【新唐人2014年08月05日讯】日前广东省通报,全省共查出“裸官”2190名,并对866人作出了岗位调整处理,其中市厅级官员9名,处级134名。舆论质疑,为何不见省部级裸官?为何对这些裸官只是做了岗位调整而不处置?难道在其他岗位就允许做裸官?下面听听评论员的分析。
中共媒体26号报导,广东共查出“裸官”2190名,对其中866名官员作出了岗位调整处理,其中市厅级干部9名,处级134名,科级以下723名。
今年2月,中央第八巡视组向广东省报告巡视情况时指出,广东省“裸官”问题突出,要求治理。
香港《东方日报》指出,中共第五代领导人大力清理裸官,奇怪的是,至今清出的都是一些芝麻官,那些省部级以上裸官一个都没有。报导质问,是这些高级官员中没裸官,还是当局不敢查?
旅澳原大陆史学教授李元华:“省部级裸官实际上也是有的,更高级的都是有的,它省里做(调查),它不可能查别的裸官,只能是把下级的裸官作一个统计。”
旅居澳大利亚的原大陆史学教授李元华表示,从这个数字就可以看出,裸官现象像中共官场贪腐一样猖獗。
李元华:“许多官员,实际上都在努力的去贪腐,贪腐以后,他要把这个钱去转移到海外,所以把家人送到海外,把子女,甚至自己的亲友全送到海外,然后把自己的资产再转移了,这样的话,他给自己留一条后路,万一在政坛上,觉得不稳还可以出逃。”
公开资料显示,从1995年到2005年,中共就有118万裸官,2005年后的数字则缺失﹔中纪委的一项调查显示,中共政协代表76.77%、人大代表57.47%都有外国护照。香港《动向》杂志也曾曝光,现任和前任部级以上官员子女,75%有美国绿卡或公民身份。
曾在中共政府部门工作的大陆作家郅希表示,对于中共特权阶层来说,弄到几个不同的护照和身份去移民,然后在中国国内做裸官很常见。
大陆作家郅希:“裸官多跟中国社会现实危机有关系,都感到了威胁,在中国缺乏安全感,他为了他的安全,担心社会像东欧、苏联那样突然翻了船,他肯定要受到清算,他为了躲避这个清算,这个狡兔三窟是他们普遍使用的。”
近年来曝光的省部级裸官不在少数。如,广东省委原副书记陈绍基、王华元被捕归案时,都持有澳洲和欧洲护照,而且还购买了随时可以飞往这些国家的机票。而曾担任过云南省省委书记、电力部部长的高严,目前已行踪不明。
高严至少拥有“高严”、“高庆林”和“张传伟”等3个不同名字的身份证,和4本中国护照及1本港澳通行证。在中组部的名单上,高严是中共高官,但在澳洲移民局名单中,高严以“高庆林”入籍。
李元华指出,现在中共“查裸官”进行“岗位调整”,只是借这个机会重新进行人事洗牌,安插自己的人。
李元华:“如果去查裸官,还不如去看那些裸官到底贪污了多少,具体查他们贪腐了多少,把鱼肉百姓的钱拿到海外了多少,转移海外多少,我觉得查这个更直接,其实查裸官只是一个表面现象,而且也不做任何处理,所谓调整没有任何意义。”
今年初,中共修订官员任用条例,首次规定不得提拔“裸官”。而且规定,对于那些因问责被免职的党政领导干部,一年内不得安排职务,两年内不得升职。5月中旬,清理了5类重点部门的副处级以上裸官,同时对10个省份的科级裸官数量进行摸底调查。
舆论认为,裸官现象不是岗位调整,重新任用提拔就可以解决的问题,而是应该把“裸官”清理出中共官场,永不录用,同时,追回他们搜刮、打劫老百姓得来的不义之财,并对他们进行立案侦查。

CCP Rewarding Millions of Corrupt, Thieving “Naked Officials”
Guangdong provincial government recently announced
that they had found 2190 “naked officials" and made position
changes on 866 of them.
Among those “naked officials", 9 are at municipal level
and 134 are at divisional level.
Media then doubt why no ministerial-level “naked officials"
are reported, and question why those officials are not punished
rather than just shuffle them to new jobs.
Are “naked officials" allowed for those higher positions?
Let ‘s see what commentators say about this.
