【新唐人2014年06月20日讯】中共国家新闻出版广电总局周三发出通告,要求各新闻机构对旗下分社和部门“集中检查清理违规问题”,禁止记者站跨行业、跨领域采访报导。评论认为,这个通告明显是压制批评声音,中国的新闻言论空间将进一步紧缩。
6月18号,中共国家新闻出版广电总局发布通告指出,近期查办了八起记者索贿的违法违规案件。
通告要求各新闻单位对记者站、网站经营部门、采编部门进行“集中清理,禁止记者站跨行业、跨领域采访报导,同时还要求各新闻媒体把好报导审核关,禁止记者站和新闻记者私自设立网站、网站地方频道、专版专刊、内参等刊发批评报导。”
广电总局有关负责人宣称,违规严重者一律吊销出版许可证,记者经查实利用新闻采编牟取不正当利益者,一律吊销记者证﹔此外,涉嫌犯罪者移送司法追究,并追究党纪政纪责任。
江苏资深媒体人徐祥指出,媒体借所谓负面新闻,敲诈勒索的情况普遍存在,被曝光负面新闻的单位,向报社支付“封口费”,采访的记者从中拿提成,这已成为行业潜规则。
江苏资深媒体人徐祥:“中国的新闻没有希望,就是因为他们和金钱挂了钩,和贪污腐败挂了钩,和有偿新闻和有偿不闻挂了钩,他们这一次下达这个通告,其实也能体现出他们内部的管理已混乱到了什么程度。”
中共喉舌《新华社》曾被中共巡视组揭发:利用发稿权搞“有偿新闻”或“有偿不闻”,日前,巡视组说,《新华社上海分社》退回了交通银行尚未执行合同的350万元金额。
原《陕西电视台》记者马晓明指出,不准进行批评报导,或者不准私自进行批评报导,不是现在才实施的,而是中共几十年来一贯采取的手法。
原《陕西电视台》记者马晓明:“它就是借这次所谓反对记者进行有偿新闻和进行新闻敲诈这个事情,来重申它们这种政治态度。严格的讲中共没有新闻的,它说的这个新闻都是宣传,它没有客观公正的新闻,对于不利于他统治的,不愿意接受的消息,它就进行封锁,这是一贯的态度。”
原浙江《中国海洋报》记者昝爱宗认为,新闻总局的这个通告,明显是加强压制批评报导,中国的新闻言论空间将进一步紧缩。
浙江原《中国海洋报》记者昝爱宗:“它现在就是说,压制批评报导,它没有办法,它只有用这种办法,这种办法就是让你好好做自己的报导,实际上也就是让你做‘表扬’报导,只要不做批评报导,你‘表扬’报导跨行业也可以、跨区域也可以。”
那么,什么叫跨区域批评报导?
马晓明:“许许多多的媒体,不能在自己分管的行业或区域里头报导本区域、本行业的一些负面消息,怎么办呢?就由其他行业或者其他跨区域,跨行业这样的报纸、媒体去刊登这样的消息,所以中共这次又特别重申堵住这种跨区域、跨行业这种进行负面报导的消息。”
徐祥认为,这个通告等于给那些真正履行舆论监督的记者,又戴上了一副镣铐。
徐祥:“你要写批评报导可以,你要遵守写批评报导的潜规则,它是不让记者干私活,拿私钱,它要求就是你作为小喽啰,你出去敲诈勒索的钱,要交给我本‘大王’来再行分配,你才符合游戏规则,否则就是非法的。”
去年以来,包括《新快报》调查新闻中心记者刘虎、陈永洲和北京资深媒体人高瑜、以及《搜狐网》的博客总监赵牧等数以十计的媒体人,被中共当局以各种罪名拘捕。
国际媒体人权组织“记者无国界”最新发布的“世界新闻自由指数”报告排名中,中国在180个国家和地区中位列第175位,倒数第5。

Chinese State Media Administration Announce Ban on Arbitrary
Critical Reports
On Wednesday, Chinese Communist Party (CCP) state
administration of press radio film and TV (SAPPRFT)
issued a circular to the news organization branches and
departments requiring collective check and clean-up to forbid
cross-industry, cross-sector coverage from reporter stations.
Comments believe this notice obviously suppresses critical
voices increasing censorship.
June 18, the CCP SAPPRFT issued a circular pointing out that
8 bribe request cases for reporters were investigated recently.
The notice requested the news organizations to collectively
clean up the reporter stations, website operation departments and
editorial departments.
It requested prohibition of cross-industry, cross-sector coverage.
It also requires good news auditing from all news media
to prohibit critical reports published at reporter stations or
reporters’ private websites, the website of local channels,
special page or magazine and other internal reference. “
The relevant person of SAPPRFT said they will revoke the
license to publish for serious violations.
They will also revoke the reporter certificate for the reporters
verified as seeking illegal interest through news editing.
In addition, the suspect offenders to be transferred to
judicial authority to investigate for party and government
discipline responsibility.
Jiangsu senior media person Xu Xiang pointed out that “it’s
quite normal for the media’s extortion by so-called negative
news.
It has been the industry’s unspoken rules that the company with
the exposed negative news paid the hash money which is
deducted by the reporters as interviewers.”
Jiangsu senior media person Xu Xiang:" China news has
no hope because it is money related, corruption related and
payment or nonpayment related.
This notice can reflect how messy their internal management is."
CCP mouthpiece Xinhua News Agency had been discovered
by the CCP inspection teams to engage in paid news or paid
without news in use of publish right.
Recently, the inspection team said that Xinhua News Agency
Shanghai Branch has returned 3.5 million Yuan to the Bank
Of Communication for the unperformed contract.
The former Shanxi TV reporter Ma Xiaoming pointed out it
has been ten years’ tactic not allowing critical report or private
critical report from CCP.
The former Shanxi TV reporter Ma Xiaoming:"They just reaffirm
their political attitude through the opportunity of the opposing paid
news or news extortion.
Strictly speaking, the CCP has no impartial news but propaganda.
It’s consistent for them to block all news which is not good to its
ruling or unacceptable for them."
Former Zhejiang China Ocean News reporter Zan Aizong
believes that it’s obvious the notice strengthened the suppression
of critical reports; the Chinese news expression space will be
further tightened.
Zan Aizong:"There’s no other way to suppress a critical report.
They actually want you to publish praise report, even
cross-industry, cross-sectorial coverage as long as it’s not
criticism."
So, what is the cross-sectorial report of criticism?
Ma Xiaoming: “many medias cannot report negative news in
their own industries or regions. What can they do?
They will let other sectors or other cross-regional, cross-industry
newspapers or medias do it.
So this time, the CCP reaffirmed no cross-regional, cross-industry
negative news."
Xu Xiang believes that this notice is equal to a pair of chains
for those reporters who truly fulfill the media supervision.
Xu Xiang: “You have to follow the potential rules to write
critical news.You have to comply with the game rule to give
the extortion money to him to allocate; but no private money
or private work.Otherwise, it’s illegal.”
Since last year, dozens of media people including the Express
survey news reporter Liu Hu, Chen Yongzhou and Beijing
senior media person Gao Yu, as well as Sohu blog director
Zhao Mu were arrested by Chinese authorities
on a variety of charges.
International human rights organization Reporters Without
Borders recently released World Press Freedom Index Report said
China is ranked 175 in 180 countries, the last country but five.
