【新唐人2013年12月14日讯】近段时间,大陆多所大学相继召开“国家安全和保密形势报告会”,一篇透露了报告会部分内容的匿名网文,在网上迅速传开。文中爆料,报告人不但将美国称为“一切反华势力的源头”,还说世界上50多个国家,包括朝鲜、越南、伊朗等兄弟国家,都向中国派出了间谍“渗透”。评论认为,集权特征之一就是“制造敌人”,而中共制造敌人不是为了对外战争,而是为了对内维稳。
这篇匿名文章说,报告会刚开场,报告人就将美国定为:“一切反华势力的源头”。并声称中、美以前是意识形态的矛盾,现在更是生存空间、生存利益、生存模式之间都存在竞争与冲突。报告人认为,美国已将战略重点从反恐转向了对新兴大国的遏制,即“东进战略”。
时事评论员林子旭:“中共一向喜欢找一些假想敌转移矛盾,现在中共内忧外患不断,这个很有可能就是中共欺骗百姓,妄图把百姓对中共的气愤转移到美国的一种伎俩。”
随后,报告人大篇幅的讲述了“境外间谍敌对势力”对中国的所谓“渗透”,并结合“案例”描述了与这些国家的“间谍大战”,其中包括台湾、澳大利亚、加拿大、韩国、日本等国家。令人们意外的是,报告人公布的“渗透”中国名单中,竟然还有伊朗、朝鲜、越南等中共的“兄弟”国家。报告的爆料者为此吐槽说:“没有永远的朋友”。
报告人还说,中共与台湾的“地下斗争”一天都没有停止过。台湾间谍以“台商”身份向中共党、政、军高层“渗透”,有所谓上百名军官被“策反”﹔而中共官媒《新华社》也被“间谍”进入﹔大陆在台留学生成为了“情报人员”的关注对像,尤其是有政治背景的,可以作为以后安插的钉子等等。
此外,报告人还列举了,目前有50个国家的100个宗教团体、4000个NGO组织在大陆存在“间谍活动”﹔中国驻外机构普遍被安装窃听设备,驻加拿大温哥华总领馆曾查出45部窃听设备等等。网民惊呼:真是举世皆敌人啊!
林子旭:“就算这些都是真实的,那我们不禁要问一个问题,这么多国家和团体为什么会一个步调的针对中国呢?如果中国没有共产党会是这样吗?中共这个体制不仅给中国人带来了无穷的灾难,现在很多国家都已经感觉到了中共的存在,对于整个人类社会的危害,那人家当然要防着你啊!”
上述关于各种所谓“敌对势力”对中国的“渗透”和“策反”等说法,遭到了舆论强烈质疑,人们认为,所谓的“敌人”,都是中共故意制造出来的。目地除了转移国内民众视线,主要是为了制造恐惧,以巩固中共政权。
更引发争议的是,报告人声称,当前中国大陆发生的群众事件,背后都有“境外势力”的支持。
林子旭:“群体事件都是怎么发生的啊?还不是百姓被逼的没有了活路,才不得已铤而走险吗?哪一次不是中共派出非常多的爪牙大打出手,最后这些群体事件都是以百姓被镇压结束呢?要说‘境外势力’,中共夺权才真正靠的是马列、苏共这样的邪恶的境外势力。”
爆料者将报告内容总结成:1、中国不可能与美国共存。2、各国对中国大陆的“间谍活动”已经渗透到了方方面面。林子旭认为,中共的确不能和美国共存,就如同独裁专制不能和民主、人权等普世价值共存一样。
英国作家奥威尔在《1984》中预言:“极权统治赖以运转的条件之一:对外仇恨,树立一个长期敌人,灌注仇恨,充份利用民族主义,爱国主义,缺了对外仇恨,人民就不生存在恐怖之中,不生存在恐怖之中自然不需要集权的保护。恐惧、谎言、仇恨是极权教育的唯一目地”。

Claim of 50 Countries “Infiltrating China" Incurs Sarcasm
Recently, many universities in Mainland China have hosted
the “Lecture on the Situation of National Security
and Confidentiality".
Someone anonymously leaked some of the lecture’s
contents in an article which is widely spreading on the Internet.
