【新唐人2012年10月12日訊】美國「哈佛大學」是世界上有名的大學之一。但是許多中國僑民給它封了另外一個名字:「第二中央黨校」。日本《朝日新聞》10月10號報導說,中共中央組織部2001年啟動一個項目,就是在「哈佛」等西方大學培養中共領導人。為甚麼「哈佛大學」在培訓下一代中共領導人?接下來,就一起去了解:
《朝日新聞》報導說,官方聲稱這個「中國領袖培養項目」的目標之一是:學習西方資本主義國家成功的政府管理經驗,作為宣導經濟改革和開放政策的一種方式。每年,大約40∼50名中央黨委或地方黨委之下的高官被派往「哈佛」學習。
另據美國網路雜誌《石板》(Slate)五月份披露,「哈佛大學」成為中共中組部的官員培訓基地。雜誌報導說,大約10年前,中共開始了一項雄心勃勃的努力,給公職人員提供技能和專業知識的培訓,讓他們可以應對考驗獨裁政權韌性的日益複雜的情況。這些經過仔細審核的官員,選拔出來的政權明日之星,被送到國外頂尖大學,在經過特別設計的專案裡學習。
中國中南大學城市軌道交通研究所教授王成立說,中共這是作秀和掩人耳目,顯示它好像跟美國很親密。實際上中國的管理模式跟美國完全不同。
王成立:「中國的體制跟美國完全不一樣。你不可能在美國培養出中共的幹部來。你中國的體制是甚麼?美國的體制是甚麼?中共的官員怎麼到美國去培訓呢?這不是笑話嗎?這是一種作秀。」
《石板》報導說,今天,中共當局已經擴張了這個項目到斯坦福、牛津、劍橋、東京大學和其他地方。中共至今已經派遣超過4,000名官員到西方國家學習政府管理。
而被選中的官員身份不一,他們包括市政府官員、市長、省長,一直到中央政府副部長。超過一半去「哈佛」進修的官員,在歸國不久後都獲得陞遷。其中官階最高的是李源潮。
李源潮是政治局當中第一個在「哈佛」受訓的成員。如今他成為中組部部長。
《炎黃春秋》雜誌副社長楊繼繩認為,通過在西方大學學習,中共官員能借鑒一些具體管理經驗和措施,但短期內對根本制度不會有影響。
《新唐人》記者:「您覺得從長期來說,有沒有和平演變的可能性?」
《炎黃春秋》雜誌副社長楊繼繩:「當然,如果有的話,當然是更好的事情。目前還看不出來。如果大批的人去學習,學習西方的管理經驗,學習西方正確的操作方法程序,對中國的政治進步當然是有好處的。」
《石板》的報導還說,有些人認為,「哈佛」是在幫助一個前所未有、大規模侵犯人權的專制政權磨刀,並加強它的專業化。也有人說,鼓勵改革和政治開放有不止一種方式。如果「劍橋」的課堂能打開中國官僚的眼睛,看到另一種治理的方式,那麼與其拒之門外,不如開門迎之。
另外,據了解,目前中共中央九名政治局常委中,至少有五名成員的兒孫在美國學習。預計成為中共最高領導人的習近平,他的女兒也在「哈佛大學」讀本科。另外,中共近期的高層領導人趙紫陽和江澤民,都有孫子輩子女在「哈佛」讀書。而賈慶林的一個孫女在「斯坦福」就讀。

CCP School is at Harvard
Harvard University is one of the most famous universities
in the world.
But many Chinese immigrants have dubbed it
“the Second School of the Chinese Communist Party (CCP).”
On October 10, Japanese Newspaper,
Asahi Shimbun reported that
in 2001 the Organization Department of the CCP Central
Committee launched a project to train Chinese Communist leaders in Harvard and other western Universities.
Let’s take a look.
Asahi Shimbun reported that learning from the success
of Western capitalist countries in government administration,
as a way to promote economic reform and the opening up
policy is officially the new goal of the CCP.
About 40 to 50 senior officials of the central committees
or local party committees are sent to Harvard University to study every year.
According to American online magazine, Slate (May issue),
Harvard University has become officials’ training base of
the CCP Central Organization Department.
The magazine reported that about 10 years ago, the CCP
began an ambitious project to provide skills training
and expertise to its public officers, so that they can cope
with the increasingly complex tests of dictatorship toughness.
These officials were selected carefully and
would be rising stars of the regime.
They were sent to top universities abroad,
and learn specially designed projects.
Professor Wang Chengli from Urban Rail Transit Institute
of Central South University in China said that
the CCP is putting on a show to deceive the public,
seemingly to be very close with the US.
But the management model in China is completely different
from that in the US.
Professor Wang Chengli said: “China’s regime is totally
different from that of the United States, so you cannot train CCP officials in the US.
What is the system in China? And what is that in US?
How could you send CCP officials to learn in US?
Isn’t it a joke? So this is a show.”
Slate reported today that the CCP has expanded the project
to Stanford, Oxford, Cambridge, University of Tokyo and others.
CCP has so far sent more than 4,000 officials to Western
countries to study government management.
The officials selected vary in identities, including municipal
officials, mayors, governors, and vice ministers in CCP central government.
More than half who went to Harvard University
to study were soon promoted after returning.
Li Yuanchao is the one with the highest rank out of
this group of officials.
Li Yuanchao is the first from the Political Bureau
trained at Harvard University.
He is currently the Central Organization Department
Minister.
Yanhuang Chronicle magazine vice president, Yang Jisheng,
said that by studying at Western universities,
the CCP officials can learn from specific management
experience and measures, but in the short term, it will not affect the fundamentals of the CCP system.
NTD reporter: “Do you think in the long run,
there is a possibility of peaceful evolution?"
Yang Jisheng: “Of course, if there is any, it is better.
But you cannot tell for now.
If a large number of people went to learn Western
management experience and
proper operating methods and procedures,
it is good for China’s political progress."
The Slate report also said that some people think
Harvard University is helping an unprecedented autocratic
regime with massive violations of human rights
to strengthen its specialization.
Some also say that there is more than one way
to encourage reform and political openness.
Others say that if Cambridge University classes can open
the eyes of the Chinese officials and help them see another way of governance, (it’s a good thing).
Instead of shutting them out, it’s better to open the door
to greet them.
In addition, it is learned among the current 9 members
of the Politburo Standing Committee of the CCP Central Committee,
at least five members had their children and grandchildren
study in the United States.
Xi Jinping’s daughter is now studying at Harvard University.
Recent leaders of the CCP, such as Zhao Ziyang and Jiang Zemin,
had their grandchildren learning at Harvard University.
