【新唐人2014年03月07日讯】在今年中共的“两会”上,国务院总理李克强作政府工作报告时提出:各级政府预算和决算都要向社会公开,部门预算要逐步公开到基本支出和项目支出,而且所有财政拨款的“三公”经费都要公开,让群众“看明白、能监督”。可是,翻开今年“两会”的预算报告,只找到“公共安全支出2050.65 亿元,增长6.1%”一项,此外再也没有相关项目。那么,所谓的“维稳费”缩水锐减了吗﹖请看以下报导。
一年高于一年的大陆国防预算,已经连续4年调高,今年的国防预算再成长12.2%,达到8082亿人民币。而官方所谓的“公共安全预算”,也就是“维稳费”,也已连续几年超出国防军费预算,而成为近年“两会”的焦点之一。
“维稳预算”数字一般在“两会”的财政预算报告中公布,今年的相关数字却只有“公共安全支出2050.65 亿元,增长6.1%”一项,造成外界无从得知今年的维稳经费整体预算,是否再次超过军费﹖
据香港《明报》报导,去年“两会”的预算报告厚达70页,今年删减到36页。而有关“维稳预算”的数字,去年除了2029.37亿元的“中央公共安全支出”外,后面第39页的“2013全国公共财政支出预算安排情况”,第11个附表中,第4项“公共安全”上,清楚显示﹕2012年执行数“7077.91亿”,及2013年预算数“7690.80亿”。
那么,今年“被消失”的“地方政府公共安全支出”哪里去了﹖
浙江杭州民主人士陈树庆﹕“如果是中央和地方加在一起的话,中央在增加,地方也在增加的话,那么今年的维稳经费,它所谓的公共安全预算,实际上又远远超出国防开支,军费开支。现在总的维稳到底是多少,无法比较了,就可以掩盖。”
过去一年,中国民间接连发生大规模的群体性事件,新疆也不时爆发袭击事件。去年十月,曾发生来自新疆的维族人驾车冲撞北京天安门金水桥爆炸事件,而最近云南昆明火车站砍人流血事件,更震惊世界,令中共当局维稳压力大增。
媒体分析指出,发生昆明血案后,当局在新疆等地维稳的任务有增无减,加上国安委去年刚成立,今年各地维稳费只会有增无减,当局为免遭“维稳费超过军费”的批评,索性隐藏地方政府维稳支出。
大陆维权人士张先生﹕“它(中共)是害怕维稳经费太高了,引起的舆论影响太大了,大家都在追问维稳经费为什么这么高? 用到哪里去了? 为什么比军费还高?相当于内战这么高!实质上它大部分用于截访、反恐,跟镇压公民运动。三项的费用都在大幅的增加。”
香港《东方日报》6号引述消息说,因新疆局势紧张,中共中央计划扩编武警部队,其中计划将十万陆军转为武警,设十个武警机动师,令全中国武警机动师,由目前的14个增加到24个。
张先生﹕“(官民)矛盾的根源就是在于它(中共)专制独裁制度,‘恐怖’的根源是在于专制制度。费用越多,将来引起的矛盾也会越来越大。现在经济已经下滑了,再把费用用到维稳方面的话,只能说,加速自己的崩溃。解决不了问题。”
陈树庆﹕“只要它(中共)的思路,就是: 将人民作为治理对像,而不是服务对像,将中共自己凌驾于国家、凌驾于法律、凌驾于民权之上的那种观念不改的话,它的维稳费会越来越大,社会矛盾会越来越激化,那社会问题也会越来越多,直到它的财政支出不堪重负。我觉得要解决这个根本上的问题,只有还政于民,让人民的选票来决定国家的事。”
大陆维权组织“中国天网人权事务中心”负责人黄琦,也向媒体表示,今年中共官方提及的公共安全开支,未能真正反映到实际“维稳费”的多少,但即使官方增加维稳开支,也无助于把根源问题解决,相反,只会加深官民之间的矛盾。

Where has this Years Stability-Maintaining Budget “disappeared to?"
On this year’s Sessions of National People’s Conference (NPC)
& Chinese People’s Political Consultative Conference (CPPCC),
Premier Li Keqiang stated in a report based on the
Work of the Government:
All levels of governmental budgets and
actual budgets shall be open to the public;
All governmental departments’ budget will gradually be
published, disclosing the basic expenses and project item costs,
and all three public expenses including overseas trips,
vehicle purchasing and maintenance, and official receptions,
will be open to the public.
This will then allow the public to “clearly understand
and monitor such things".
However, when looking at this year’s NPC & CPPCC’s budget report,
only one item of “public security expenses,
of which was 205.065 billion RMB with a growth rate
of 6.1 percent", can be found without any other
relevant items existing.
