【新唐人2013年04月18日訊】16號，中共發佈了第八份國防白皮書——《中國武裝力量的多樣化運用》。與以往有所不同的是，在國際社會眼裡，一直都是「霧裡看花」的中共軍事發展狀況，在這次的白皮書裡似乎提高了透明度。分析認為，中共在這次白皮書中直接點名批評日本，還暗指美國，這種公然的挑釁，或者將會引起外交上的麻煩。
這部最新版的國防白皮書，大約15000字。這是中共首次發表專題型國防白皮書，因此，受到中國國內以及國際媒體的廣泛關注。
白皮書中說，「有的國家深化亞太軍事同盟，擴大軍事存在，頻繁製造地區緊張局勢。個別鄰國在涉及中國領土主權和海洋權益上採取使問題複雜化、擴大化的舉動，日本在釣魚島問題上製造事端。」
香港《蘋果日報》分析，國防白皮書中的一些數據雖然漏洞百出，但對軍隊建設目的、任務和未來動向卻講得有條有理。分析還強調，白皮書除點名日本在釣魚島的行動，對中國造成威脅外，還暗批美國「深化亞太軍事同盟，擴大軍事存在，頻繁製造地區緊張局勢」，也是對中國的威脅。
此外，中共國防部發言人楊宇軍在公布白皮書記者會上，就有關美國的行動是否在製造緊張局勢的提問時，複述白皮書中的話說：「有關突出軍事安全議程，刻意地加強軍事部署，強化軍事同盟這樣一種做法，是不符合時代發展潮流的，也不利於地區的和平與穩定。」
香港軍事評論員馬鼎盛接受《美國之音》採訪時表示，白皮書把日本作為中國的假想敵，嚴詞批評日本在釣魚島主權爭議上「製造麻煩」的同時，卻不敢直接明確點出美國。
不過，白皮書是在美國國務卿克裏離開中國以後才發表的。
時事評論家文昭指出，中共把美日作為假想敵，作為一個備戰的對像，將會引起外交關係的緊張。
時事評論家文昭：「這是一個公然的敵對性的挑釁，如果非常指明了的話，意思比較明確的指向美國指向日本，這是表示已將美日來作為自己備戰的對像，這是一個相當具有敵意的態度 ，別人也會有相應的外交上的反映。」
此外，白皮書還披露，中共陸軍機動作戰部隊包括18個集團軍和部分獨立合成作戰師（旅），現有85萬人，分別隸屬於7個軍區。海軍現有23.5萬人，下轄北海、 東海和南海3個艦隊。空軍現有39.8萬人，下轄瀋陽、北京、蘭州、濟南、南京、廣州、成都7個軍區空軍和1個空降兵軍。但是二炮部隊、武警兵力沒有說明。
中共罕見的曝光作戰部隊的組成是甚麼目的呢？《中國事務》總編伍凡認為，中共一個是給國內看，一個是給外國人看，而給中國人看是要表明「強軍夢」。
《中國事務》總編伍凡：「那麼讓外國，它跟外國人打交道，你不要忽視了我的利益，我手上有這個牌，我要航道自己來保護了，它有這麼一點味道在裡頭，所以它的目的呀，是要宣揚自己，它是不是真的有那個力量，那是第二回事情。」
據了解，中共國防白皮書，自1998年以來每兩年出一次，在某個特定環境下專門發表的，則代表著政府的立場。

China’s Defense White Paper Points At Japan
On 16th April, the Chinese Communist Party (CCP)
issued the eighth defense White Paper –
the Diversification of China’s Armed Forces.
In the eyes of the international community,
this time it differs from the past.
The CCP’s military development used to hide behind a smoke
screen, and it seems to increase transparency on this issue.
Analysts believe that the CCP not only directly criticized
Japan, but also alluded to the United States.
This blatant provocation will cause diplomatic troubles.
This latest version of the defense white paper
contains 15,000 words.
This is the first time China has published
a thematic defense paper,
therefore, it has attracted media attention
at home and abroad.
The white paper states that some countries have deepened
their Asia-Pacific military alliance to expand military presence and generate tensions in the region.
Individual neighboring countries, involved in China’s
territorial sovereignty and maritime rights and interests,
have complicated and magnified matters even more.
Japan has created a great deal of trouble over
the Diaoyu Islands issue.
According to Hong Kong Apple Daily’s analysis,
although some of the data in the defense white paper
contain loopholes,
the objectives, tasks, and the future direction
of the military are in good order.
It pointed at Japan making troubles over the Diaoyu Islands,
but also hinted at the US for deepening the Asia-Pacific
military alliance, expanding its military presence, and
frequently creating tensions in the region—
which are seen as threats towards China.
During a press conference for the white paper, Yang Yujun,
spokesperson for the Chinese Ministry of Defense, answered
a question regarding the U.S. actions creating tensions.
He quoted words in the White Paper,"deliberately strengthen
Military deployment and strengthen the military alliance—
such an approach is not consistent with the development trend
of the times, and is not conducive to regional peace and stability."

During an interview, Ma Dingsheng, military commentator,
told Voice of America, that in the white paper,
the CCP took Japan as its imaginary enemy, sternly
criticizing Japan for creating troubles over the Diaoyu Islands.
Yet, it did not dare point finger at the United States.
But, the white paper was published after John Kerry,
the US Secretary of the State, left China.
Wen Zhao, political commentator, points out that
the CCP’s approach– taking Japan as the imaginary enemy
and as a war preparations object– will cause tense
diplomatic relationships.
Wen Zhao: “This is blatant hostile provocation.
If it clearly points to Japan and the United States,
they are taking Japan and the US as war objects.
That is a rather hostile attitude, and others will respond diplomatically."
Additionally, the white paper also revealed that
the Chinese army combat forces,
including 18 army groups and some
operational brigades, total 850,000 people.
The navy has 235,000 under the jurisdiction of the North Sea,
the East China Sea and the South China Sea Fleet.
The air force has 398,000 people belonging to seven military
regions, under the jurisdiction of Shenyang, Beijing, Lanzhou,
Jinan, Nanjing, Guangzhou, and Chengdu
Military Region Air Force and an airborne army.
However, there is no clear explanation to the second
artillery corps and the armed police forces.
What is the purpose of this rare exposure of combat troops?
Wu Fan, editor-in-chief of the China Affairs, believes that
the CCP wants the Chinese people to know it’s an
“armed forces dream."
Wu Fan: “When the CCP deals with foreign countries,
it wants others not to ignore its interests.
It has this trump card and it wants to protect its waterway.
Thus, its purpose is to promote itself.
Whether it really has that power, is another question."
It is understood that the CCP has published
its defense white paper every two years since 1998, under a particular environment.
This white paper represents the government’s position.
