【新唐人2013年10月07日讯】联合国人权机构“儿童权利委员会”针对中共当局落实《儿童权利公约》的状况,近日在瑞士日内瓦召开了为期两天的审议会议。会上,委员会对大陆儿童权益遭到践踏以及妇女遭遇非法强制堕胎等情况,向中共代表提出多项质疑,其中法轮功学员的未成年子女遭到的迫害和歧视问题得到了委员会的深切关注。
《儿童权利公约》是经联合国议案通过的首条具有法律约束力的国际公约,全世界共有193个缔约国。负责监察缔约国落实公约情况的联合国儿童权利委员会,在9月26号和27号对中共当局落实公约情况进行了审议。
在此之前,多个海外人权组织、中国非政府组织和民间独立人权组织,曾向儿童权利委员会递交了大量报告,指出中共当局对公约的落实存在重大问题,使得大陆很多儿童的权益受到严重侵害。其中,中共对法轮功儿童的迫害报告,引起了联合国儿童权利委员会的广泛关注,并在9月24号接见了法轮功人权代表陈师众以及受迫害的法轮功学员的子女。
法轮功人权组织发言人陈师众:“其实这次这个审查是相当的严厉的,它暴露出的问题是非常的多的,因为委员会审查中国儿童问题的时候,方方面面,可以说是把中国儿童面临的问题揭了个透,跟中共的欺骗宣传就形成了一个很鲜明的对比。就是他问到的很多问题,都相当的系统的反映出中国儿童面临的困境。”
陈师众在向联合国递交的报告中列举了中共对法轮功儿童进行非法关押、毒打逼供、强迫辍学、挟作人质等多种迫害手段。并指出,中共当局不仅没有履行公约,而且几乎违反了公约中所有的条款。
法轮功人权组织发言人陈师众:“首先它侵犯了(儿童的)生命权,因为有很多法轮功学员的孩子,被迫害致死了。当然还有一类就是直接的对这个孩子施行酷刑的,还有任意拘捕孩子,未成年孩子你是不能关押的! 再一个也是很大一类了,就是剥夺了孩子父母照顾的权利。包括还在哺乳期的孩子就把他们的母亲给拘留起来了。而且还有把孩子作为人质的,这样的案例也有不少。”
现年9岁的法轮功学员牛清清,曾因亲眼目睹同样修炼法轮功的母亲张连英被中共警察血腥 绑架,而一度自闭,她受迫害的经历成为了委员会关注的案例之一。
法轮功学员张连英:“当时是我带孩子买东西回来,刚走到家楼门前呢,一下后边 有人就搂住我的脖子,人都要翻到在地上了,孩子吓得使劲的尖叫‘妈妈’,接着他们就给我套上了黑头套,给我拖走了。这会儿,我女儿还在雨中站着,没有人管她,她刚刚四岁。她看我被拖下来就哭喊‘妈妈’、‘妈妈’!”
当历经两年半酷刑摧残的张连英,伤痛满身地回家后,得知女儿被惊吓自闭,悲愤的大哭。
法轮功学员张连英:“她叔叔带她去玩去,照相啊,就都不会笑,过生日了,姑姑说:‘你笑笑啊,姑姑给你照张照片’。后来她哭了,她说我不会笑。每次我看看她那些照片,我都忍不住趴在桌子上真的是痛哭,真的是心里边那种难受,对孩子那种伤害,太沉重了!”
法轮功人权组织发言人陈师众:“这种当着孩子面打父母啊,或者逮捕父母 ,那对孩子心理伤害都是非常大的,因为这样孩子被吓坏了的,甚至被吓疯了的,精神失常的,这个案例也是很多的。”
《儿童权利公约》的四大核心原则是:不歧视;以儿童最大利益为首要考虑;儿童的生命权、生存权和发展权;以及尊重儿童的意见。而这些基本权益,对于被中共迫害的法轮功儿童来说,却是遥不可及的梦想。

The Communist China Violates the Convention On The Rights Of The Child
The UN Committee on the Rights of the Child held a two-day
meeting in Geneva to examine China’s progress made
towards the Convention on the Rights of the Child (CRC).
Regarding the violation of children’s rights and forced
abortion, the committee raised questions
to the Chinese Communist Party’s (CCP) representatives.
They are deeply concerned about the children of Falun Gong
practitioners having been persecuted and discriminated against.
CRC is the first legally binding international treaty
adopted by the UN General Assembly.
Currently, 193 countries have ratified this convention.
Compliance is monitored by the UN Committee
on the Rights of the Child.
On Sept. 26 and 27, the UN reviewed China’s
implementation status with the CRC.
Prior to this, human rights organizations from home
and abroad had submitted many reports to the UN committee.
They pointed out that major problems exist
with China’s implementation of the CRC.
Children’s rights in China have been severely violated.
Particularly, reports regarding the persecution of Falun Gong
practitioners’ children has drawn wide concerns.
The UN committee met with Falun Gong human rights
representative Chen Shizhong, and Falun Gong
practitioners’ children who had been persecuted.
Chen Shizhong: “Actually, the UN assessment was very strict,
many problems in China had been exposed.
When they examined China’s implementation on children’s
rights, in all aspects, they discovered many problems.
It’s a sharp contrast to the CCP’s deceivable propaganda.
The UN committee asked many questions regarding
problems that Chinese children are facing.”
Chen had submitted a report to the UN which exposed illegal
detentions of Falun Gong practitioners’ children in China.
They are also forced into confession, expelled from school,
used as hostages, and so on.
Chen points out that the Chinese regime didn’t implement
the convention.
On the contrary, it has violated almost all the articles
of the convention.
Chen Shizhong: “Firstly, it violates rights of life.
Many Falun Gong practitioners’ children were tortured
to death before they were born.
Second, children were directly tortured.
Some children were casually detained.
By law, minors are not allowed to be detained.
Third, it is a common practice that parents were deprived
the right to look after their children.
It includes taking mothers away from toddlers.
In addition, some children were used as a hostage.
There are many such cases.”
Falun Gong practitioner Niu Qingqing is 9 years old now.
She witnessed her mother Zhang Lianying, a Falun Gong
practitioner, being violently arrested in front of her.
She has suffered from autism for a period of time.
Her story drew UN committee’s great concern.
Zhang Lianying: “At that time, my kid
and I came home from shopping.
When I almost arrived at my home, suddenly someone
came behind me and held my neck.
I almost fell onto the floor.
My child screamed and shouted ‘mum!’
I was covered by a black sack and pulled away.
My daughter was left alone standing in the rain.
No one took care of her.
She was only four years old.
She kept crying and shouting ‘mum!,’ ‘mum!’”
Zhang Lianying had been brutally tortured
for two and a half years.
When she returned home with an injured body, she was told
that her daughter suffered from autism since that day.
She couldn’t help but burst into tears.
Zhang Lianying: “Her uncle took her out to play
and to take pictures of her.
She couldn’t smile.
On her birthday, her aunt asked her, ‘give us a smile,
your aunt will take a photo for you.’
She cried and said that she doesn’t know how to smile.
Every time when I saw those photos,
I couldn’t help but cry.
I really felt pain in my heart,
my child was deeply hurt from the persecution.
It is too heavy for her!”
Chen Shizhong: “They beat and arrest parents in front
of the children, psychologically the children are deeply hurt.
It resulted in some children getting illness,
and some suffering from psychological trauma.
There are many such cases.”
CCA has four core principles – Non-discrimination;
devotion to the best interests of the child;
the right to life, survival and development;
and respect for the views of the child.
Children were deprived of these basic rights by the CCP.
For children living under the CCP’s rule,
these rights are only a dream.
