【新唐人2014年03月15日訊】中共「兩會」代表日前在討論最高法院、最高檢察院的例行年度工作報告時，最高法院院長周強提出要「堅決防止和糾正冤假錯案」，中共人大常委王乃坤呼籲，對製造「浙江張氏叔侄冤案」的所謂「女神探」聶海芬進行追責。
3月11號，周強在工作報告中提出，要「堅決防止和糾正冤假錯案」，對此，審議報告的「中國殘疾人聯合會」副主席王乃坤說，對冤假錯案要糾正，更要防，對那些刑訊逼供、明知有疑點還要堅持判決的人員，還要追究責任。
王乃坤提到，「浙江張氏叔侄強姦殺人案」中的所謂破案「女神探」聶海芬，之前，她被廣為宣傳的快速破案經驗，最後出來的是一個冤假錯案，「多大的諷刺啊！」她呼籲「這些案件，應當追究背後的責任人。 」
2003年5月，浙江杭州發生一起「強姦致死案」，嫌疑人張輝、和張高平叔侄兩人被二審定讞，分別被判死緩和15年徒刑，張高平被送往新疆石河子監獄服刑後，年年申訴。
直到去年3月26號，浙江高院對張輝和張高平所謂的「強姦」案，進行再次審理，撤銷原審判決，宣告張輝、張高平無罪，並作出國家賠償，支付張氏叔侄220多萬元賠償金。
隨後，當年主持「浙江叔侄冤案」的所謂的「女神探」，也遭到中共當局的調查，網路上要求對聶海芬追責的呼聲更是一浪高過一浪。
北京時政觀察人士華頗：「社會各界都在呼籲追究她的責任，甚至要將所謂的女神探繩之以法，浙江叔侄把人家耽誤了一輩子，而且還要花去百萬公款賠償，那些也都是民脂民膏對不對？因為她的胡作非為，造成了納稅人來給她買單，這是沒有公理了。」
去年4月上海《東方早報》報導說，2003年5•19命案後，以聶海芬為首的杭州警方辦案人員在沒有物證和目擊證人的情況下，「突審」張氏叔侄，獲得了張氏叔侄的認罪書。
此外，身為「二張」錯案的審核人，聶海芬同時又是同案疑兇勾海峰兇殺案的審核人，但在之前的審訊中，她「未曾發現勾海峰具有作案嫌疑」。
更具諷刺的是，聶海芬2006年被評為「全國三八紅旗手」，當局還宣稱她在5年內牽頭主辦的特大案件達350多起，準確率達到100%。當時《央視》更是推出「浙江神探」系列報導，講述聶海芬參與偵破張氏叔侄案中，如何在沒有找到任何物證的情況下，通過「突審」，獲得了所謂「無懈可擊」的證據。
中國資深法學專家趙遠明指出，中共許多執法人員可以說是法盲，他們沒有甚麼職業倫理和專業素養，他們破案多是靠嚴刑逼供，再加上政法委干預司法獨立，造成中國冤假錯案遍地。
中國資深法學專家趙遠明：「中共的法律不是為老百姓服務的，是為了上層，為了統治者服務的，所以真正你看它叫的法治原則：有法可依、有法必依、違法必究、執法必嚴，叫是這麼叫，但是你看江澤民在任的十幾年，然後鎮壓法輪功，把中國的法制完全給破壞了。318實際上中共邪黨是冤假錯案最大的一個製造者。」
有外媒引述《法制日報》駐浙江記者陳東升12號的話透露，聶海芬早就被撤職了，包括她在內，公安系統一共處理了10名官員。當地媒體人說，「浙江有關方面可能就怕網友對此揪住不放，再起波瀾，所以不讓報導。本來想摀住，沒想到在全國人民面前抖摟出來了。」
趙遠明指出，從法律上講，任何製造冤假錯案的人，都應該承擔相應的法律責任，除撤職之外，這個案子應該重新審理，追究這些人的刑事責任。

Corrupt Prosecutions – NPC Representatives Called Upon To Investigate
Representatives of the Chinese Communist Party (CCP) ‘s Two Sessions discussed the annual work report of the CCP Supreme Court and CCP Supreme People’s Procuratorate.
