【新唐人2014年02月15日訊】中共退休高官享有法外豁免的「保護符」和特權，最近大陸媒體傳出，要打破高級幹部退休後不再會被追究黨紀、政紀和刑事責任的慣例。這是不是中共高層進一步處理「老老虎」—-周永康以至江澤民的一種輿論鋪墊呢？讓我們一起來聽聽時政評論人士的分析。
大陸各大網站紛紛轉載《南風窗》雜誌的文章，題目是「中紀委打虎路線圖：退休『老老虎』」。文中例舉被調查的高官年齡，其中最大的「老老虎」是有「周永康大秘」之稱的郭永祥，他已經64歲。此外，文章在談及地方「窩案」時，提到的「中石油系」窩案，和四川前高官群體，都是中共前政法委書記周永康的黨羽。如「中石油」前掌門人，原國資委主任蔣潔敏，以及四川省委副書記李春城等。
輿論認為，大陸媒體的這一動作，是中共高層進一步處理周永康，以至江澤民的一種輿論鋪墊。
旅美時事評論員李善鑒：「其實中共以前處理貪官，並沒有只處理臺上的不處理臺下的？實際上它是在一個政治的角力、一個派系的爭鬥。抓誰不抓誰，不在於它是在臺上，它是在臺下，在於它是在哪個政治派系裡邊。」
11號，中共官方媒體的大頭條，是中共國務院總理李克強誓言「零容忍、出重拳」。同時中共政法委首次公布10起政法幹警違紀違法的典型案件。官媒還開闢了「堅決清除害群之馬不護短」等欄目。
旅美歷史學者、中國社會民主黨中央委員會主持人劉因全：「有可能用這個來做一些鋪墊，將來打一些『老的老虎』。因為這些『老的老虎』他們還在發揮不好的作用，像江澤民、周永康他們還是在千方百計的造謠、生事。」
被稱為「海外央視」的鳳凰網，12號首頁視頻的頭條節目是「中央一天兩動作，警示政法系統 李東生非大老虎」。公安部原副部長李東生，兼任政法委系統中「610辦公室」主任，執行中共前黨魁江澤民迫害法輪功的政策。
李東生等高官落馬後，馬年伊始，中紀委高調提出「一案雙查」，也就是對重大案件，既要追究當事人責任，又要追究上級官員的責任。
李善鑒認為，要想徹底解決周永康的問題，就要解決他背後的曾慶紅、江澤民的勢力。
周永康在2013年中共十八大前，是江派臺前「掌櫃」，「幕後軍師」則是曾慶紅。周永康所掌握的政法委系統曾是「第二權力中央」，迫使胡、溫「政令不出中南海」。他能進入中共政治局常委是江澤民力薦、曾慶紅的謀劃。
旅美時事評論員李善鑒：「周永康真正的罪行是甚麼？不僅僅是貪腐的問題，是政變，再深一點，群體滅絕，對法輪功活摘器官等等。如果把這些東西講出來的話，那決策者是誰？你不把曾慶紅、不把江澤民揪出來，這個事情講不清楚。」
就在外界高度關注「周永康將以何罪、何時拋出」的同時，海外親江派媒體則放風說﹕「習近平反貪受阻，黨內元老呼籲放生周永康」。
據美國《大紀元》新聞網報導，已有北京消息人士反駁這一謠言。此前的消息說，「周永康案」已通報給中共的廳局級官員，將於最近正式公布。
劉因全：「現在的一些領導人也可能投鼠忌器，會在這些問題的處理上有所顧忌。他也可能考慮到如果處理到江澤民、周永康這些人的時候，會有他們一些反彈。」
去年12月15號有消息傳出，「抓捕周永康獲黨內外近100%支持率」，因為他多年來鎮壓訪民、法輪功學員、維吾爾族人、藏人、異議人士等，手段殘酷，罪行累累。
李善鑒：「他（中共領導人）不僅僅是處理周、曾慶紅、江澤民，他面對這些東西揭出來之後，他那個黨就保不住了。但是既然保不住了，那就把它拋棄掉。對他來講，反而是一種政治資本。何樂而不為？」
李善鑒表示，「江澤民集團」迫害民眾、尤其是活摘法輪功學員器官這件事，將來必須接受歷史和人類的審判。中共內部誰敢於正視這個問題，誰就能把自己解脫出來。

Who is the next “Tiger"
Retired high-rank officials of the Chinese Communist Party (CCP) have privilege
and protection against CCP disciplinary, political and penal punishment.
However, recent Mainland media report, such a convention needs to end.
Is this to pave a path for further tying “retired tigers"- Zhou Yongkang and even Jiang Zemin? Let’s watch the program.
Mainstream websites in the Mainland all cite the article published in the magazine “Window with Southern Wind" titled" the roadmap of tying tigers of the Commission for Discipline Inspection of the Central Committee of the CCP (CDICCCCP) : retired ‘Old Tiger'".
