【新唐人2014年12月26日讯】前中南海大管家、中共政协副主席令计划,22号因涉嫌严重违纪被调查。虽然官方尚未透露相关违纪事实,但党媒发文称,令计划是“坐在腐败阵营中的执牛耳者”,并披露传闻已久的官商同盟“西山会”。不过,有分析指出,习近平拿下令计划不是因为贪腐问题,而是不想落人口实,为下一步打虎铺平道路。
12月24号,《人民日报》海外版微信公号“侠客岛”刊文《有意味的冬至夜》,从人生、家族、帮派、冬至(收网)四个角度,解读与令计划有关的“法拉利车祸”和“西山会”等传闻。
文章指出,在这两年的“山西剿腐记”中,隐隐看出,令计划就是那个“坐在腐败阵营中军帐中的执牛耳者”。
据了解,中共十八大后,全国已有57名省部级及以上官员落马,而在22个出现省部级官员被调查的省份中,山西以7人居首。令计划被宣布调查的同一天,中纪委也公布了申维辰和金道铭两个曾任职山西的落马高官被“双开”的调查结果。
对令计划家族来说,今年也是坏消息频传。6月,时任山西省政协副主席的二哥令政策被调查。10月,以化名王诚纵横商界的五弟令完成也被曝接受调查。
时事评论员邢天行:“关系网主要是在山西,当然一开始不一定是专门针对令计划来的,因为他们之间利益关系是错综复杂的,所以在查其他人的腐败问题的时候,令计划家族会牵连上。”
据了解,这些落马官员中有不少人是“西山会”的成员,如国家发改委前副主任刘铁男、令政策、中国科协原党组书记申维辰、前山西省委常委、太原市委书记陈川平等。
大陆媒体人罗昌平在他所着的《打铁记》一书中,以“大内管家”称呼令计划,并直指令计划是“西山会”名副其实的“党鞭”。
文章说,“西山会”在2007年悄然成型,由进入或候补进入中央委员会的山西籍官员组成,谁手握着那张通往西山饭局的门票,似乎也就坐上了权力晋级的直梯,例如刘铁男就是靠入会才顺利晋升至国家发改委副主任。
文章还说,“西山会”以不低于3个月一次的频率聚会,且有超强的保密色彩,“秘书、手机、情人必须隔离”,只有像刘志军合伙人丁书苗这样获得圈内认同的富豪,才有为聚会买单的资格。
罗昌平认为,“西山会”虽然不是明确的政党,但实际已有派系之分,具备高度的身份认同感,存在一致的政治目标。密室作业并不透明,官商资金来源,难言公共利益。
北京时政观察人士华颇指出,目前习近平正在以反腐名义打击地方实力派,因此,令计划落马并不令人意外。
北京时政观察人士华颇:“令计划落马是习近平有计划的捣毁地方实力派的一种手段,所以令计划倒台也是必然的。山西省部级干部已经倒了7个了,而且令计划家族也已灰飞烟灭了。习近平可能会继续对地方实力派进行打压,比如山东、江苏、北京等等。腐败是一把利器,因为在中共官场,很少有人是完全干净的,所以这把利器,我想习近平会发挥到极致。”
时事评论员邢天行认为,习近平拿下令计划有利于下一步打虎。
邢天行:“他(习近平)其实就是宣示一个信号,不管你的背景是谁,他一概都要反。他这个态度就是在未来的反腐当中,将会有更高的大老虎落马。反腐到了这一步,他要进一步再往下反腐的时候,高层在权力的较量当中,因为对手也在看,会有很多的说辞,他要达到一种平衡,让各方面都没有口实去说,令计划这一步,他就必须得走了。”
外媒曾披露,令计划在儿子令谷“法拉利车祸”身亡后,私自动用中央警卫局封锁车祸现场。《财新网》则披露,为掩盖儿子死因,令与周永康达成了某种“政治约定”。不过,这篇报导后来被删除。
时事评论员李天笑指出,令计划有重大把柄在江派手里,习近平要腾开手重拳打江泽民,不得已而拿下令计划。实质上,令计划是江派死命追杀不放的牺牲品。习、胡和令本人都十分清楚这一点。也就是说,调查令计划是为重击江泽民清理障碍,预示着下一步打江有更大行动。
时事评论员章天亮指出,习近平瞄准的下一个目标会是重要的江系常委或者军头,直到彻底粉碎江泽民、曾庆红集团为止。

Ling Jihua Down: Who Will be the Next “Tiger" to be Hit?
Ling Jihua, the former butler of Zhongnanhai and
the incumbent vice chairman of the Chinese People’s
Political Consultative Conference (CPPCC), has been
investigated over “suspected serious disciplinary violations."
Although no official disclosure has been made on the facts,
the Chinese Communist Party (CCP) media has reported
on the long-rumored alliance between the officials
and businessmen at the West Hill Society, calling Ling Jihua
“a dominant official sitting in the faction of corruption."
However, analysts point out that the reason Xi Jinping had
Ling Jihua arrested is not due to corruption, but to pave
the way for his next attack on a “tiger" while avoiding
heavy criticism.
