【新唐人2015年01月07日讯】哈尔滨仓库大火已经过去几天了,火灾中被疏散的几百户居民是否已经得到了安置?周围商家损失惨重,有没有得到救助?罹难的5名消防员,家属只能得到2万元人民币的补助吗?带着这些问题,我们采访了受灾的商户,和评论人士。
根据大陆媒体报导,1月2号哈尔滨道外区火灾中被疏散的居民,截止到6号,共有752户2731人。
有些并不是坍塌楼房的住户,而是同一小区的居民。由于火灾的影响,临近房屋的安全性也成了问题,但是这些居民的房贷按揭还得每月支付。
另外,火灾现场附近是当地厨具一条街,几百家厨房设备、酒店用品等商家林立,大部分是来自外省的商户,他们也因为火灾损失惨重。
酒店用品经营部蔡先生:“我们所有的库房都烧了,将近200平方的库房,打了吊铺,楼上楼下的东西,好几百万全部都没了。”
大陆媒体报导说,道外区财政已经设立专款,以户为单位,以三口之家为基数,发放每月2000元的救助金,超过三口人的家庭再给每人500元的补贴。
不过商户们表示,由于他们是租用房屋,因此到现在也没拿到补贴。
蔡先生:“我们是租人家的房子吧。他就说每一户给2000块钱,是抚恤费。反正我们租的房子,也没到我们手上啊,也是房东拿走了。”
4号上午,商户们集体去道外区政府,希望得到帮助,结果无人理会。
蔡先生:“现在已经到市政府里头,他就不管这些事,不理我们。去了多少人,本地人,我们老乡,有几百人,现在都把我们撵回来了。”
由于被大火烧坍塌的楼体仍然存在进一步坍塌的危险,现场已经被封锁。不是起火大楼的居民和商户,也无法回家去拿财物,日用品,和衣服。
另外,对于在火灾中罹难的5名消防员,公安部在4号批准,分别为家属发放抚恤补助金2万元。
这一金额立刻引发网络舆论哗然,许多网友质疑2万元太少,还不够贪腐官员一顿饭。还有很多网友将纽约为殉职的华裔警察刘文健,举行高规格的葬礼,与哈尔滨5名消防员做对比,认为当局对生命冷漠、缺乏尊重。
之后中共媒体在6号发表文章说,这2万元仅是荣誉奖励,不是真正的抚恤金。按照规定,所谓的“烈士褒扬金”的标准,是上一年度“全国城镇居民人均可支配收入”的30倍。2014年度这一数据还没有公布,但按照2013年的标准,这几名消防员遗属大概可以得到约80万元。
维权人士马波:“怎么能用钱来衡量这个事情,家属他们的心,永远也抹不平失去自己的亲人这一块。为什么政府,在网友在网上说这个事情,在指责的情况下,你又涨到80万?这80万能不能落实在家属身上,这还是个未知数。”
纽约遇害华裔警察刘文健的葬礼,上周日(4号)在纽约布鲁克林举行。来自全美近三万名警察和众多市民前来送行,不仅纽约市长白思豪,代表欧巴马总统的美国联邦调查局长詹姆斯‧科米、国会参众两院多名议员、警察局长布拉顿等官员都前往殡仪馆表示敬意和哀悼。刘文健的遗孀陈佩霞,可以终身领取刘文健百分之百的薪水,直到她去世。
旅美中国问题评论人士张健:“一个在美国移民的警官,能受到像国葬一样的待遇,其实说明了美国对人权的尊重。那么在中国的话,我相信这5个消防员,他的家庭、父母,都可能生活在一种贫困之中,而无人去问津。”
据大陆媒体报导,罹难的最年轻的消防员赵子龙,是家中唯一的男孩,为了能让父亲安心治病,减轻家里的负担,赵子龙15岁就选择了退学。之后做过饭店服务员,去工地打零工,4个月前刚刚入伍。这次火灾是赵子龙的第一次,也是最后一次“任务”。

How to Treat Survivors After Harbin Warehouse Fire
A big warehouse fire in Harbin was put out few days ago,
but have the hundreds of evacuated residents
been well provided for?
Is aid being offered to surrounding businesses
which suffered heavy losses?
Will the families of the five firefighter victims
each only get 20,000 yuan subsidies?
With these questions, we interviewed
the affected businesses, and commentators.
