【新唐人2014年08月19日讯】中共中央巡视组近期进驻大陆多个地区,日前,江苏的多位访民向巡视组上访后,先后遭到黑帮的殴打,有的被打的全身是血,有的被殴打的多处骨折,更有甚者被殴打的险些丧命。
2014年中共中央巡视组第二轮巡视组,自7月29号开始进驻上海、山西、江苏等10地,之后进行为期2个月的巡视。
地方政府对此高度紧张,想方设法阻止访民与巡视组官员接触,甚至动用黑势力殴打上访者。
江苏徐州丰县宋楼镇60多岁的访民刘桐林,1号向在南京的中纪委巡视组上访,12号就被地方政府约谈。刘桐林竞买了当地一个整体果蔬加工厂,被当地政府的官员违法霸占,致使上千万投资收不回来,多年上访无效。
江苏徐州丰县访民刘桐林:“我开车过去,我一出去就发现(有)车跟着,(中途)人都渴了下来买个瓜,(那车)开过去以后又转回来了,转回来以后停在我的车前面,挡着我的车,下来两个人,上来就打。打的手法完全是黑社会的手法。当时打我的时候(他们)就说,叫你告状上访。我隐隐约约的听到这个话。”
刘桐林告诉《新唐人》,打他的人拿着两根7、80公分长的木棍,下手很重,完全是黑社会手法。
刘桐林:“他照我头打的,我就护头呀,左手呢,三处骨折,左腿骨折,一处膝盖的肌腱整个断了,这种情况他们是打算是打残的。”
刘桐林透露,从外地请专家给他做手术,如果手术成功,腿能恢复百分之七、八十的功能,否则,腿部会残废。
据大陆《六四天网》周六消息,就在11号,徐州丰县宋楼镇魏庄村73岁女性访民刘道兰,也经历了同样遭遇。左腿膝盖以下粉碎性骨折,正在宋楼镇医院抢救。
刘桐林:“她是因为她的女儿下午(被)叫到派出所,第二天在坑里死了,不知道怎么死的,她就上访,结果把她送到精神病院,搞了一个假的鉴定。也是到南京去了,到巡视组(上访),一回来(被打)。”
刘道兰的儿子左先生,16号向美国《自由亚洲电台》的记者透露,他的母亲被一个30多岁的男子殴打,受伤的主要是在腿部和膝盖下面,刚刚脱离危险。
而且大陆维权网站《权利运动》8号报导,自中央巡视组进入南京后,8月1号,当地的黑社会就对江苏省镇江市京口区被强拆访民丰志平、赵金兰夫妇实行非法监视,8号夫妇二人出门买菜时,在楼下遭到非法监视人员的阻拦,丰志平遭到暴力殴打,满脸是血。
据了解,不单有访民被打,还有很多访民在去见巡视组的路上被拦截等等。
中国天网人权事务中心负责人黄琦:“中央巡视组到地方接受民众的投诉,会让之前官员们一直掩盖的问题曝光,传统的北京上访的渠道被打破,官方对于民众前往中央巡视组投诉是非常忌讳的。而且很多官员在此之前已经遭到了有关方面的,来自党内的查询。所以他们本身生活在岌岌可危之中。在这种情况下,他们可定要舍命一搏,对投诉的民众下死手。”
中国“天网”人权事务中心负责人黄琦认为,访民们不会被报复吓倒。
黄琦:“实际上这个报复,也让大家了解到,目前民间访民投诉主体的维权运动,也在遭受到既得利益集团的强烈反扑,但是这种反扑并不会产生根本性的效果,毕竟那些民众还会前仆后继的抗争,而且这种打压也凸显了问题的严重性,让全社会都来关注背后的冤情。”
但是黄琦也表示,尽管巡视组到地方,对地方贪官污吏是一种震慑,不过成都周边也有访民相继跟巡视组会谈后表示,真正取得实质性效果的很少。

Brutal Retaliation Against Petitioning Inspection Teams
While inspection teams stationed in many parts of the country,
a number of petitioners in Jiangsu petitioned to the
inspection teams, but were met with beatings by gangs afterwards.
Some were left with blood all over the body, some with
fractures, and some nearly died from the ordeal.

The second round of inspections in 2014, started on July 29
with inspection teams stationing in 10 areas of Shanghai,
Shanxi and Jiangsu to conduct a two-month inspection.
Local governments are highly tensed, trying to prevent
petitioners from contacting the inspection teams officials,
even hiring gangs to assault the petitioners.
60-year-old Jiangsu petitioner Liu Tonglin, petitioned
to the Nanjing inspection team on Aug. 1, and was questioned
by local government on Aug. 12.
Liu Tonglin won a bidding in obtaining a local produce
processing plant, which was later illegally occupied
by local officials.
Years of petitioning over the loss of tens of millions of
investments have led nowhere.
Liu Tonglin: “I was driving and realized I was being followed.
I bought a melon on the way home, the car drove up and turned
back to stop in front of my car.
Two people got out the car and started to hitt me,
like you’d expect gangsters to.
I vaguely heard them say, “go complain and petition.""
Liu Tonglin told NTD that the two people were hitting him
with two wooden sticks about 80 cm long.
They hit really hard, like how the underworld people would hit.
Liu Tonglin: “They hit my head. I tried to protect my head.
I’ve got three fractures on my left arm, a broken left leg, and
the knee tendon was entirely snapped.
They intended to cripple me."
Liu Tonglin indicates an expert surgeon was consulted for the
surgery. It is said the leg will recover about 80 percent of function.
The report on 64tianwang.com, revealed how a female
petitioner from Jiangsu experienced a similar situation
on Aug. 11 .
The 73-year-old petitioner Liu Daolan has a comminuted fracture
( broken in several places ),
to her left leg below the knee and is currently being treated
in the emergency room at the hospital.
Liu Tonglin: “Her daughter was summoned to the police
station one afternoon but was found dead in a pit
the next day with unknown causes.
She continued with her petitioning but was later sent
to a mental hospital with false medical records.
She also went to Nanjing to petition to the inspection team,
but was hit right after she went home."
Liu Daolan’s son, Mr. Zuo, told Radio Free Asia that his mother
was beaten by a man in his 30’s.
She was mainly wounded in the legs and below the knees,
thankfully just out of danger.
A Human Rights Campaign in China reported, since the
inspection team were stationed in Nanjing,
local underworld gangs started to conduct illegal surveillance
on husband and wife petitioners Feng Zhiping and Zhao
Jinlan on Aug. 1.
On their way out to the local market on Aug. 8, they were stopped
by the gangsters.
Feng Zhiping was violently assaulted and his face was
covered with blood from the ordeal.
Other than being hit, there are also many petitioners being
intercepted on their way to visit the inspection teams.
Huang Qi, director of 64tianwang.com: “The complaints to
central inspection teams will expose the problems the officials
have tried to cover up.
Since the petition route to Beijing was broken, the complaint
to the central inspection teams is a taboo to local officials.
Many officials had previously been interrogated by the party.
They are already at risk. Now, they are fighting hard against
the petitioners to save their own lives."
Huang Qi does not believe the petitioners will be intimidated
by the gangs revenge.
Hung Qi: “This retaliation makes people realize that the
exercise of civil rights will meet strong counterattack by the
vested interest groups.
But none of these revenge attacks will have any fundamental effect,
because people will continue on with their fight.
This retaliation also highlights the seriousness of the
underlying grievances within society."
Huang Qi also indicates that even though the inspection teams
might pose as a deterrent to local corrupt officials,
petitioners around Chengdu expressed their disappointment after
talks with the inspection teams,
for their ineffectiveness on such issues.