On Dec. 24, Xiakedao, an overseas edition commentator of
the CCP mouthpiece media, People’s Daily, posted the article
Meaningful Winter Solstice Night, saying that the Beijing
Ferrari Car Accident in March and the West Hill Club are
connected to Ling Jihua in four aspects—
his lifetime, family, gangs and the Winter Solstice.
The article says, during the recent two-year-long campaign
of “destroying corruption in Shanxi Province", it has been
noted that Li Jihua is “sitting at the dominant position
of the corruption camp."
It’s understood that since the CCP’s 18th Plenary Session,
57 officials at and above the provincial and ministerial levels
have been investigated or punished, and Shanxi Province
ranks No.1 out of 22 provinces, with 7 officials falling.
On the same day they announced that Li Jihua was under
investigation, the Commission for Discipline Inspection
of the Central Committee (CDICC) also stated that
Shen Weichen and Jin Daoming from Shanxi had been
investigated and expelled.
As far as Ling Jihua’s family is concerned, this year
has repeatedly brought them bad news.
In June 2014, Ling Jihua’s second elder brother, Ling Zhengce,
who was the deputy chairman of Shanxi’s Political
Consultative Conference, was put under investigation.
Then in October, his fifth younger brother, Ling Wancheng,
who was very active in the business field was investigated.
Xing Tianxing, Political Commentator: “Ling Jihua’s
relationship network is mainly in Shanxi; in the beginning,
the anti-corruption campaign was not aiming for Ling Jihua,
but because the relationships of interests are very complex,
when other officials’ corruption problems are investigated,
Ling Jihua’s family also surely becomes involved."
It’s understood that many of the sacked officials are
West Hill Club members, such as Liu Tienan, the former
deputy director of the National Development and Reform
Commission; Ling Zhengce, the former head of the China
Association for Science; Shen Weichen, former Shanxi
Provincial CCP Standing Committee member;
and Chen Chuanping, Taiyuan City’s CCP head.
Mainland Chinese media professional, Luo Changping, called
Ling Jihua a “Palace Butler" in his book, A Story of Punishing
Liu Tienan, and directly referred to Ling Jihua as being
the authentic “whip" of the West Hill Club.
Luo says the West Hill Club was quietly formed in 2007
and was comprised of Shanxi officials who became full or
alternate members of the CCP Central Committee.
They were invited to dinner in the West Hill and seemed to
be on a straight ladder to upgrading their rank and power.
For example, Liu Tienan was promoted to become
the deputy director of the Development and Reform
Commission due to his club membership.
Luo also says the West Hill Club organized meetings no often
than once every three months.
It was extremely private and confidential, requiring
“secretary and no access with mobile phones or mistresses."
Only rich people like Ding Shumiao, who was the partner of
Liu Zhijun and recognized by the circle, were qualified to
pay for the bills from the meeting.
Luo Changping believes that although the West Hill Club
is not a definitive party, it has its factions and a high sense of
political recognition with consistent political objectives.
Such secret work isn’t transparent; officials and businessmen
are strongly connected for financial reasons,
and public interest becomes pushed aside.
Beijing politics watcher, Hua Po says, currently Xi Jinping is
attacking the powerful local officials under the name of
anti-corruption—Ling Jihua’s arrest is expected.
Hua Po: “To punish Ling Jihua is one key way to crackdown
on powerful local officials; his stepping down is necessary—
seven Shanxi provincial level officials have been arrested,
and Ling Jihua’s family have reached the point of collapse."
“Xi Jinping may continue to crack down on local officials,
such as those in Shandong Province, Jiangsu Province
and Beijng etc."
“Anti-corruption is a very clever means, because in China’s
official system, few officials are completely clean; with such
a sharp tool, I think Xi Jinping will play it to the extreme."
Xing Tianxing believes that Xi arresting Ling Jihua
will benefit his next step in “attacking the tiger".
Xing Tianxing: “Xi is actually giving a signal—no matter
what your background is, he can have you investigated.”
“It shows that higher level ‘tigers’ will be sacked in the future
and because the opponent can also see this, it should
achieve a sort of balance, where all sides have no criticism;
so to punish Ling Jihua was a necessary step for Xi to take."
Caixin Media has revealed that Ling Jihua privately mobilized
the Central Guard Bureau to cordon off the scene
after his son, Ling Gu, died of a Ferrari car accident.
In order to uncover the cause of death, Ling Jihua achieved
a sort of “political agreement", but the report was deleted.
Political commentator, Li Tianxiao says Ling Jihua has a major
handle in business with Jiang Zemin’s faction, so if Xi Jinping
wants to land Jiang a heavy blow, he had to arrest Ling Jihua;
in essence, Ling is a sacrifice for Jiang Zemin’s faction.
Xi Jinping, Hu Jintao and Ling Jihua all know that
the investigation on Ling is to clear up obstacles for pounding
Jiang Zemin and indicates that such actions will escalate.
One political commentator says the next target will likely be
an important Politburo standing member or a top-rank
military official of Jiang’s faction, and this will continue
until Jiang Zemin and Zeng Qinghong’s groups are destroyed.
