【新唐人2015年02月03日讯】日前,中共当局对西藏自治区的防范措施升级,当地公安厅公布了一项举报暴力恐怖线索奖励的实施办法。近年来,外界比较少有关于发生在西藏的严重血腥袭击事件报导。如今中共大张旗鼓开出高价,宣称要鼓励民众提供所谓的涉恐涉暴线索,这背后究竟有怎样的目的呢?一起来看看下面的报导。
中共西藏自治区公安厅1月31号,公布了“群众举报暴力恐怖线索奖励实施办法”,决定对于提供暴力恐怖案件有效线索的人,给予最高30万元人民币的奖励。
西藏公安厅声称,奖励措施是为了鼓励民众参与反恐的积极性,主动举报暴力恐怖犯罪线索。
根据新规定,纳入奖励的涉恐涉暴线索包括:境内外暴恐组织及成员,在境内组织、策划、实施或煽动暴恐活动;境内外暴恐组织及成员的落脚处、关系人等等。
长期以来,西藏的僧侣多次以“自焚”的形式,来抗议中共当局的高压统治。据《自由亚洲电台》引述国际人权组织统计披露,自从2009年以来,已经有130多名藏人自焚。
不过,近几年来,外界却很少有关于西藏发生恐怖袭击的报导。
那么,中共现在抛出高价悬赏提供恐暴案件线索的目的,又是什么呢?
西藏流亡政府驻台代表达瓦才仁:“中国政府也没有期待这样的奖励办法会真的产生什么效果,但是它是一种宣传的伎俩。这样就好像西藏就有恐怖活动的存在,给人的感觉是这样。”
独立评论员、旅美中国社会问题研究人士张健:“中共在这个时刻用这种高压的方式,还有奖励的方式,双管齐下。一边是威胁西藏人,一边是奖励这种‘藏奸’来举报同胞,来达到所谓中共要求的从根上铲除对中共说‘不’的这些藏人同胞们。”
1月底,中共当局还宣布了在西藏发生的一起所谓“重大背叛事件”,指称去年有15名中共西藏官员,与海外的流亡藏人组织有秘密联系,参与非法地下组织,其中包括西藏山南地委原书记洛松次仁。
不过,北京方面并没有提供案件的具体细节,也没有披露这些涉案官员向境外提供了什么情报,以及对国家安全造成什么危害。
西藏流亡政府驻台代表达瓦才仁认为,中共有可能故意把反腐败引导到反分裂,从而掩盖其他问题。
达瓦才仁:“虽然中共政府一直想栽赃诬陷西藏人跟恐怖活动有关系,以便搭上反恐的便车,但是一直到现在为止,中国政府都拿不出任何的事实来证明西藏人有恐怖活动的证据。”
去年7月,多家海外媒体引述“自由西藏组织”公告称,中共在社交网站推特上使用了100多个假账号,冒充网友散布中共官方的西藏宣传言论。
去年11月,《美国之音》引述消息人士透露,有中共官员组成的工作组到西藏东部的那曲地区比如县,对强达尼姑庵进行所谓的“爱国主义教育”。寺院中的26名尼姑,因没有在民主管理委员会登记注册,被认为“不爱国”,遭到寺院开除。
独立评论员、旅美中国社会问题研究人士张健:“一个非常虔诚的佛教徒,他们对自己宗教的理解,和中共强加给藏人身上的这个党文化的理解是完全不同的。西藏人他在血液里面就有对佛教的虔诚,对他自己宗教的信仰,那么中共试图改变,从西藏人民心中去抹杀。”
达瓦才仁表示,中共推行奖励举报的做法,只是一种抹黑西藏的宣传工具,对于有宗教信仰的民族来说,不可能奏效。

Reasons Behind Tibet’s Highly Rewarded Terrorism Reporting.

Recently, the Chinese Communist Party (CCP) upgraded
preventative measures for the Tibet Autonomous Region;
The local Public Security Bureau announced measures to
reward reports of violent terrorism.
In recent years, there have been relatively fewer reports
of serious bloody attacks in Tibet.
Today, the CCP claims to encourage people to provide
terrorist-related and violence-related information.
What exactly is the purpose behind it?
Let us take a look at the following report;
The CCP Tibet Autonomous Regional Public Security office
announced an “Implementation of Measures to Reward
Reports of Violent Terrorism Information", on Jan 31 offering
up to 300,000 yuan for accurate news of violent terrorism.
The Tibet Public Security Bureau claimed that incentives are
to encourage people to participate in anti-terrorism.
It’s also to have people take the initiative to report
about violent terrorist crimes.
The new regulations incorporate incentives involving
terrorism-related violence activities including:
Members and organizations of domestic and international
terrorism planning, implementing or inciting violent terrorist
activities; shelter and relationship between terrorists, etc.
Over the years, numerous Tibetan monks self-immolated
to protest against the oppressive rule of the CCP.
According to RFA quoting international human rights NGO
statistics, since 2009, over 130 Tibetans self-immolated.
However, in recent years, there are very few reports on
terrorist attacks in Tibet.
So, what is the purpose of the CCP now throwing large
rewards to those who provide violent terrorism clues?
Tibet’s government in exile Representative to Taiwan,
Dawa Tsering, “The Chinese government did not expect
such incentives would really produce any effect, but it
is a propaganda ploy.
So it presents that those terrorist activities exist in Tibet,
which give people such feelings."
Independent commentator, American Chinese social problem
researcher, Zhang Jian, “At this moment the CCP uses high-
pressure means plus rewards to threaten the Tibetans, and
also reward “Tibetan traitors" to report their compatriots.
This will achieve the requirements of eradicating the
Tibetans who say “no" to the CCP."
By the end of January, the CCP announced a “great incident
of betrayal", claiming that last year, 15 CCP officials in Tibet
had secret contact with oversea Tibetan exile organizations,
and participated in an illegal underground organization.
They included the former secretary of the
Shannan Prefectural, Laussonne Tsering.
But Beijing did not provide specific details of the case;
There is no disclosure of what information was provided to
such oversea organizations, or any harm to national security.
Tibet’s government in exile Representative to Taiwan,
Dawa Tsering believes that the CCP may deliberately
lead anti-corruption to the anti-secession, in order
to mask other problems.
Dawa Tsering, “Although the CCP has always wanted to
frame Tibetans for having relationships with terrorist events
to catch the ride of anti-terrorism, until now, there are no
facts to prove any terrorist activities by Tibetans."
In July 2014, a number of oversea media quoted the Free
Tibet organization which announced that the CCP have
over 100 fake Twitter accounts posing as netizens to spread
CCP official propaganda of Tibet.
Last November, Voice of America quoted sources that
CCP officials working group went to Biru County, Nagqu
Prefecture in eastern Tibet and gave “patriotic education"
to the Jhada Nunnery.
26 nuns, unregistered at the Democratic Management
Committee, were considered “unpatriotic".
They were expelled from the monastery.
Independent commentator, American Chinese social
problem researcher, Zhang Jian: “As very devout Buddhists,
their understanding of their own religion is totally different
to the CCP culture which is imposed on the Tibetans.
Tibetans have Buddhist piety in their blood and their own
religious beliefs.
But the CCP tries to change and erase this from
the minds of the Tibetan people."
Dawa Tsering said that the CCP implementation reward
practice is just a propaganda tool to discredit Tibet.
For a religious nation, it cannot work.
