【新唐人2014年11月07日讯】连日来，北京APEC峰会成了所有媒体关注的焦点话题。然而，令国际社会震惊的并不是巨资打造的雁栖湖峰会景区，而是当局为了“保障会议胜利召开”而作出的种种匪夷所思的举措，不但令百姓不堪其扰，就连死人也不得安宁。一时间民怨铺天盖地，对此，网友总结成一句话：“对外要脸不要钱，对内要钱不要脸。”
11月5号，亚太经合组织（APEC）峰会终于在北京如期召开。包括中国在内的21个成员国的首脑、政要齐聚雁栖湖。为了这一天的顺利到来，北京当局不但斥巨资打造了极致奢华的湖边会场，在环境和安保方面更是大动干戈，可谓使尽了浑身解数。
“举世闻名”的北京雾霾一度令中共当局颜面大失。为了确保APEC峰会期间北京能出现“蓝天”，当局不顾对经济和民生可能造成的负面影响，不但命令企业停产、工程停工、小商贩停业、车辆限行，还实施了政府机关、学校全体放假，推迟供暖、禁止民间燃煤燃火、部分奶站停止送奶、快递暂停、婚姻登记暂停等奇葩措施。
不但活人不堪其扰，就连死人也难以幸免。据大陆媒体报导，峰会期间北京的一些停尸房外将禁止举行烧死者衣服的丧葬仪式。
上述种种扰民举措，引发了百姓强烈不满，网路上各种吐槽不断，人们指责当局——拚命抓面子，民生丢脑后。
北京访民王玲：“这太不好了，这种方式。外国人仅仅是在北京开一个个会议，我觉得是一种浪费、是一种糟蹋，是一种拿中国老百姓正常生活有点不当回事，有点崇洋媚外，有点心虚。你开你的会，我过我们的日子，你干嘛要搞得那么草木皆兵呢？”
为了制造“景色宜人”的APEC的主会场，英国《金融时报》援引地方投资促进局的数据报导，政府斥资70亿元人民币，用于改造雁栖湖周边地区。一家追踪中国建筑行业的网站估计，总投资额是上述数字的5倍，即360亿元人民币。
《华盛顿邮报》11月4号的报导说，对中国政府而言，在事关国际声望的问题上，没有什么代价是因为太高而不能付出的。
北京民主维权人士宋再民：“中国政府它借机这个会宣扬自己的所谓和谐盛世，彰显自己‘经济发达’的实力，这也是一种暴富炫富表现，也是挥霍民脂民膏一种表现。因为还有那么多人处在贫困线以下，更多人没有工作。大多数底层的民众都是艰难度日。它们如此的挥霍民脂民膏，肯定引起国内民众极大反弹。”
而在安保方面，9月下旬，安监局已经开始布署APEC期间北京市的安保工作。大批警力调入北京，将戒备提到最高级别——围绕北京200公里内，直升机一天2次在空中巡逻﹔APEC会场周边布满荷枪实弹执勤武警和便衣哨兵﹔人口流量密集的区域布满高清监控摄像头﹔对过往车辆行人的层层检查更是可谓严苛到了极点……
北京访民王玲：“站岗的执勤的多、巡逻的多、武警巡逻北京站那一带有的都带着枪。措施是太多了，在地铁上检查的也非常严格，书包里的水都让喝一口。”
此外，北京警方还联合周边的天津、河北、内蒙古等13个省区市，启动“环北京”防控体系，数万名公安24小时全天候保持“临战状态”。对异议人士、访民的打压也更为严酷。
王玲：“这一开会我们都给‘带’出来了，不让在北京呆着。”
宋再民：“举国震惊了，它这个措施已经是、整个现在算是集体恐怖，我也是被抓了，前几天刚回来。然后现在还不能上网，计算机什么的也都给抄了。如果不是通过家人的多方营救，本来是要到11月20号左右才能够放我回来的。”
在牺牲了无数百姓的利益后，北京终于可以看到蓝色的天空，网民们对此戏称为“会议蓝天”。北京民众则纷纷感慨：“还要借外国人的光，才能呼吸到正常的空气。”

Beijing Provokes Grievances During APEC Summit
Recently, the Beijing APEC summit became
a hot topic in all media.
However, the international community was shocked
by all sorts of bizarre security measures taken
rather than by the lavish Yanqi Lake Summit Conference
venue which consumed a massive amount of money.
