【新唐人2011年5月10日讯】大陆不断曝出黑心食品,使老百姓为基本的吃饭问题担忧,但近期民众却发现,属于中共建政初期的“特供制度”,今天还存在着,官员们常年享受着“食品特供制”提供的安全绿色蔬菜。
近日遭到曝光的是北京市顺义区李桥镇王家场“海关大棚”,据《南方周末》报导,这里种的蔬菜格外注意安全,出产的瓜菜专供北京海关。占地两百多亩的蔬菜基地“戒备森严”,两米多高的围墙和铁栅栏环绕四周,五名保安把守。
报导说,“海关大棚”只是各级政府机关“特供基地”的一例而已。包括质检总局、北京海关在内的不少国家机关,在北京郊外都有自建蔬菜种植基地,供应各自的机关食堂以及工作人员。
一位不愿具名的学者告诉《南方周末》记者,两年前,他在陕西省高级人民法院机关食堂吃饭时,同行的人就透露,法院在距离西安三十公里外的户县,拥有自己专属的机关农场,专人管理,保证所有蔬菜瓜果绝对无毒无害。
这些“特供基地”生产的瓜果堪称真正的绿色食品,首要强调的就是“安全”,杜绝化学污染,无毒无害,专人照料和看管,注重采摘安全期……每一个步骤,都有严格规定甚至苛刻的监管要求,并且得到严格执行。其次,“特供基地”还有“保密条款”,非常低调的为政府部门种菜。
北京市民:“大的、有钱的国有企业都有自己的‘吃喝玩住一条龙’。北京教育局在快到河北那边,开了一个基地,什么都有,养鱼、种菜……都是自己人干,(收获)机关的人就分了。全是这个,就老百姓没人管以外,都有人管,这么说吧,当官的活的自在,老百姓就混吃等死。”
这种“食品特供制”始于中共建政初期,本来限于高级干部范围,但近年范围愈搞愈滥,连芝麻绿豆官也享受起高官待遇。讽刺的是,“特供基地”证明了,令老百姓长期担忧并不断呼吁的食品安全监管与检测难题,并非不可解决,因为官员享用的特供食品就经过严格的把关。
上海市民表示,特权阶层享受“ 特供”,老百姓只能吃有毒食品。
上海市民:“我们国家现在就是一个有毒有害的社会,吃的。穿的、用的都是有毒的。我们生活的空间,包括宣传、文化,道德,现在都充满毒的元素!没有一样东西是正常的。”
据了解,每次在黑心食品曝光后,几乎只有生产者受罚,而负责监管的质检、工商等行政部门却很少出来承担责任。事实上,光国务院就有九个部委负责食品安全,但最后最终分管副总理还是只用一句“抱愧民众”来应对问题。
评论人士说,中国要消灭有毒食品,对毒食品主谋应严惩不贷,不可手软,同时具体落实官员监管问责。然而,首先要做的是取消食品特供,百姓吃什么,官员就吃什么。

Safe Food for Officials Only
As Chinese people worry about the tinted food,
they recently discovered a “special provision”
system, supplying food produce only to officials.
The system was set up right after the CCP
(Chinese Communist Party) took rule in China.
The provision system continues untill today,
providing safe vegetables to CCP officials.
Recently, a special greenhouse in Beijing
attracted media attention.
Southern Weekend reported that its vegetables
have strict safety standards.
The produce is to provide for “Beijing Customs.”
The 200 ha vegetable garden is protected
by 2 m. high iron fence and five security guards.
The report said this is one of many special areas
devoted to production for government officials.
Many government departments, including
Quality Control Bureau and Beijing Customs,
have their vegetable gardens in Beijing suburbs.
An anonymous informant told Southern Weekend
that he learned two years ago
the Supreme People’s Court in Shaanxi province
had its own farm 30 km away from the Xi’an city.
Vegetables there were guaranteed to be safe.
These special areas produce truly green products
with safety standards; no chemicals are used.
Caretakers pay attention to timing of harvest,
and every procedure is strictly controlled.
These gardens have “secret rules,”
maintaining a low-key presence.
Beijing resident: “Rich state-owned companies
are taking care of their own daily lives.
Beijing Education Bureau opened a base
to raise all kinds of things – fish, vegetables.
They hire people to manage it,
and divide all the harvests among themselves.
No one cares for the ordinary people.
Officials enjoy life, and we eat and wait to die.”
The “special food provision” system was setup
right after the CCP took control of China.
It was meant for high-ranking officials.
The system is now spread widely for all officials.
It is clear that food safety issues can’t be resolved
as food for officials can meet strict requirements.
A Shanghai resident said, that the powerful have
special supplies, leaving poisoned food to others.
Shanghai Resident: “This is a poisoned country,
with toxic food, clothing, and other things.
Our living space, the propaganda, culture
and morality are all full of poisonous elements.
Nothing is normal.”
When some tinted food is exposed,
only producers are punished, but not those
in charge of food quality and commerce.
The State Council has nine food-related ministries
but only one vice premier came out
to apologize to the public for the tinted food.
Some commented that to eliminate tinted food,
China must punish the perpetrators,
and implement monitoring responsibility system.
The special provision system should be removed
and officials should eat the same food as citizens.
