【新唐人2011年2月22日讯】大陆铁道部部长刘志军因严重违纪正在接受调查。最近,大陆多家媒体报导说,目前查实的刘志军贿赂金额约为300万元。虽然这个消息还没有获得官方证实,大陆民众纷纷表示不相信。
刘志军13号被宣布下台,但中共当局没有公布他违纪具体内容。媒体和民众对刘志军的贪腐内幕都在强烈关注。20号,中国多家媒体报导,目前刘志军案查实的贿赂金额约在300万元上下,他收取的回扣比例约在2.5%。至于工程回扣的总额,目前正在核算中。
这个消息公布之后,民众一片哗然。在网易上就有超过12万的网友参与讨论,有3000多条跟帖。网友表示不相信,一个部级官员才受贿300万,这不是在侮辱人民的智商吗?
大陆民众刘先生:“300万?我估计不止啊,那不可能的。现在连科级干部都不止300万。那没几个相信的,一般聪明点的都不相信,低估了中国人的智商。”
大陆民众吴先生:“我们村1000多人那个村委书记都贪得不止这个数,做那么大的官,如果真的是贪300万,绝对的清官了,本人是不相信的,300万,这么少,300万。”
美国《纽约时报》报导,中国铁路计划建设包括8100英里长的高速铁路网,以及超过11000英里长的传统铁路,建设规模及建造成本估计达7500亿美元,其中仅建设高铁就要耗资3950亿美元。
另外,香港《明报》报导,有消息说,与刘志军关系密切的中国高铁建设主要负责人、铁道部副总工程师兼运输局长张曙光,也被带走协助调查,估计与刘志军案有关。据透露,张曙光发妻在美国洛杉矶有三处豪宅,在美国和瑞士有存款28亿美元。
铁道部涉及到的金额之大,且作为刘志军的部下,竟有过百亿人民币的身家,而刘志军为什么才受贿300万呢?
刘先生:“它们就采取什么措施呢?头痛医头,脚痛医脚,抓一个平息一下民愤算了,它也不会去真正掀这个盖子。搞不好这种事情一旦牵扯到政治局常委,搞得大家都翻脸。”
《纽约时报》的报导认为,有人担心,刘志军可能一定程度上牺牲了中国高铁的建设品质。
据一位铁道部的知情人透露,中国一些高铁的水泥路基没有用足化学硬化剂,这有可能导致高铁通车几年后,列车无法再保持每小时350公里的速度。
报导还援引中国民生银行2010年的一份报告说,中国的高铁网路在未来20年可能都无法盈利,而到2020年时,中国铁道部的资产负债率将达到70%。报导援引分析人士的话说,刘志军可能已经将铁道部的债务规模推高到了难以支撑的水准。
中国天网人权事务中心工作人员蒲飞:“到现在为止,这个是不是导致高铁和中铁境内外投资失败‘盖子’的完全揭开,这个暂时不好讲。因为这么大规模的一个腐败活动,不牵涉更上层是不可能的,我不相信刘志军本人能决定高铁这么大一个项目的腐败。”
刘志军受贿金额是不是只有300万?在如此庞大的高铁投资资金下,是否隐藏着巨大的贪腐案件,是否涉及更高层的官员呢?外界都在密切关注。

Liu had allegedly taken bribes of about 3 million yuan.
Although this has not been officially confirmed,
people in China expressed their disbelief.
Liu was announced to have been sacked on Feb 13.
The authorities didn’t disclose details of his violation.
His corruption case is a focus of media and the public.
On Feb. 20, several Chinese media reported that
Liu’s received bribes were verified to be 3 million yuan.
He received project kickbacks at a ratio of about 2.5%.
The total amount of rebates received is being calculated.
The news raised a public uproar.
On 163.com alone, over 120,000 netizens joined
the discussion. There are over 3,000 posts.
Netizens expressed their disbelief that
a ministerial-level official only took 3 million in bribes.
They said it was an insult to people’s intelligence.
Chinese resident Mr. Liu: Only 300 million?
Impossible. It should be more than that.
Even section-level cadres take more than 3 million.
They underestimate the intelligence of the Chinese.

If a high-ranking official like Liu only took 3 million,
he could even be called an upright official in China.

According to New York Times, China’s construction
plans include 8,100 miles of high-speed rail network
and over 11,000 miles of traditional railways.
The estimated construction costs are USD 750 billion.
High-speed railways alone would cost 395 billion.
Hong Kong’s Ming Pao reported,
according to sources, Ministry of Railways
deputy chief engineer and Transport Bureau Head,
Zhang Shuguang, who is in charge of high-speed
railway construction, was also taken by police
to help with the investigation.
He was said to be linked to Liu’s case.
Zhang’s wife has three mansions in Los Angeles,
and USD 2.8 billion in Swiss banks.
Large sums of money were involved in construction.
As Liu’s subordinate, Zhan has over 10 billion yuan.
Why does Liu only have 3 million yuan?

busting one corrupt official to appease the people.
They won’t tackle the real problem, as officials in
the Politburo Standing Committee may be involved.

The article in New York Times analyzes that
some suspect that Liu might have compromised
Chinese high speed railway construction quality.
Some insiders revealed, as some high speed railways’
roadbeds don’t have enough chemical hardener,
it is possible that after a few years,
the train speed of 350 k/h may not be maintained.
The article cited a 2010 report by China Minsheng Bank,
saying China’s high speed railways might not
be profitable in the next two decades. By 2020,
the Ministry’s Debt to Asset Ratio will be 70%.
Analysts said, Liu Zhijun might have pushed
the Ministry’s debts to an unbearable high.
Pu Fei of Tianwang Human Rights Center said,
It is hard to say whether the corruption case would
unveil the reasons behind the domestic and overseas
investment failures of China’s railway system.
Such a large-scale corruption case must have
the involvement of senior officials.
I don’t believe that Liu alone is able to
make all decisions.
