【新唐人2014年05月23日讯】近几个月,中共中纪委巡视组再次到各地“巡视”。各地访民奔赴中纪委巡视组下塌处,准备向他们递材料申冤,却遭到抓捕、殴打等。评论指出,巡查组到地方去,只是中央和地方利益的博弈,为了加强中央集权制,巡视组并不接受上查,所以低层民众还是有冤无处伸,有问题无法解决。
大陆媒体报导说,贵州被列为中央巡视组第一轮巡视地区,共有6个巡视组,从3月到6月,分别进驻贵阳、遵义、关岭等地。5月12号,中央巡视组到达关岭县,大批当地访民赶赴巡视组下榻处伸冤,遭到警方殴打。
20号晚,贵州省长赵克志也到达关岭县,当局派出上千名警力戒备,严控并抓捕殴打访民。
中国《六四天网》报导,共有18人被打伤,其中7人重伤。而医院里一直有警察和便衣严密看守,禁止外人看护,伤者情况外界无法得知。
贵州关岭县访民吴基友说,赵克志下塌处的文化中心广场,有5个路口都被封堵,现场警力有近千人。而巡视组刚抵达关岭时,警力达到数千人。
贵州关岭县访民吴基友:“我们去了几百人,要见中央巡视组,他们不给我们见,几百个警察,全部穿的便衣,他们在霸陵酒店,他们打人了,打伤了,他们当官的都不叫我们上访,在路上就拦住。”
另外,在福建省,19号早上,福建访民听说中央巡视组要撤走,纷纷赶往省信访局,希望在巡视组离开之前向他们递交举报材料。但省政府门口来了3车保安,与访民发生了冲突,有访民被打伤。
还有,20号,成都各地的100多名访民,前往新津县佳宜宾馆,要求见中纪委第三巡视组,接待的官员声称,“他们的材料将转给省委第五巡视组督促解决”。
此外,中共中纪委第八巡视组,从3月28号到5月27号进驻河南省,来自河南各地的访民:万金兰、姜英、李明翠、李智国、宋中华、郭丽霞等数百人,连续多天在巡视组下塌的宾馆门前打横幅喊冤。
河南汝州访民李明翠说,他们在宾馆门前10多天都没见到巡视组的人,黑保安还经常打人,用水管往地上和访民身上浇水,甚至抓人。
河南汝州访民李明翠:“他天天在路上放大水,比那下雨还要多,有几个走不动了,到那歇着,他们都给他身上浇水,也打,那个过路的看不服了,准备拍照,他们就下去就抢手机,6个保安围住这一个人打,过路的都跟着倒霉。”
李明翠说,黑保安还告诉他们,谁举牌子就接待谁,举牌后的访民随后会被叫去登记,然后黑保安把他们截访回当地拘留。而且他们递上去的举报材料,最后又被当地截访人员以3万元买回。
李明翠说,她不明白,为什么担负着体察民情的中央巡视组到地方后,访民的处境更艰难了。
北京时政观察人士华颇分析,中央巡视组到地方,只是中央和地方利益的博弈,为监视地方政府,给他们一些压力,从而加强中央集权制。
北京时政观察人士华颇:“巡查组下去,可以说并不是说解决人民群众最关心、最直接的利益问题,解决不了,所以他们巡查组有一条规矩,就是不接受上查,所以,低层老百姓还是一个有冤无处伸,有问题无法解决。”
华颇说,中央巡视组推出十多年来,早已衍生为依靠巡视、监督牟利的特殊利益集团,让他们去体察民情、监督地方官员,等于与虎谋皮。

The Arrival of Inspection Groups, Brings Further Arrests
and Turmoil Amongst Appealers.
In recent months, Central Inspection Groups (CIG) of
Central Discipline and Inspection Committee,
who are a part of Central Committee of the Chinese
Communist Party(CCP),
arrived at numerous places across the country
for “inspection".
Appealers from different areas swarmed the lodging hotels
of the CIG to hand over their appeals, yet to find
themselves beaten and arrested.
The comments say, the arrivals of CIG are just a game,
played between the Central Government of CCP
and the local governments.
It is for intensifying the Central Governmental authority,
yet they don’t handle the cases submitted
by lower level people.
So the lower level people are still without channels of appeal
and their problems of concern go unresolved.
Mainland media reported, that Guizhou Province is listed
as one of the first places inspected by the CIG.