During the discussion, Supreme Court President Zhou Qiang proposed to “resolutely prevent and correct cases of injustice."National People ‘s Congress (NPC) Standing Committee member Wang Naikun called for an investigation into the so-called “female detective" Nie Haifen, who is responsible for the false case against “Zhang And His Nephew in Zhejiang Province."
On March 11, Zhou Qiang resolved in his work report to “resolutely prevent and correct cases of justice."Vice Chairman of “China Disabled Federation" Wang Naikun confirmed the need to correct and prevent cases of justice,
and emphasized that such cases should be prevented by investigating on those who conduct forced confession by torture and persist in sentencing knowing there are doubts.
Wang Naikun mentioned the so-called female detective, Nie Haifeng who quickly solved the murder and rape case of Zhang and his nephew.It turned out to be a wrong conclusion. She appealed that these people should be held accountable."
In May 2003, a murder and rape incident happened in Hangzhou City, Zhejiang Province.Suspects Zhang Hui and his newphew Zhang Gaoping were sentenced to death by shooting and15 years in prison.Zhang Gaoping was sent to prison in Xinjiang Shihezi.They appealed each year.
Until March 26, 2013 Zhejiang Supreme Court conducted the re-trial of the case.
The court revoked the previous sentence, and declared Zhang Hui and Zhang Gaoping innocent, and required the government to pay them over 2.2 million yuan.
Soon after the so-called “Female Super-detective" Nie Haifen was also investigated by the CCP authorities.Netizens ‘ call to have Nei Haifeng accountable for this fabricated sentence gets louder and louder.
Beijing political observer Hua Po: “All professions in society are asking for an investigation into her accountability.They even asked to have her go through the legal process.She ruined the life of Zhang and his newphew.Millions of yuan of taxpayers ‘ money is used for compensation.Her abuse of power is paid for by taxpayers. This is not right."
In April 2014 Shanghai Oriental Morning Post reported that after the murder case happened on May 19, 2013,Hangzhou police investigators led by Nie Haifen made a rushed interrogation of Zhang and his nephew and got their confession without
physical evidence or eyewitness.
In addition, as an auditor of this case, Nie Haifen is also the co-auditor of suspect Gou Haifeng.But before the trial, she “never found Gou Haifeng had any motivation."
More ironically, Nie Haifen was commended by the “National Women’s
Federation" in 2006.The authorities also claimed that she resolved 350 serious cases as lead detective in the past five years with accuracy rate of 100%.
CCTV also released the Zhejiang Detective series report,about how Nie Haifen found unshakeable evidence during the rapid interrogation without physical evidence or witnesses.
Senior legal experts Zhao Yuanming pointed out,that many CCP law enforcement officers are illiterate.They do not have any professional ethics nor professionalism.They mostly rely on torture and fabrication of evidence to solve
cases.Together with the Politics and Law Committee,they have caused many injustices everywhere.
Zhao Yuanming: “CCP’s legal service is not for the people. It is for the top, the rulers. The CCP has its slogan:"To Have A Law, Must Follow the Law,
Must Prosecute Those against the Law, Must Be Strict in Implementing the Law."
But during Jiang Zemin ‘s regime in the past decade,with the persecution of Falun Gong, the CCP legal system was completely destroyed.
The CCP is in fact the worst one in creating injustice.”
Some foreign media quoted Legal Daily, Zhejiang correspondent Chen Dongsheng that Nie Haifeng has long been dismissed.The Public Security System punished a total of 10 officers including her.
A local media professional said: “Zhejiang authorities fear netizens
may not let go of this topic. They want to cover it up.They did not anticipate it would be exposed during the NPC."
Zhao Yuanming pointed out that from the legal perspective, anyone that is responsible for a false case should bear the corresponding legal responsibility.
There should be a re-trial and these people should be prosecuted.