Such measures not only disturb people to an unbearable
extent, but also the deceased have no peace.
There are an overwhelming amount of public grievances
which netizens summed up in one sentence:
“Vanity over money regarding diplomatic affairs;
money over vanity regarding internal affairs."
On Nov. 5, the APEC summit was finally held in Beijing
as scheduled.
Heads of 21 member states including
China gathered for the summit in Yanxi Lake.
For the smooth arrival of this day, the Beijing authorities
not only spent a huge amount of money in building
the ultimate luxury lakeside venue, but also took all
measures to upgrade the environment and the security.
The notorious Beijing haze once again makes the Chinese
Communist Party (CCP) authorities look shameless.
In order to ensure that Beijing has blue skies during
the APEC summit, the authorities do not care
about the negative impact on the economy
and people’s livelihood.
Orders were given to stop manufacturing production,
engineering projects, small traders.
Vehicles used for travel were limited.
Mandatory holidays for government agencies and schools
were implemented.
Heating was postponed, burning coal for fire was banned,
milk delivery for some milk stations stopped, courier services
paused, and marriage registration interrupted.
Not only living people find it difficult to stand
such a disturbance, but also the dead are not spared.
According to mainland media reports, during the summit,
some sites outside morgues in Beijing will be banned
from holding funeral ceremonies.
All these disturbing initiatives have led to strong resentment
among the people.
All kinds of opinions are consistently aired
by netizens on the Internet.
The public are accusing authorities of desperately grasping
vanity and ignoring the livelihood of the people.
Beijing Petitioners Wang Ling: “Such a manner is too bad.
Foreigners are coming to Beijing just to attend a meeting.
I think it is a waste, a ruin, and has little consideration
for the normal life of Chinese people.
It is worshipping foreigners a little, it’s timidity.
You hold your meeting, I live my life.
Why do you want to disturb everyone
in such a way?"
In order to create the “scenic" APEC main venue, the British
Financial Times, citing local investment Promotion Bureau
data, reported that the government spent seven billion yuan
on reconstructing Yanxi’s surrounding areas.
A website tracking China’s construction industry estimates
that the total investment is five times the above figure,
that is 36 billion yuan.
The Washington Post reported on Nov. 4 that regarding
the matter of international prestige, there is no price
too high to pay for the Chinese government.
Beijing democracy activists Song Zaimin: “The Chinese
government would take the opportunity to promote their
so-called era of harmony and prosperity to demonstrate
their ‘economic development’ strength.
This is to show off their wealth, but also a manifestation
of squandering the taxpayers money.
Because so many people are still living below
the poverty line, more people do not have jobs.
Most of the lower class people are struggling to survive.
They are splurging the taxpayers’ money in this way,
and this will certainly cause a great rebound
amongst the domestic people."
In terms of security, in late September, the Security
and Supervision Bureau has begun to deploy the security
work for APEC Summit in Beijing.
A large number of police were dispatched to Beijing,
and the alert level has been upgraded to the highest
within 200 km around Beijing, helicopter patrols
in the air twice a day;
The APEC venue and surrounding area are full of heavily
armed plainclothes and armed sentry duty;
populated areas covered with dense traffic,
HD surveillance cameras; the security check
on passing vehicles and pedestrians has been
described as harsh to the extreme.
Beijing Petitioners Wang Ling: “Many guards are on duty,
many patrols and more armed police patrols with guns
at Beijing Railway Station.
There are too many measures taken.
There are very strict checks in the subway, and it is even
required to drink a little from the drinking water bag."
In addition, the Beijing police have jointly surrounded 13
provinces, Tianjin, Hebei, Inner Mongolia, launched, “circling
Beijing" prevention and control system, all-weather 24 hours
to keep tens of thousands of public security “alert status."
The suppression of dissidents
and petitioners is more harsh.
Wang Ling: “This meeting drives us “away from" Beijing,
and we are not allowed to stay in Beijing."
Song Zaimin: “The whole nation is shocked.
Such a measure is now being considered a collective horror.
I was also arrested a few days ago and just released
for coming back.
Now I cannot access the Internet.
My computer was also ransacked and taken away.
Without various rescue efforts of his family,
I was not supposed to be released until Nov. 20."
At the expense of the interests of many people,
Beijing can finally see the blue sky.
Netizens dubbed this “blue sky for meeting".
Beijing people expressed their mixed feelings:
“Only with the help of foreigners
can we breathe normal air in Beijing."
