【禁聞】駱家輝第二 加拿大駐華使館曬公車

【新唐人2011年12月10日訊】繼美國駐華大使駱家輝之後,加拿大駐華大使馬大維(David Mulroney)近期也在官方微博公開他的公務用車,那是一輛普通的豐田凱美瑞。同時,他還提供相關鏈接,介紹加拿大公車配備標準。中國網民紛紛圍觀說,他們讓中共官員們情何以堪?!

加拿大駐華大使館官方微博上,大使馬大維12月7號曬出自己的豐田凱美瑞公務用車,同時提供相關鏈接,介紹了加拿大的公車配備標準。

根據鏈接訪問加拿大政府網站可以看到,一份於2011年7月5號生效的文件表示,根據車輛管理指令(Directive on FleetMan-agement),加拿大公務車只配備給部長、國務部長、國務秘書、副部長和其他有資格的高級官員。

副部長和其他同級官員的公務車,價格限制在27000加元(約17萬元人民幣),部長、國務部長、國務秘書的公車限價則是32400加元(約20萬元人民幣)。

車輛管理指令解釋,管理上也要追求經濟、公正和廉潔,並且還要考慮車輛使用對環境的影響。

加拿大駐華大使館曬出公車標準後,引來眾網民圍觀。目前這條微博已經被轉發上千次,評論上千條,網民們紛紛藉此冷嘲熱諷,含沙射影的痛批中共官員的腐敗。

有網友說,我們的小科長就擁用價值百萬座駕,駱家輝,馬大維們,你讓天朝的官員情何以堪?!也有網友揶揄,還不如我們的村長,來中國當官吧,奔馳寶馬隨你用,姑娘鈔票大大的有。

加拿大駐華大使館官方微博不解大陸網民們對如此「平常」的事,為何有這麼大的反映。

自由作家廖祖笙認為,中共在獨裁體制下為了維持表面的繁榮,封鎖禁錮民眾思想。

自由作家廖祖笙:「中國在全世界算是媒體數量是最多的,可在中國實質上只有一家電視臺,只是一家報社,一家網站,一本雜誌的,因為都是長期受到閹割的嘛,就是它必須服從黨的領導嘛,媒體根本就沒有自由度可言。」

「全球自由信息」運動創始人、加拿大人士張新宇指出,其實駱家輝坐經濟艙,馬大維使用普通公務車,在西方來說再正常不過了,大陸網民之所以有如此大的強烈反應,主要是中共獨裁專政下中國民眾概念上的差異。

張新宇:「在中國大陸的話,當官的政府就是管人民的,那麼在加拿大、美國西方社會,他從來不認為當官的人是管他的權力,沒有,他只有提供我服務的權力和忠守政府規定的權力,所以,因為這樣一個不同的、非常大的反差,所以使得國內的網民,一聽到這樣的消息,就感覺到非常的..概念上不同,引起質疑而已,這是很正常的現象。」

不過,張新宇還指出,對於中共官員的貪污腐敗,大肆揮霍老百姓的納稅錢,為已所用,中國民眾反而司空見慣,習以為常。

The Official Car of the Canadian Ambassador to China

Recently, the Canadian Ambassador to China, David Mulroney,
posted the picture of his plain official car on the official micro blog.
Mulroney also gave links about the standard for qualifying
an executive vehicle in Canada.
The posts sparked heated online discussions in China.
Netizens say how could officials of Chinese Communist
Party (CCP) bear the embarrassment at the revealing of the contrast of their spending in relation to that of these ambassadors?!

On December 7, Ambassador David Mulroney posted,
a picture of his official car, a Toyota Camry
on the official micro blog of The Canadian Embassy in China,
and related links about the standard for
qualifying an executive vehicle in Canada.

On the Government of Canada website, a document in
effect from July 5, 2011 states that,
according to the Fleet Management Directive, only ministers,
ministers of state, secretaries of state, deputy ministers,
and other eligible senior officials can qualify for
government-authorized vehicles in Canada.

The cost of executive vehicles for deputy ministers and
same-level officials cannot top 27,000 Canadian dollars (RMB 170,000).
The value of executive vehicles for Minister, Minister of State
And Secretary of State is limited at 32,400 Canadian dollars (RMB 200,000).

In the Fleet Management Directive, executive vehicles in use
are required to be managed with economy, equity, and probity,
and with consideration for their effect on the environment.

Ambassador Mulroney’s posting sparked extensive
online comments.
Netizens have forwarded the posting thousands of times,
adding thousands of comments, in satire or criticism, on the corruption of CCP officials.

A netizen’s posting said: “The official car of our section chief
is worth of million RMB, Gary Faye Locke and David Mulroney,
how could CCP officials bear the embarrassment at
the disclosure of their spending in contrast to yours?!
Another netizen japed, “Worse than our village head!
Come to be an official in China, Mercedes-Benz or BMW is at your service.”

The heated responses among Chinese netizens to
the “common” posting puzzled the Canadian Embassy official.

Free-lancer Liao Zusheng, gives an explanation. the
CCP’s dictatorship presents an apparent prosperity, but in reality stifles the people’s thought.

Free-lancer Liao Zusheng: “China has the largest amount of
media outlets in the world.
But in fact, the country only has one TV station,
one newspaper office, one website and one magazine.
Since all the media outlets have long been subjected to
the CCP’s control, you have to obey it’s strict leadership.
There’s no freedom for China’s media at all. “

Founder of the Global Information Free movement,
Xinyu Zhang, points out that in the West,
there is nothing unusual for Gary Locke to fly in economy class,
or for David Mulroney to ride in a plain official car.
Why did this news provoke such a strong reaction from
China’s netizens?
It is mainly because the mindset that the Chinese people
have formed under the reign of the CCP’s dictatorship is different from that of the Western world.

Xinyu Zhang: “The government in mainland China has
established an aim of controlling the people.
While in the West, as in Canada, the U.S., people do not accept
that a government official has the power to control people.
No, the official only has the power to offer a service to me,
and to abide by the government stipulations.
So it is due to such a sharp contrast in an understanding of
what is acceptable,
that Chinese netizens feelings and queries were aroused
upon learning this information. This should be seen as quite a normal reaction."

However, Xinyu Zhang points out,
that as far as is concerned the CCP officials’ corruption,
embezzlement and their splashing out on the community’s
tax payments, Chinese people have become accustomed to it.