A total of six CIG’s arrived in Guiyang City, Zunyi City
and Guanling City between March and June.
On May 12, one CIG arrived at Guanling County followed
by a large number of appealers gathering
at the lodging place of CIG to appeal,
Unfortunately to be received with serious beatings
by the police.
In the evening of May 20, Guizhou Province Governor
Zhao Kezhi also arrived at Guanling County.
Local authority dispatched about one thousand police
to take the guard,
strictly controlling, arresting and beating innocent appealers.
According to China-based 64tianwang’s report,
a total of 18 appealers were injured and eight
of them were in a serious condition.
The hospital to which they were submitted, have been strictly
guarded by the police, some of whom are plainclothes.
Any strangers wanting to visit have been prohibited, with
the full extent of their injuries still unknown.
Guanling County’s local appealer Mr Wu Jiyou says,
the Culture Centre Square where Zhao Kezhi lodged,
has been blocked with five blockades,
the on-site police presence is almost 1000.
When the CIG had just arrived at Guanling County,
the number of police reached up to a few thousand.
Mr Wu Jiyou: “We have several hundred appealers
trying to meet the CIG. But we were refused.
Several hundred police all as plainclothes were
lodging at the Baling Hotel nearby.
We were beaten by the police and got injured.
We are not allowed to make an appeal and
were even intercepted on the road."
In addition, in Fujian Province, in the morning of May 19,
local appealers knew the news of CIG leaving Fujian Province,
and they urgently gathered at Provincial Appealing Bureau.
They hope to hand out their appealing material
before the CIG leave Fujian Province.
But three vehicles full with guards came to the gate
of the Provincial Government Office,
creating havoc and conflict with the appealers.
Some appealers were injured as a result of the conflict.
On May 20, more than one hundred appealers
from Chengdu City,
paid a visit to Jiyi Hotel of Xinjin County
of Sichuan Province, requesting to meet
the Third Central Inspection Group.
But the reception official replied
“their appealing materials will be transferred
to fifth Provincial-Level Inspection Group to handle".
The eighth CIG stayed in Henan Province from
March 28 to May 27.
Several hundred appealers gathered across the Henan Province,
including Wan Jinlan, Jiang Ying, Li Mingcui, Li Zhiguo,
Song Zhonghua and Guo Lixia,
all insisted in holding banners and appealing for the treatment
of injustices to them,
they remained many days at the gates of the hotel
where CIG stayed.
Li Mingcui, an appealer from Ruzhou City Henan Province says,
they did not get to see the CIG
after they had stayed at the gate of the hotel
for more than 10 days.
The black security personnel also often beat them,
watered them downwith powerful hoses,
and even restrained them.
Li Mingcui: “They used these powerful water guns everyday
with some appealers exhausted from their walking,
only to be further saturated by water and finally beaten.
Some passer-by pedestrians who are fed up with the
police brutality and bad behaviour,
prepared for taking photos of the scene on mobile phones
only to be intercepted by police, who ran over
intending to rob the phones.
Six security staff circled and hit one pedestrian.
The passer-by walkers also suffered."
Li Mingcui says, the black security guards told them,
those appealers who held placards will be interviewed,
then they will be required to register,
and finally escorted back to their home town for detaining.
The appealing materials they submitted will be brought back
by local appealing blocking staff at a cost
of 30,000 RMB for one case.
Li Mingcui says, she does not know why local appealers suffered
an even harder time,
after the arrival of CIG in charge of investigating
the local situation.
Beijing political commentator Mr Hua Po says, CIG’s arrival
at such local places,
its only a game between Central Government
and local government,
it is a tactic used to monitor local governments.
They impose pressure upon the local governments
and hence further intensify the Central
Government Authority.
Hua Po: “CIG’s arrival is not to handle the most concerned
and most relevant interest issues of the local people.
They are unable to deal with them.
So they (CIG) have one internal rule:
they don’t receive the cases handed over from the lower levels.
So lower-level people are still unable to make an appeal
of their injustices and their issues,
all of them being unsolvable."
Hua Po says, since the CIG policy was invented 10 years ago,
CIG policy has nourished special interest groups
which makes profits by relying on
CIG’s inspection and monitor.
So to require CIG to investigate the local situation
and supervise local officials as equal,
is like asking a live fierce tiger to give its skin to you.
