【新唐人2013年12月03日讯】中国河南永城市一辆货车的车主,半年内被罚款近20万元,日前,运政和路政部门连番对车主罚款,女车主一气之下当场服毒自杀。涉事者当场宣称:“你死跟我们没关系”。舆论对大陆高速公路上各种巧立名目的苛捐杂税,以及执法政人员的滥权敛财,发出猛烈的抨击。
河南永城一辆大货车11月中旬在公路运货途中,先后被当地运政、路政等部门拦截,车主虽已按“惯例”出示通行的月票和年票,但对方仍要求用钱打点才放行。女车主不堪巨额“罚款”,再三求情无果下,当场服剧毒农药自杀。
现场执法人员不但不救人,反而叫嚣:“那你死!你死跟我们没关系!”然后驾执法车辆扬长而去。
据中共媒体《新华网》2号报导,服毒女车主已出院。
而河南永城市民候先生说,女车主温丽并不是因这一次的罚款就服毒,她家4月买的货车,半年内已交纳各种名目的罚款近20万元人民币。
河南永城市民候先生:“她采取服毒这种方式不是说她当天遇到这种事情就服毒了,而是日积月累的。我们这地方,他们随意的查车,除了相应的税费他要交之外,还要给当地的警察,每个警察每个月要送多少钱,或者是交通局他们也要送钱,不然的话就查他们超载了什么的。”
高速公路滥罚款现象在中国普遍存在,11月中旬,大陆媒体记者在天津几百公里的高速路上,拍摄到运管、城管、路政几个部门对运输车辆轮番罚款。
一名货车司机对记者说,他们是往高速路口附近的一家造纸厂运送废纸壳,每来一趟就被罚一趟。他气愤的说,土匪还不天天截车呢﹗他们比土匪还要厉害,24小时截车罚款。
车主们除了缴纳正常的税项外,还要分别向运政和路政部门,按时购买所谓“超载”月票及年票,尽管这样,路政人员仍是想罚就罚,想罚多少就罚多少。
前“山东大学”教授孙文广指出,这种“乱罚款”、“乱收费”的现象遍及中国各地,除交警、路政、运政、城管、安监等,谁手里有权,谁就可以设卡收过路费。
前“山东大学教授”孙文广:“这种现象中共它不管,反正罚吧,罚了可以增加它的财政收入,它的官员们也可以得到一点好处。当下的政权就是保护这些贪官污吏的,一些胡作非为的官员把罚款当作生财之路。”
孙文广指出,对于什么情况下罚款,该不该罚款,当局没有一个统一的规定,导致各地路政人员漫天要价,车辆罚款泛滥成灾。
孙文广:“我经常到医院去,医院门口有一个比较空的地方,它不做标志,等着你来停车,停了以后罚你的款,我们每个开车的人都知道,经常的被罚,这种乱罚款的现象太多了,特别市集的,它经过要买路费,或者其他的一些借口就可以罚他的款。”
孙文广指出,由于罚款的部门太多,处罚标准不一,车主随时都面临被处罚,如遵守了公路法,有可能说你违反了交通安全法,遵守了交通安全法,有可能说违反了道路运输条例。
除此之外,还有借交通事故来敛财的。
10月中旬,在甘肃青兰高速公路上,有货车遇交通意外,交警到场处理后,安排拖车公司拉货车去十几公里外修理,而拖车公司开出两万元的拖车费。
时政评论员汪北稷:“中共这个路政执法也好,收费也好,它的目地不是把这个道路管好,或者把这个秩序管好,它的目地是自己赚钱,所以在这个价值导向上面来讲的话,就等于是鱼肉百姓。”
时政评论员汪北稷指出,中共这个体制造就了大大小小的官员无所畏惧的追求不义之财,但是,最终这将成为民怨爆发的导火线。

A lorry owner from Henan province Yongsheng city was fined
nearly 200 thousand RMB within six months in China.
Because of repeated fines from transportation administration
and road administration, the female owner killed herself with
poison in a temper.
The people involved in the matter claimed immediately that
her death had nothing to do with them.
There is fierce criticism from public opinion on various
highway penalties and the law enforcement officers’ abuse
of wealth and power.
In mid-November, in Henan Yongcheng a big truck was
intercepted by transportation and road administration in
transit through the city.
Although the owner showed monthly and annual tickets as
required, she was still required to give money for release.
The female owner pleaded repeatedly about the huge fines
but in vain and took highly toxic pesticides on the spot.
Law enforcement officers not only did not save her but
shouted: “Your death is none of our business”.
They drove off in the enforcement vehicle, leaving the scene.
On Dec 2, the Chinese Communist Party (CCP) media
“Xinhua" reported the poisoned female owner was discharged.
Mr. Hou from Yong City in Henan Province said that Wen Li
taking poison is not just because of this fine.
She bought the truck in April and paid various fines totaling
nearly 200 thousand RMB in six months.
Mr. Hou from Yong City in Henan Province: “The reason for
her taking poison is not because of one day’s problem but a
cumulative effect. They check the vehicles randomly here.
In addition to the corresponding taxes, we need to give money
to the local police and the Department of Transportation every
month, or they fine us for any reasons such as overloading.”
Exorbitant fines on the highway are quite common in China.
In mid-November, the mainland media reporters filmed
transport vehicles being fined by transportation administration,
urban management and Highways departments repeatedly on
Tianjin highway.
A truck driver told reporters that they have to pay the penalty
near the intersection of the highway every day to deliver waste
cartons.
He said angrily that they are even worse than bandits with 24
hours carjacking fines; but bandits do not!
As well as the normal taxes, vehicle owners also need to pay
transport administration and Highway Departments for so-
called “overloading" monthly and annual tickets.
In spite of this, people from the Highway Department still fine
them at any time with any penalty amount.
Former Shandong University professor Sun Wenguang noted
that such arbitrary fines and charges are all over China.
As well as traffic police, road, transportation administration,
urban management and safety supervision, anyone can charge
tolls as long as he has the authority.

CCP doesn’t care about arbitrary charges because they not
only increase its revenue but benefits its officials.
Under the current regime, these corrupt officials who make
money on fines are protected.
Sun Wenguang pointed out since the CCP has no consistent
requirements for fine circumstances and conditions, wild
speculation on vehicle fines are spread everywhere.
Sun Wenguang: there is a relatively empty place in front of the
hospital without a sign.
People like me who often drive to the hospital know that if
you park there, you will be fined.
Every driver knows that such arbitrary fines are everywhere
especially in the market, they charge tolls with any excuse.
Sun Wenguang pointed out that the viechile owner can be
punished at any time because of so many fine departments
and different penalty standards.
For example, one might be charged on traffic safety violation
if you follow the Highway Act.
If you are in compliance with the Traffic Safety Act you
can be in road transport violation.
In addition, they may also collect money by accident.
In mid-October, there was an accident on Gansu Qinglan
highway.
The truck involved was pulled a dozen kilometers away for
repair. The towing company charged 20 thousand pulling fee.
Political commentator Wang Beiji: “The purpose of the CPC’s
Highway enforcement is to make money, not bring good order.
They are preying on the people under this value-oriented
purpose.”
Political commentator Wang Beiji pointed out the high and
low level CCP officials’ fearless pursuit of ill-gotten gains
will eventually be the fuse of peoples’ angry eruption.
