【禁聞】醜聞頻出 人大換屆選舉遭棄權惡搞

【新唐人2011年11月22日訊】中國大陸人大代表換屆選舉正在各地陸續展開,不斷傳出選舉醜聞。各地獨立參選人陸續被打壓,有選民用棄權或惡搞的方式來杯葛選舉。學者表示,這是打擊獨立參選人所引發的社會焦慮,和對政治控制的不滿。

成都雙流縣訪民辛國惠夫婦,以獨立參選人身份報名參加當地人大換屆選舉,18號下午,被當地政府官員綁架,帶往雞冠山看管。雙流縣的另外一名參選人胡金瓊,也遭遇政府官員前來綁架,但僥倖逃脫。

《蘋果日報》報導,大陸人大選舉被指為假民主,當局全力打壓獨立候選人,選民則採取棄權或惡搞來杯葛選舉。

上海復旦大學近日在選楊浦區人大代表時,很多選民因為不滿而選擇棄權,最終兩名官方候選人得票都沒有過半。更有大學生惡搞,填上香港藝人慾照風波主角陳冠希、和日本女優蒼井空等名字。當局隨後宣佈,選舉無效,要重新選舉。

復旦大學一名學生抱怨說:當局提名的兩位候選人是誰、有甚麼政綱,全都不清楚,「這樣的選舉,本身就是滑稽的。」「我們只能用這種方式表達不滿。」

大陸憲政專家陳永苗對《新唐人》表示,這種現象是當局過度打壓獨立候選人,引發的民眾對中國社會的焦慮和對現行政治的不滿。

陳永苗:「通過這樣方式來表達對政治控制、不讓他們政治參與的嚴重不滿,他們已經對這個,通過這種類似向艾未未捐款這樣的行動,他不表示我直接跟你對抗,但是我是表示間接隱諱對抗這麼的一個意識、一個叛逆的意識,來表達對專制控制的不滿。」

陳永苗認為,中共的所作所為都是走過場,人大只是一個花瓶、一個裝飾品,用來粉飾中共的專制制度。

這個月15號,北京進行人大選舉時,《央視》曾經播放了國家主席胡錦濤的投票畫面,他並沒有進入秘密寫票處,而是在一張凳子上填寫選票。民眾質疑,投票人在眾目睽睽之下,怎麼能做出真正自由的選擇?

湖北的選舉專家姚立法則指出,作為最高領導人的胡錦濤,他作為選民的基本權利都沒有得到保障。這樣的選舉結果,肯定無法代表民意。

而姚立法本人,作為中國第一位獨立人大代表,也因為宣傳選舉法,幫助獨立參選人參選而被當局長期軟禁。

姚立法的家人:「他現在還是被控制住了嘛,每天早上七點半帶走,晚上十點多鐘送回來,白天都不在家,今天也不在家,都是這樣的,每天都是這樣的。」

北京舉行的區縣人大代表選舉中,有選舉委員會在公布選舉結果時,竟然拒絕公布得票率。

姚立法稍早前對《法國國際廣播電臺》表示,北京的選舉有許多問題,選舉委員會應該公開所有結果,它之所以不公開是因為選舉本身見不得人,公開的違法。這也反應了中國選舉的現狀,他說,不按照法律規範的選舉,最終結果肯定也不符合民意。

他還指出,中國目前的選舉非常荒唐,是一個反法律的選舉,反人民的選舉。

CCP』s NPC Deputy Election Scandals

The general election of deputies for the Chinese
Communist Party (CCP)』s National People’s Congress
(NPC) is held across China, and reports of election
scandals continue. Some voters are boycotting the
election. Scholars say the CCP』s suppression of
localized independent candidates is triggering social anxiety
and political discontentment.

Reporter:
Petitioners Xin Guohui and his wife, from Shuangliu County,
Chengdu City, who had registered as independent
candidates for the NPC election, were kidnapped
by the local CCP authorities on November 18.
Another Shuangliu-based independent candidate,
Hu Jinqiong, managed to escape after also being kidnapped.

Apple Daily reported that China』s NPC deputy election was
referred to as “pseudo-democracy”.
The CCP authorities are sparing no effort in suppressing
independent candidates, while voters adopt
a 『no-vote』 or identity spoofing to boycott the elections.

Recently, Fudan University held an election for a deputy to the
Shanghai Yangpu District People’s Congress.
Many chose to waive their votes to express dissatisfactions.
In the end, the two official candidates did not receive
a determining vote.
Some university students mocked the election by voting using
the names of Hong Kong film actor, Edison Chen—known for
his sex photo scandal in 2008—and Japan』s AV idol, Sora Aoi.
School authorities declared the election not valid, calling for a
re-election.

A Fudan University student says the two candidates
nominated by school authorities did not clearly reveal
their personal information or policies.
“Such an election is funny in itself. We can only express our
dissatisfactions in such a way."

China constitutional expert, Chen Yongmiao, told NTDTV:
the CCP』s excessive suppression over independent candidates
incites anxiety in Chinese society and breeds discontentment
towards the current political system.

Chen Yongmiao: “In this way, citizens expressed
their serious dissatisfaction with political control and
with being prevented from joining political participations.
In the event of contributing money to Ai Weiwei,
people didn』t directly fight against the authorities,
but indirectly displayed a consciousness of rebellion,
to express their dissatisfaction with autocratic control."

Chen Yongmiao believes the CCP election is
just a show-case, he says NPC is like a decorative vase,
designed to pretty up the CCP』s dictatorship.

On Nov. 15, when Beijing held the NPC deputy election,
the CCP mouthpiece, CCTV, broadcast the CCP General
Secretary, Hu Jintao casting a vote. Hu did not have privacy
but filled out his ballot on a bench. The public questioned,
could a voter truly make a free choice while under public gaze?

Electoral expert from Hubei Province, Yao Lifa, says
as a top leader, Hu Jintao is not guaranteed basic voting rights.
Such election results cannot possibly represent
the true voice of the Chinese people.

China’s first independent deputy to NPC, Yao Lifa, was
put under a long period of house arrest due to publicizing
the electoral law and helping other independent candidates
run in election.

Yao』s family member: “He is now still under surveillance.
Every day, he is taken away at 7:30am and sent back
around 10pm. Every day is just like this."

In elections held across Beijing for deputy to the People’s
Congress at district and county levels, some Electoral
Commissions have refused to release vote percentages
for each candidate.

In an earlier interview by Radio France Internationale,
Yao Lifa said that there are many problems with the Beijing deputy election.
The Electoral Committee should make public all
electoral results. Their failing to do so only shows that
the election is an under-the-table deal,
an open violation of laws.
Yao believes that this also reflects a status quo of China』s
elections. If an election does not follow the laws and
regulations, the final outcome will certainly not accord with
the Chinese people』s will.
