Shenzhen Stopped Apartment Sales of Fantasia,
A Developer Founded by Zeng Qinghong’s Niece.
Xi Jinping’s attempt to strike at “tiger bosses” has become
the focus of public attention in China.
Recently, apartment sales of Fantasia Holdings Group, a
developer based in Shenzhen, were blocked by the authority.
Zeng Baobao, niece of former Chinese Communist Party (CCP)
Vice President Zeng Qinghong, is the largest shareholder.
House transactions were also blocked for other Shenzhen
developers linked to Zhou Yongkang.
The connection between Zeng Qinghong and
Zhou Yongkang is becoming visible.
Fantasia Holdings Group Co. was founded by Zeng Baobao,
the niece of Zeng Qinghong.
On Jan.15, Fantasia apartments were reportedly blocked for
sale by the local Planning and Land Resources authority.
A Beijing Youth Daily article said, the presale of a Fantasia
property “Flower Home” was stopped by the CCP.
Four units with total area of about 200 square meters
that were sold in 2013 were also on the lockout list.
The “Flower Home” is located at the center of
Bao’an District in Shenzhen.
There are speculations that those four presold apartments
in the lockout are owned by CCP officials.
According to Fantasia’s 2014 interim report, the company’s
executive director, Zeng Baobao owns a 57.33 percent holding
either directly or indirectly.
Zeng Baobao’s father is Zeng Qingzhun, a younger brother
of former Politburo Standing Committee member and Vice
President Zeng Qinghong.
Gu Chunqiu, political commentator, ”Fantasia was founded
by Zeng Qinghong’s niece.
The company’s apartment sales in Shenzhen were banned.
Now Zeng Qinghong is believed to be the next target of
Xi Jinping’s anti-corruption campaign.
So the lockout on Fantasia must relate to Zeng’s
family corruption.”
Authoritative Lockout refers to administrative freezing
of particular apartments or the whole sales system of a
developer due to violation of rules. The latter usually
occurs in two situations.
First, the developer is in debt crisis and judicial offices block
its housing sales;
Second, the developer is involved in corruption cases and
the lockout comes from orders from discipline inspection.
As investigation of Zhou Yongkang continues; Xi Jinping’s
anti-corruption campaign has fully covered China’s whole
real estate industry. “Apartment Lockout” quickly became a
frequently used “sensitive term” with Shenzhen developers.
More developers are being placed in “lockout” and
requested meetings with discipline inspection agents.
Several central government-owned enterprises have
also been involved.
According to statistics released by the finance channel
of 163.com, more than 10 developers are currently
under “authoritative lockout”, with more than 16,800
apartments blocked from sales.
The CCP officially said that details of these lockouts
would not be open to the public right now.
However, media reports exposed that most “locked”
developers had connections to Zhou Yongkang.
Kaisa Group, a leading developer in Shenzhen, drew most
attention as over 2000 apartments were frozen in November.
Chinese media reported that, Kaisa built up its fortune
from Shenzhen’s urban redevelopment projects.
It has close connections with local government, as well as
Zhou Yongkang’s family.
Kaisa was in trouble after the fall of Jiang Zunyu, former
Shenzhen’s municipal director of Politics and Law Commission.
Caixin (caixin.com) further exposed that, Zhou Bin, the
eldest son of Zhou Yongkang and Zhan Minli, Zhou Bin’s
mother-in-law, invested in Kaisa and Fantasia via their
controlled investment corporation Zhongxu.
Zhou and Zhan had reserved thousands of mu of land
from the deal.
Zhongxu has 10-percent holding in Fantasia Sichuan, which
built communities like “Jinshanhua” and “Yishu Huaxiang”.
Some apartments of these communities were managed
by Wu Bing, who was called Zhou Yongkang’s “head butler”.
Wu used these apartments to bribe CCP officials, especially
those from the Politics and Law system.
The lockout moves against Kaisa and Fantasia, have brought
Zhou Yongkang and Zeng Qinghong’s links to the public eye.
Tang Jingyuan, political commentator, ”Last November,
we first saw thousands of Kaisa apartments were frozen.
Then we saw trade in Kaisa shares were halted. Fantasia
probably will follow the same story of Kaisa.
These two companies were exposed for being related to
Zhongxu, which is controlled by Zhou Yongkang’s family.
This uncovers the economic ties between Zhou
and Zeng Qinghong.
Indeed they have even closer connections
in political collusion.”
Tang Jingyuan commented that, the lockout of Fantasia was
only one step out of a set of attacks against Zeng Qinghong.
As Zhou Yongkang’s case comes to trial, the darkness
of Zeng Qinghong’s family will be gradually exposed;
More scandals of Zeng Qinghong will be seen
in media reports, said Tang.