The article lists all investigated high-rank officials’ ages. Among them, the highest “Old Tiger" is 64-year-old Guo Yongxiang, who is named as “the key secretary of Zhou Yongkang." In addition, in the article, when speaking of
local “corporate crime cases", “Petro China system" corporate crime cases and the group of high ran ex-officials in Chengdu City are all highlighted,
who are all members of the clique headed by Zhou Yongkang. For example, Jiang Jiemin and Li Chuncheng are both mentioned. The former is ex-head official of Petro China and ex-head of State-Owned Assets Supervision and Administration Commission, and the latter is a deputy CCP head of Sichuan Province.
The analyst points out, such a report and citation in the Mainland media is paving a speech pathway for the top level of the CCP to further take action against Zhou Yongkang and even Jiang Zemin.
American political commentator Li Shanjian: " from the current situation development,the conclusion is inevitable.Actually in the past, when the CCP punished the corrupted officials, there is no division between on-position and off-position officials. In fact, this is a political fight and a factional war. Who should be punished depends on which faction the person puts himself in, rather than if they are in the position or off the position. “
February 11, the headline of the CCP official media is a pledge made by Premier Li Keqiang “Zero tolerance for corruption, heavily blowing the corruption".
Meanwhile the Committee of Political and Legislative Affairs (CPLA) of the Central Committee of the CCP firstly published 10 typical cases of its employees including policemen and high rank officials. The official media opening headline “Resolutely Remove Evil Members of the Herd without shielding a fault."
American historian and the host of the Central Committee of China’s Social Democracy Party Liu Yinquan: “this will possibly lay a foundation for tying some ‘Old Tigers’ in the future. Because these ‘Old Tigers’ are still playing negative roles like Jiang Zemin and Zhou Yongkang, who are still managing to produce rumors and make trouble."
Phoenix network, named as “overseas CCTV",has a headline video program on February 12 “The top level of the CCP has two actions within one day,
which warns Li Dongsheng is not the real big tiger in the CPLA system."
Li Dongsheng was the Ex-Deputy Minister of the Public Security Ministry, and concurrent Director of the “610 Office" affiliated to CPLA, who carried out
the policy of persecuting Falun Gong launched by ex-Head of the CCP Jiang Zemin.
After Li Dongsheng and other high rank officials have been exposed at the beginning of the Year of Horse, the CPLA raised the slogan “Double investigation for one case" in a high tone, which is for major cases, not only charge the relevant persons responsible, but also the higher level officials responsible.
Li Shanjian says, in order to thoroughly solve the issues related to Zhou Yongkang, it is necessary to clear the power of Zeng Qinghong and Jiang Zemin from his back.
Before the 18th CCP Plenary Session in 2013, Zhou Yongkang was the boss of the front desk, and “the military adviser" was Zeng Qinghong.
The CPLA controlled by Zhou Yongkang was once the “Second Authority of the CCP Central Committee", and forced Hu Jintao and Wen Jiabao to“issue their orders
without impacting on the place outside Zhongnanhai.”
Li Shanjian: “What’s the real crime of Zhou Yongkang? He is not only involved in corruption, but also the coup. Furthermore, there is also genocide and organ harvesting on Falun Gong practitioners. If without telling such stuff,
who will be the decision-maker? If you cannot pull out Zeng Qinghong and even Jiang Zemin, then such a thing cannot be clarified."
When the observers are highly involved what charges will Zhou Yongkang face and
when will he be exposed. The overseas Jiang Zemin media once said “Xi Jinping is blocked when he launched the anti-corruption movement, many senior top officials
are appealing to release Zhou Yongkang." According to US-based Epoch Times news report, some Beijing news sources refuted the rumor. The earlier reports say, “Zhou Yongkang"‘ case has been reported to cadre of departmental directorship
of the CCP, which will be published shortly.
Liu Yinquan: “Some of the current top leaders might spare the rat to save the dishes and mind the ways of dealing with this project.They need to consider these issues.They may also possibly allow Jiang Zemin and Zhou Yongkang to have some bounces."
On December 15th, some news was disseminated “to arrest Zhou Yongkang gains almost one hundred percent support rate," because for many years he suppressed the appeals of people, like Falun Gong practitioners, Uygurs, Tibetans and activists via cruel means and numerous crimes.
Li Shanjian: “(the CCP top official) not only deal with Zhou Yongkang, Zeng Qinghong and Jiang Zemin,when these things are revealed, then the Party cannot support it.When they cannot support it, then they decide to reject it.For them, this event is actually a sort of political capital.Why not enjoy happiness in this way?"
Li Shanjian says: “the matters of persecuting people,especially persecuting Falun Gong practitionersand especially the organ harvesting from live Falun Gong practitioners, lead them to indispensablyaccept history’s and humankind’s ‘trial.’In the internal CCP, Who dares to look at this problem,
and then can free themselves."
