【新唐人2011年11月29日訊】大陸教育部直屬高校近一年來，頻繁出現領導人變動。在72所部屬高校中，三分之一已出現校長的變動。而這次高校人事變動中的“官員返校”現象，引發關注。
大陸媒體報導，從去年12月下旬以來，大陸已經有20多所教育部直屬高校的校長或書記出現變動。今年下半年變動更是頻密，13所部屬高校的14名新領導走馬上任，涉及北大、復旦等6所副部級高校。而11月23號，一天就有三所高校易帥。
報導說，從教育背景和從業經歷方面看，新上任的校長和書記，絕大多數擁有博士學歷以及教授、博導頭銜。不過，在這一輪高校人事調整中，政府官員到高校任職現象引起關注。
8月下旬，原來擔任江蘇省委副書記的朱善璐出任北大黨委書記。
中南大學新任校長張堯學，調任中南大學前，他擔任國務院學位委員會辦公室主任、教育部學位管理與研究生教育司司長。
山東大學新任黨委書記李守信則曾在國家發改委工作多年，調任山大前，他擔任國家發改委發展規劃司司長。
山東大學退休教授孫文廣向《新唐人》表示，這類高校領導人的更換，學校是沒有權力選舉任命的，命令估計是來自中組部。
山東大學退休教授孫文廣：“大學是一個高等學府，應該是學術的殿堂，它應該是學者來做校長是最好。現在大陸有一個言論傾向，大學官僚化，衙吏化，就是把政府的長年在行政中的人，調到大學當領導。”
最近，孫文廣教授參加人大代表的選舉遭遇到校方的多方阻擾。 11月26號，他在山大校區張貼了競選資料，校方把標語及《孫文廣再次參選的聲明》及《簡歷》全部撕毀。孫文廣嚴重抗議破壞選舉的行為。
11月27號，為了阻止孫文廣進入校園演講，山東大學封鎖了南校門。孫文廣表示，有數十名穿著便衣的國保和公安人員，一字排開，查看證件。
孫文廣教授就在山東大學黨委書記李守信的辦公室門口接受記者的採訪。
山東大學退休教授孫文廣：“我現在就在他門口，就在李守信書記的門口，等著呢，和他見一下面，談一點意見，給他一封信，我等了3個鐘頭了，還沒有過來。”
孫教授向記者表示，“官員返校”現象將會引導大學生往官場發展，讓他們入黨入團，用這個方法控制學生的思想和行動。但是現在當局想控制大學生也很難。
山東大學退休教授孫文廣：“現在大學生的思想非常活躍，他們有各種想法，前段我會見選民的時候，他們談了很多看法，我覺得相當不錯的。那麼當局要控制輿論，控制大學生的思想是非常難的，但他們也有一套辦法，這個是一種較量。”
近期，被網民稱作「高級五毛」的大陸左派人士司馬南，和中國政法大學副教授吳法天都遭遇了大學生的圍剿。在他們的演講現場，大學生對盲人維權律師陳光誠、中國維權藝術家艾未未、人大代表選舉等當今中國最敏感的事件，提出了尖銳的提問，甚至還公開抨擊毛澤東。

“Officials Back To Schools"
In the past year, China’s leaders of colleges and universities,
affiliated to the Ministry of Education, were changed often.
One third of the 72 such colleges and universities’ principals
were changed with CCP (Chinese Communist Party) cadres.
This “officials back to schools” phenomenon
attracts people’s attention.
Mainland media reported that since last December, over 20
colleges and universities under the Ministry of Education,
have changed their principals or secretaries.
Changes in the second half of the year is frequent;
13 of 14 such places got new leaders, including 6 vice-ministerial level universities,
like Peking University and Fudan University.
Only on November 23, three universities
changed their top leaders.
According to the reports, the new principals and secretaries
mostly have a doctoral degree and a title of professor or a PhD supervisor.
However, in this round of personnel changes, the phenomenon
of “officials coming back to schools” attracts people’s attention.
In late August, Zhu Shanlu, a former Jiangsu Province’ deputy
secretary, took office as the Peking University’ CCP secretary.
Zhang Yaoxue, the new principal of Central South University,
had served as a director of various offices within the Ministry of Education.
Li Shouxin, the new CCP secretary of Shandong University,
worked in the National Development and Reform Commission.
He had served as well as a director of Development Planning
Division of the National Development and Reform Commission.
Prof. Sun Wenguang (retired professor, Shandong University),
said for NTDTV that these universities have no power to appoint.
The order is from the Central Organization Department.
Prof. Sun Wenguang (retired professor, Shandong University):
“The university is an institution of higher education.
It should be an academic chamber.
The best is that scholars serve as its principals.
There is a say about the university bureaucracy – the longest
working in the administration person is made university leader."
Recently, Prof. Sun participated in the election of deputies,
personally experiencing many obstructions from the School.
On November 26, he posted his campaign materials
around Shandong University.
However, School staff destroyed his posters,
his re-election statement and curriculum vitae. Prof. Sun protested strongly against these actions.
On November 27, in order to prevent Prof. Sun from giving
a speech, Shandong University blockaded the south gate.
Dr. Sun Yat-kwong said, dozens of national security and
plain clothes police were there to ask for identifications.
Prof. Sun was at the front door of the office of Li Shouxin,
CCP secretary of Shandong University, when he had an interview with a reporter.
Prof. Sun: “I am in front of his door, Secretary Li Shouxin’s
door, waiting for him.
(I want to) meet him, to tell him my opinion and give him
a letter. I have waited 3 hours. He has not showed up yet."
Professor Sun told the reporter that the phenomenon
“officials back to schools” will affect the students.
It will push them towards officialdom’ type of thinking,
it will make them join the party and the league.
They use this method to control students’ ideology and actions.
It’s difficult now for the authorities to control college students.
Prof. Sun: “Now college students have very active thinking,
with all kinds of ideas.
Earlier, when I met the voters, they expressed a lot of views.
I felt happy. So the authorities want to control pubic opinion.
To control the college students’ ideology is very difficult.
They also have a set of ways. This is a kind of a contest."
Leftist Sima Nan, called by netizens “advanced 50 cents," and
Wu Fatian, an associate professor at China Political Science and Law University,
suffered recent sieges from college students.
During their speeches, college students raised sharp questions
about current sensitive issues.
Like the blind human rights lawyer Chen Guangcheng,
Chinese human rights artist Ai Weiwei and deputies elections. They even openly criticized Mao Zedong.