According to Chinese mainland media reports on Jan 6th,
the evacuated residents in the Daowai District
of Harbin City during the fire disaster on January 2nd
amount to 752 households and 2,731 people.
Some residents were not evacuated from collapsed buildings,
but due to the impact of the fire, the safety
of their apartments has become a problem,
but they still have to pay monthly home mortgage loans.
In addition, there is a local street close to the site of the fire
with businesses trading in kitchen stuff.
Hundreds of kitchen equipment and hotel suppliers are
operating on the street, and most of the businesses are
from other provinces.
They all suffered heavy losses because of the fire.
Hotel supply business owner Mr. Cai:
“All our warehouses are burned,
that is nearly 200 square meters on two floors.
A few million RMB of stuff inside the floors is gone."
Chinese media reported that the Daowai District
Government has set up a special fund
to pay 2,000 yuan relief monthly
to each affected household as a unit in terms
of a family with three members.
If the family size is more than three people,
then each extra person receives
an additional 500 yuan subsidy.
However, the traders say,
because they are renting the stores, up to now
they have not received subsidies.
Mr Cai: “We rented the building from others.
The Government says to give each household 2,000 RMB
as assistance fund.
Since we rent a house, the fund is not given to us.
The landlord took the money."
The morning of Jan 4th, merchants collectively went
to Daowai District Government seeking help,
but no one cared.
Mr. Cai: “Now we have appealed
to the Harbin Municipal Government,
but they did not care and ignored us.
Many people including local residents and merchants
went there, but we were all driven back."
Because of the risk of further collapse
of those burned and collapsed buildings,
the burned areas have been cordoned off.
Those residents and merchants
whose buildings were not burned are also affected
and they are not allowed to return home
to fetch belongings, daily necessities, and clothes.
In addition, for the 5 firefighters who lost their lives
the Ministry of Public Security, approved on Jan 4th,
payment to each family of a 20,000 yuan pension.
Such a small pension immediately triggered
a public outcry on the Internet.
Many netizens questioned 20,000 yuan as too little,
not enough for one meal for those corrupt officials.
A lot of netizens compared the high-profile funeral
of the Chinese American police Liu Wenjian in New York
with five firefighters in Harbin City,
and concluded that the local authorities are indifferent
and without respect for their lives.
Afterwards, the Chinese Communist Party (CCP) media
published articles and said on Jan 6th that 20,000 yuan
is an honorary award rather than a true pension.
According to regulations, the so-called
“Martyrs Awards Fund" standard is 30 times
“the disposable income of urban residents per capita"
in the last financial year.
The specific fund for this in 2014 is not yet published,
but according to the 2013 standard, each family
of the firefighter victims could probably
get about 0.8 million RMB.
Human rights defending activist Mr Ma Bo:
“How can they only use money to measure this thing?
The hearts of the victim families will never recover
due to losing their loved ones.
Why did the government raise the fund to 0.8 million
after netizens criticized the original fund as too little?
Will such an amount of 0.8 million RMB be paid
to each of the families? This is still unknown."
The funeral of shot and killed New York policeman Liu Wenjian
was held in the Brooklyn District of New York City
last Sunday (Jan 4th).
Nearly 30,000 police officers from the United States
and many people came to attend the funeral,
and important attendees included the New York City
Mayor Bill de Blasio, and FBI director James Comey
on behalf of President Barack Obama,
a few members of National Congress and Senate,
the New York City Police Commissioner William Bratton
and other officials.
They all visited the funeral parlour to pay tribute
and offer condolences.
Liu Wenjian’s widow Chen Peixia could receive
one hundred percent of her husband’s salary
until her death.
Chinese commentator Mr Zhang Jian:
“An immigrant American police officer’s funeral can
be treated like a state funeral.
This actually explains the respect for human rights
in the United States.
I believe that each family of the five victim firefighters in China
are likely to live in poverty, and no one cares."
According to Chinese media reports, the youngest of the
firefighter victims is Zhao Zilong, who was the only boy
in his family.
In order to make his father feel better, for treating disease
and to reduce the burden on the family,
he chose to quit school when he was 15-years-old.
Afterwards, he worked as a waiter in restaurants
and did some odd jobs at construction sites.
He had just become a firefighter four months ago.
To fight this fire was his first mission
as well as his last.