According to the article, the lecturer not only labels the U.S.
as “the origin of all anti-China forces", but also says that
over 50 nations including North Korea, Vietnam,
Iran and others, have sent out spies to “infiltrate” China.
Commentators say a key feature of totalitarianism is the
need to “fabricate enemies". However, the CCP fabricates
enemies to maintain its regime’s stability
rather than to create war with other countries.
The anonymous article says the lecturer defines the U.S.
as “the origin of all anti-China forces"
in the initial introduction of the Lectures.
It also says ideological conflict previously dominated the
Sino-U.S. relationship, but now the competing and conflict is
for survival space, survival interests and survival patterns.
It claims the lecturer says the U.S. has transferred the national
strategic focus from anti-terrorism to containing China,
i.e. “the Strategy of Expanding to the East".
Lin Zixu, political commentator: “The CCP always loves to
fabricate enemies to divert the attention and conflicts from it.
At present the CCP faces constant troubles inside and outside.
This may well be a sort of trick by the CCP
to deceive people and try to divert
the people’s anger at the CCP to the U.S."
The lecturer is then said to talk a lot about the so called
“infiltration" of China by “spying foreign hostile forces",
and describes specific cases of “spy battles" with countries
including Taiwan, Australia, Canada, South Korea and Japan.
Unexpectedly, the list of “infiltrating" countries covers China’s
“brother" countries such as Iran, North Korea and Vietnam.
The anonymous author of the article says,
“There are no forever-friends".
The lecturer is also claimed to say the “Underground Fight"
between the CCP and Taiwan has never stopped,
and that Taiwanese spies having “infiltrated" high ranks of
the CCP, and political and military fields under the guise
of being businessmen, and that there are over 100 military
officials who have been “subverted" by them,.
Even the Xinhua News Agency, the official media of the CCP,
is claimed to have been infiltrated by the espionage.
The article claims Chinese students who study in Taiwan
are targeted by “Intelligence Staff", especially students
with political backgrounds who could be regarded as
the potential connections in Mainland China, and so on.
In addition, the lecturer is also said to list 100 religious groups
and 4000 NGOs from 50 countries who are now
undertaking espionage activities in Mainland China.
All Chinese institutions in foreign countries were claimed to
often be installed with wiretap devices, and that Vancouver’s
Chinese consulate was found with 45 wiretap devices.
One Chinese netizens surprised at the claims says:
China’s really has made the world it’s enemy!
Lin Zixu: “Even if true, then we can’t help asking a question,
why are so many countries and organizations unanimously
targeting China? If China had no CCP, would it still be so?
The CCP regime not only brings endless disasters to
Chinese people, but also many countries realize
the existence of the CCP is harmful to all humanity.
Therefore they have to watch out for China!"
The above claims of various so-called “hostile forces"
“infiltration" and “subversion" are being strongly questioned
by the public opinion.
People agree that so-called “enemies" are intentionally
fabricated by the CCP and the purpose is to divert the attention
of domestic people, produce panic
and consolidate the CCP’s regime.
The most disputable issue is that the lecturer claims that
all the mass incidents happening in Mainland China
were supported by “foreign forces".
Lin Zixu: “How did these mass incidents take place?
Weren’t people left with no choice but to take a risk?
Didn’t each incident end in the suppression of the people after
the CCP dispatched it’s many violent henchmen to take action?
Speaking of ‘foreign forces’, Marxism and the former
Russian Communist Party are the real foreign forces,
and were the dependent forces of the CCP taking power."
The anonymous author concludes:
Firstly, it is impossible for China to co-exist with the U.S.,
secondly, the espionage activities targeting China
by other countries have involved all aspects.
Lin Zixu says the CCP and the U.S. indeed can’t co-exist,
and it’s just like how a totalitarian regime can’t co-exist
with universal values such as democracy and human rights.
Regarding his novel “1984″, UK writer George Orwell has
said that the requisites of totalitarianism ruling are: Training
hatred toward the foreign, establishing a long term enemy,
instilling people with hatred, and fully utilizing
nationalism and patriotism.
He says that without hatred toward the foreign,
people won’t live in fear and would thus have no need
to seek the protection of the totalitarian regime.
Fear, lies and hatred are the only goal of totalitarian education.