On July 26, the Chinese Communist Party (CCP)
mouthpieces reported that 2190 “naked officials" were
found in Guangdong,
and 866 of them had been subject to position changes.
Among those officials, 9 are at municipal level, 134 are
at divisional level and 723 are at sectional or lower levels.
This February, the CCP ‘s 8th perambulatory group said,
the “naked official" issue was very serious in Guangdong.
The group had demanded control over the problem.
Hong Kong-based Oriental Daily said that the 5th generation CCP
leaders seem to make serious moves in eliminating
“naked officials".
However, the strange thing is that only low-level officials are
cleaned away, and not even a single provincial or higher-level
official has been punished.
The Oriental Daily questions, “No naked officials at higher
level or No courage to touch them, which one is the truth?”
Li Yuanhua, former Chinese professor of history:"There are
“naked officials" amongst provincial-, ministerial- or even higher
level party members.
But restricted to just one province, the CCP won ‘t touch
those bigger ones and all it did was to show how many
“naked officials" there are at the lower levels."
Li Yuanhua, a former Chinese professor of history now
living in Australia, says that:
even the announced figure clearly shows that the “naked official"
problem has been as bad as the corruption problem within the CCP.
Li Yuanhua:"Many officials are ‘working hard ‘ to embezzle.
Meanwhile they also need to transfer the stolen money to
overseas countries.
Therefore they send their children or even other family
members to foreign countries and then transfer all their
assets to those places.
By doing this, they try to leave a way out.
If the political situation becomes worse they can
defect at any time."
Open statistics show that, the CCP had found 1.18 million
“naked officials" between 1995 and 2005.
The data after 2005 are not available.
Another survey conducted by the Central Discipline
Inspection Commission shows, 76.77 percent of CCP Political
Consultative Conference delegates
and 57.57 percent of CCP National Congress delegates
own foreign passports.
Hong Kong ‘s Trends magazine also reported that among
incumbent and former ministerial or higher-level CCP officials,
75 percent of their children have either a U.S. green card
or citizenship.
Zhi Xi, a Chinese writer who had worked for the CCP government,
comments that it is a normal move for CCP privileged classes to
immigrate with several different passports or identities.
Then they can comfortably “work as naked officials"
in China.
Zhi Xi, Chinese writer:"The naked official issue is closely
related to China ‘s social crisis. Everyone feels threatened
and lacks a sense of safety if staying in China.
Those officials worry that the CCP may suddenly be
overturned like what happened in East Europe
and the Soviet Union.
If that happens, their crimes will unavoidably be
brought to justice.
To escape from the upcoming trial, they mostly use such
a hideout strategy."
In recent years, many provincial-level CCP officials had been
exposed as being “naked officials".
For example, when former Guangdong vice party
secretaries Chen Shaoji and Wang Huayuan were captured,
both of them had held Australian or European passports.
They also had flight tickets to those countries for
escape at any time.
Gao Yan, former Yunnan party secretary and minister
for electric power, is still missing.
Gao Yan owns at least three different identity cards with
names, “Gao Yan", “Gao Qinglin" and “Zhang Bowei".
He also has four Chinese passports and
one Hong Kong-Macau passer.
Gao Yan was a high-level CCP official in the list of CCP
Central Organization Department.
On the other hand, he was “Gao Qinglin" on the list
of the Australian immigration office.
Li Yuanhua says, the CCP ‘s so-called “position changes" due
to the “naked official" issue, is probably simply a political move
by different CCP factions to promote their own followers.
Li Yuanhua:"Instead of seeking out ‘naked officials ‘,
they should reveal how much money those officials
have embezzled and how much they have transferred
to overseas countries.
I think this is more direct and efficient.
‘Naked official ‘ is only a phenomenon.
Without any punishment there is no use
making so-called ‘position changes ‘."
In early 2014, the CCP for the first time made regulations
that “naked officials" cannot be promoted.
Furthermore, party officials are not allowed to hold office
for one year, and cannot be promoted for two years
after being dismissed.
In the middle of May, vice divisional or higher-level
“naked officials" of the five most important departments
were cleaned.
A preliminary investigation was also carried out to
estimate the number of sectional-level “naked officials"
in 10 provinces.
There are media reports commenting that “naked officials"
cannot be eliminated by making personnel changes
or revising the promotion system.
“Naked officials" should be permanently kicked out.
More importantly, the money they stole from Chinese
people must be retrieved by filing lawsuits against them.
