Henan Black Jail Officially Renamed
In less than a month after the abolition of reeducation through
labor (RTL), another facility with a similar nature to the RTL
to detain citizens without judicial proceedings was officially
placed on the stage.
According to Chinese Human Rights Defenders report on
January 21 a disciplinary center in Zhengyang county
of Henan province started its business on January 10.
This disciplinary center was reportedly a former black jail
for Zhengyang county government to detain petitioners.
Housed in the center are small cells of 3 square meter where
petitioners are kept and conduct their daily routine of eating,
drinking, sleeping, and toileting.
There is no bed. Detainees sleep on the concrete ground.
The cells are damp and dark all year round.
Staff of Zhengyang Complaints Bureau said that staying in
the center will either kill or leave permanent damage.
Currently, four petitioners are kept in the center. Petitioner
Ruan Kaixian has been detained for nearly two months.

Amnesty International Calls for the Release of Xu Zhiyong
Legal scholar Xu Zhiyong was charged by the Chinese
Communist Party (CCP) for demanding property declaration.
His case has recently drawn concern from around the world.
On January 21, Amnesty International issued a statement
urging the CCP to release Mr. Xu.
The statement indicated that New Citizen Movement founder
Xu Zhiyong has been suppressed for his aim to promote
government transparency and expose corruption.
Roseann Rife, East Asia Research Director at Amnesty
International said: “Instead of President Xi Jinping’s promised
clamp-down on corruption, we are seeing a crackdown against
those that want to expose it."
Last year, Xu Zhiyong and seven other activists of the new
citizens’ movement were arrested on charges of “gathering a
crowd to disturb order in a public place".
They were publicly protesting to demand property declaration,
education rights of the migrant workers, and so on.