The so-called “stability-maintaining cost" has been
sharply reduced? Let’s watch the program.
The continual increase of the defense budget has been
maintained during the past four years.
This year has achieved 808.2 billlion RMB (US$ 130 million)
with a growth rate of 12.2 percent,
whereas the so-called official “public security budget",
known as “stability-maintaining cost",
has continually exceeded the defense budget.
This has become one of the much highlighted hot topics
during the recent sessions of the NPC & CPPCC.
“Stability-Maintaining Cost" is generally published
in the financial budget report of NPC & CPPCC.
But this year there is only one item of “public security expenses
205.065 billion RMB with a growth rate of 6.1 percent" in the report,
which makes the public unable to know the entire budget
of the “Stability-Maintaining Cost" and whether
it is more than the military budget again?
According to the Hong Kong-based Ming Pao newspaper report,
last year the budget report of NPC & CPPCC has 70 pages,
but only 36 pages exist for this year.
The “Stability-Maintaining Cost (SMC)" in last year’s
report shows,
“2013 National public expenses budget items" on page 30,
and the fourth item “Public Security" of the 11th attached table,
summarizes that the actual budget for SMC in 2012 is
“707.791 billion RMB" and the budget for SMC
in 2013 is “769.080 billion RMB".
So, where is this year’s missing “local governments’
public security expenses"?
Democracy activist Chen Shuqing from
Hangzhou City of Zhejiang Province:
“If put together the increasing SMCs from central government
and all local governments of this year,
then the so-called public security budget will be
far more than the defense budget again.
So how much is the SMC for this year?
There is no way to compare them and then the difference
can be hidden from us."
During last year, large-scale group events
continually happened in China.
There are serious violence attacking events in Xinjiang
from time to time.
Last October, people from the Uyghur group ( Turkish ethnic people),
drove their car in to the Jinshui Bridge at Tian’Anmen Square in Beijing.
Recently, the bloodshed event which occurred in Kunming Railway
Station of Yunnan Province,
has severely shocked and disturbed some quarters in the world.
Its a reflection of the strain the people are experiencing,
while Chinese Communist Party (CCP) go to such lengths
to maintain stability.
Media reports say, after Kunming’s bloodshed case,
the local authorities still go further to enhance
the local stability maintaining tasks.
In addition, the State Security Committee
was just established last year.
So local governments’ SMC will increase rather than decrease.
The CCP authorities have removed the local governments’ SMC
(Stability-Maintaining Cost),
in order to avoid the criticisms of many on the issue of
“SMC exceeding the defense budget".
Mainland human rights activist Mr Zhang:
“(The CCP) fear that SMC is too high,
consequently igniting the strong public opinion
of people in China.
Because all people are now questioning why the SMC
is so high, and where is it allocated to?
Also why is it higher than the military budget?
And how come the SMC is as high as the cost
of a civil war!
Essentially, most of the SMC is used for intercepting
the appealers, anti-terrorism and suppressing citizen movements.
All three categories have increased to a dramatic extent."
On March 6, Hong Kong-based Oriental Daily News,
cited a news source reporting,
due to the intense Xinjiang situation,
the CCP are planning to expand the military police force.
It is planned to convert 100,000 land force personnel
into military police.
Setting up another 10 new mobile military police divisions
with a total of 24 mobile military police divisions.
Mr Zhang: “The conflict (between the officials and the people)
has a root source, i.e. (the CCP’s) monocracy regime.
The ‘terror’ exists within the origin of the
totalitarian regime.
The more money they spend on this aspect,
the larger the resultant conflicts will become.
Now the economy is on a downturn and if CCP intends on
intensifying its stability maintaining ethics,
this will surely increase the speed in which CCP finally
collapses. This method will not resolve anything."
Chen Shuqing: “As long as the CCP has this thought:
regarding the people to be only governed, rather than to
be served,
to not deny the idea of placing the CCP beyond the nation,
the laws and the people’s rights,
then the CCP’s SMC will increase along with the increase
in greater conflicts within the society.
This will result in more social unrest, bringing with it
more of its own problems and conflict,
finally achieving and reaching the point where its financial
ability cannot afford the SMC.
I think, in order to solve the fundamental problem,
the only way is to return the power back to the people
and let the voters decide the affairs of the nation."
Mainland human rights organization “China Tianwang Human
Rights Service" founder Huang Qi told the media,
the public security expenses as mentioned on the official report,
do not reflect how much the actual SMC is.
But even if the authorities increase the SMC, this will be helpless
for solving the origins of the problem.
On the contrary, this will only intensify the conflicts
between the authorities and the people.
