【新唐人2014年04月30日讯】中共广电总局日前下令网路视频网站,禁播几部热播中的美国剧,激起网民强烈不满。网民质疑,为什么禁止《生活大爆炸》这种口味一点都不重的生活剧,而不是禁止恐怖剧,或者是描写华盛顿政治黑幕的《纸牌屋》。
从4月27号起,在中国网站一直热播的多部美国剧,突然从国内视频网站撤下,网站宣称“因政策原因暂时无法提供观看”,明确被下架的四部美国剧包括《生活大爆炸》、《傲骨贤妻》、《律师本色》以及《海军罪案调查处》。涉及的视频网站包括搜狐视频、优酷及腾讯视频等。
《生活大爆炸》是一出美国情境喜剧,讲述的是四名“宅男”科学家的故事。这部喜剧2009年8月,还赢得了美国电视评论协会最佳喜剧系列奖。目前《生活大爆炸》已播到第七季。而自从《生活大爆炸》在中国网络播出后,引起收视热潮。收视主体多为大学生和职业白领。
早在上个月,中共广电总局已发布审查通知,包括网站自制剧和国产剧集,各大网站争相购买的美剧、英剧也将被审查。
根据通知,今后网站购买的美剧、英剧必须“先审后播”,通过审核的节目,还必须报所在地省级广电影视行政部门备案。对于违规播出的单位,将予以警告、责令改正、罚款等。
北京某足球俱乐部经理孟雅春表示,中共宣传部门对进口片限制已经有一段时间了。在前两年,禁止进口卡通片在黄金时段播出。所以在中国的小孩,只能看到《喜羊羊》这些国产片。
北京足球俱乐部经理孟雅春:“这跟整个中共政府的执政思路是一脉相承的。毕竟中共维持统治,枪杆子、笔杆子是两个最主要的武器,枪杆子就不说了。意识形态和对于言论自由、新闻自由,还有自由思想的禁锢,这是它愚弄大众、培养愚民最主要的手段。就像北韩一样。”
有些人认为中国这两年进步了。互联网看起来比较开放,但孟雅春认为,互联网同时带来了“当局的恐慌”,因为老百姓能够看到更多的资讯,更多外部的世界。因此,网络禁播美剧跟中共“十八大”以后的各种做法,包括打压异议人士,是一个系统性的举措。中共试图通过这种原始的手段,延长它的统治。
网友们比较困惑的是,为什么被禁的是《生活大爆炸》这种口味一点都不重的生活剧,这部美国剧属于评级中最低的TV-PG级,儿童在家长监督下可以观看。反而像《美国恐怖故事》、《行尸走肉》、《无耻之徒》这种限制级的美剧没有被禁,甚至尺度很大的《权利的游戏》,都在《央视》播出过。有网友感叹:“这部剧哪里有要禁的理由!”
被封杀的剧目,并不包括政治局常委王岐山喜爱的《纸牌屋》。据说王岐山曾经在官员内部推荐这部美剧。《纸牌屋》夸张的描述美国华盛顿权力中心的政治黑幕,讲述一名有野心的民主党议员(安德伍德),通过阴谋和杀人,爬上总统宝座的故事。孟雅春认为,当局选择性的允许播放《纸牌屋》,显然是想让美国民主制度的光环,在中国人心中褪色。
孟雅春:“我只能说当局做的太明显了。任何极权政府都是这样的,愚蠢。因为《纸牌屋》里面揭露或者夸大、或者描写了美国政治中黑暗和肮脏的一面。中共有意的让你看《纸牌屋》,就是想告诉愚民们,美国有多坏,你看美国的政治有多肮脏,美国民主根本不像他表面上的那么光鲜。我觉得中共的这个做法更像是小孩子,司马昭之心路人皆知。”
北京画家王鹏认为,美剧潜移默化的展示出民主和专政的区别。这是中共当局禁播的一个原因。
北京画家王鹏:“因为中国是一个专政的国家,美国是一个民主的国家,它要禁止这些自由的思想来到中国。”
令人大跌眼镜的是,在禁播美国剧之后,《央视》决定引进《生活大爆炸》,并交于CBM影视译制机构进行翻译后制。网友对此猛烈的吐槽说,“太无耻了吧!”

Chinese Communist Party Bans U.S TV Shows
The Chinese Communist Party (CCP) has banned Chinese internet users from viewing a number of U.S television series. Unhappy viewers have questioned why light dramas such as “The Big Bang Theory” were banned, but not “House of Cards”, which portrays Washington politics.
On April 27, a number of U.S Television series were suddenly removed from Chinese websites. Notices described the removals were due to “policy”. The banned series are The Big Bang Theory, The Good Wife, The Practice, and NCIS. These have been removed from websites, such as Sohu TV, Youku and QQ Video.
The Big Bang Theory won Best Comedy Series at the TCA Awards, and tells the stories of four science geeks. It is already on its seventh season. Since it was broadcast online in China, it has immediately gained popularity with students and white-collar workers.
The CCP released a notice last month that there would be a review conducted for online Chinese and international television series.
The notice described that all purchased foreign series must be reviewed before broadcast. The programs that pass the audit should register at local film and TV departments. Failure to comply will be subject to warning, corrections and fines.
Beijing soccer club manager, Meng Yachun, says that restriction on foreign films has already been imposed for quite some time. Two years ago, foreign cartoons were prohibited on prime time. Chinese kids only get to see the China made cartoons.
Meng Yachun, Beijing soccer club manager: “This is the routine ruling philosophy of the Communist regime. Guns and pens are the two main weapons for CCP rule. When it comes to the pen, ideology and restrictions on freedoms of speech, press and thought are how the CCP tries to fool the public, and creates fools. It’s like North Korea.”
Some people think that China has made some progresses during these two years. The internet era makes it seem more open. However, Meng Yachun believes that the CCP is also fearful over flow of information. Therefore, the systematic behavior of the CCP, including banning foreign series and suppressing dissidents, are seen after the 18th National Congress. These primitive means are only to sustain its rule in China.
These actions have puzzled netizens, in that a light drama rated PG is banned. Series rated R, like American Horror Story, The Walking Dead, and Shameless are not banned. Even Games of Thrones, supposedly rated above R, was broadcast by state-controlled CCTV. People complained that, “there is no reason to ban this show!”
House of Cards, favorite show of Wang Qishan, member of the Politburo Standing Committee, was not banned. Wang Qishan was said to have recommended the show. House of Cards exaggerates on the darker side of political power centers in Washington. It tells the story of an ambitious Democrat (Underwood) who became President through conspiracy and murder. Meng Yachun believes the regime selectively allows House of Cards to sully the image of democracy for Chinese people.
Meng Yachun: “I can only say that the intention of the authorities is very obvious. Any totalitarian government is like this, being foolish. House of Cards exposes and exaggerates the darker and dirtier side of U.S Politics. The CCP’s intention is to tell people in China who have been fooled that the U.S. is bad. It wants to portray that the U.S. Government is dirty, and democracy is not as bright as what is being shown. I feel the CCP’s intention is a childish play, which everyone can discern right away.”
Beijing artist Wang Peng believes that those U.S. shows have displayed a subtle difference between democracy and dictatorship. This is one reason why the Chinese authorities banned those series.

After the ban was ordered, CCTV decided to air The Big Bang Theory with Chinese subtitles. Netizens criticize, “so shameless!”
