out that this is a critical
moment for CCP’s 18th National Congress power layout.
The Shanghai team who depends on Jiang is declining.

With Lai’s case, Jiang’s team will further weaken
in the new round of the never-ending power struggle.
